JUST three years after starting their own private company ANBEM Limited while still at State House, former president Benjamin Mkapa and first lady Anna Mkapa applied for and received a loan of $500,000 (approx. 630m/-) from the National Bank of Commerce (NBC) Limited in the name of this company, it has been learnt.
According to our latest findings, the huge credit from the country’s oldest and most well-established bank was granted in July 2002 to ANBEM Ltd, a company that was officially registered in 1999 with Mr and Mrs Mkapa named as sole directors.
The loan came on the heels of a heated national debate over the April 2000 privatization of the previously state-owned bank, which was fiercely opposed, amongst others, by the Father of the Nation, Mwalimu Julius Kambarage Nyerere, until his death in 1999.
A good number of members of parliament from both sides of the political divide ? ruling and opposition parties - were also strongly against the bank’s privatization, arguing that the once-giant national institution was being sold off far too cheaply.
But as eventually transpired, the privatization of the then NBC (1997) Ltd still went ahead as scheduled with the formation of NBC Ltd in April 2000 and acquisition by South Africa’s ABSA Group of 70 per cent of the bank’s shares - for a reported total price of just 15bn/-.
Records also show that Mr Mkapa, as sitting president, was always a vocal supporter of the privatization process which resulted in the bank being taken over by ABSA Group, whose direct association with NBC actually began in August 1999 when the South African firm effectively started managing the bank at the request of the government of the day.
Further investigations by THISDAY have now revealed that in December 2002 - five months after securing the NBC Ltd loan ? ANBEM Ltd landed another big credit-line in the form of a 250m/- loan granted by CRDB Bank Limited.
And it has been confirmed that by the time Mr and Mrs Mkapa were departing State House at the end of his second and final term as president in December 2005, ANBEM Ltd had total registered debts amounting to 750m/-.
The couple started the company in their own names while still at Ikulu, registering themselves as directors with a listed share capital of 500m/-.
It has also been verified that in the legal documents for setting up the company prepared by Dar es Salaam-based lawyers Kapinga & Company, Mr and Mrs Mkapa described themselves as ’’entrepreneurs.’’
The company was awarded certificate of incorporation number 36547, with Mr and Mrs Mkapa being allotted one nominal share each and listed as directors.
Among other things, the stated objectives of ANBEM Ltd include: ’’To carry on business and to act as merchants, general traders, warehouse, stockists, shopkeepers and operators of supermarkets, commission agents and carriers.’’
The revelations about the former president and first lady registering their own company and starting to do business while at Ikulu followed reports by THISDAY that the Mkapa family owns an office building in Dar es Salaam where a new bank with some big-name local businessmen as shareholders is to be located.
Records show that ANBEM Ltd bought the building, registered under certificate of title number 6809 at Number 8 Ocean Road in the city’s upmarket Sea View area, from a company called Tanzania Building Works in 2002.
Situated right next to Mr and Mrs Mkapa?s official residence after retirement, it is understood that the two-storey building will be the official headquarters of the upcoming Bank M (Tanzania) Limited, now in the final stages of being launched after a fast-track registration process that started only in February this year.
THISDAY has sent written questions to Mr Mkapa’s office in Dar es Salaam regarding the nature of the business transactions conducted by himself and Mrs Mkapa while at Ikulu. No response has been forthcoming so far.
