CAN TANZANIA SURVIVE WITHOUT AGRICULTURE?

Tanzania as a country that depends on agriculture as the main contributor to the Gross Domestic Product (GDP), and the main source of International trade, may need to rethink her economic future in the wake of 2008 oil crisis, in which a barrel of oil reached an historic high of $147 just to slide back to $36.2, a barrel in less than six months. Sending shockwave of fear to countries that relied on this commodity as their main source of economic vitality.

Oil producing countries such as Venezuela, and Iran just to name a few whose economies relies heavily on this single commodity, ripped massive profits and used their earnings not to diversify their economies, but to further their ideological beliefs. Both countries neglected their potential economic vulnerability based on oil dependence despite decades of huge profits. They are now not only in the same financial debacle, but also in potential social quandary of a different magnitude; they relied heavily on now devalued oil as their main source of economic lifeline.

Energy prices have tumbled across the board; with oil plummeting to its historical low of $36.2, a barrel at the New-York Mercantile Exchange (NYMEX) as of January 16th; A figure far below budget projections of $60 a barrel in the cases of Iran, and Venezuela. Countries whose leaders ascended to power, based on promises of ambitious, social programs transformation .The two countries must shelve some of their ambitious social projects for the time being, due to the impending budget deficits, and perhaps social problems, when some of the already existing services will have to be curtailed.

Oil accounts for more than 90% of Venezuela exports, while Iran depends on oil to account for 85% of the government’s revenues. Whilst this is the reality, Hugo Chavez of Venezuela, has used oil money to make thumb his nose towards the west; he has used the petrodollars to further his socialist and revolutionary causes of being a defender of the Latin America, against the American Empire Influence.
His Iranian counterpart Mohamoud Ahmadinejad, on the other hand, has used oil profits to wag his finger, and heralding his determination to wipe Israel off the map. Iran, spent millions of her petrodollars promoting itself as the sole defender of Islam across the Islamic world; She is fighting for hegemony on geopolitical and economic fronts across the Middle East. Not only that, Iran, has used her oil wealth to fend off the western efforts to block her nuclear drive, and this is still going on in the face of rising unemployment, and sky high inflation. The bottom line is that, both Iran and Venezuela failed to look at the broader picture, which is Iran, and Venezuela without oil.

Thanks to speculation in the financial markets, the countries racked-in massive profits, but then their leaders ignored the laws of economics, and called the $147 a barrel an insult. Iranian leader arrogantly suggested that, $200 a barrel would not be a fair price either. Even after the financial crisis started, they forgot that mere speculation was not sufficient to reverse Economic Law of Elasticity.

Gasoline being one of the modern day necessities, many believed it was not going to undergo a price shock ; the economic boom in India and China, and increasing demand in the United States, led many to perceive oil as insensitive to price changes (inelastic), because consumers would continue to demand it despite price increases.

Economic theories have disapproved those who were convinced that, oil prices would never fall. Prices have plunged sharply globally, except in Tanzania; one of the few countries where merchants can impose upon the people their own prices. Sadly enough, In the United States, some are currently paying equivalent of $.55cents a liter, whereby many paid roughly $1.50 a liter, less than six months ago.

In the face of economic hardship, characterized by the rise of unemployment, and declining earning power, oil become less of a necessity; need for food and shelter precedes the need for oil. However, availability of alternative forms of transportation, amount of income to spend on gasoline, and time factors have driven oil prices to their current low levels.

Just like Iran and Venezuela cannot breathe without oil, Tanzania has no economic vitality without agriculture. Agriculture accounts for 42.5% of the Gross Domestic Product (GDP) and more than 80% of the exports, and this puts our country in the same line of vulnerability, and insecurity as that of the oil producing countries which are now facing economic uncertainty because they did not properly plan for economic continuity without oil (reduced oil demand characterized by lower revenues).

An economy without agricultural dependence should be Tanzania’s motto. This ambition should take into consideration country’s massive wealth of natural resources. Just like Dubai, a tiny U.A.E country which solely relies on maritime and tourism for her survival, Tanzania should think 100 years from now by laying plans in place on how to exploit her massive wealth, such as the inexhaustible, and price insensitive Indian Ocean; making maritime services through port of Dar es salaam easily accessible, efficient and inexpensive for both domestic and to foreign customers such as Zambians, Congolese, Ugandans etc who are using Kenyan ports for the most part.

Massive advertisement campaign of our beaches as a focal point for attraction, for both domestic and foreign tourists would yield unprecedented positive results, just like it has in the cases of Mauritius and Morocco. Our historical wealth such as the famous Zanzibar, Bagamoyo and Mafia Islands are enough to shift the economic pendulum from agricultural dependence to a more balanced economy. Aggressive marketing of Mt. Kilimanjaro and other tourist attractions as parts of Tanzania and not Kenya, will definitely provide Tanzania with the missing link to full economic diversification.

Economists, financial experts, and scholars both in public and private sectors, should study the feasibility of balancing the economy from agricultural dependence to agricultural independence considering the country’s untapped wealth. In the face of climatic uncertainty of prolonged droughts, tsunamis, unfair agricultural subsidization by wealthy countries, Tanzania’s may find her competitive ability in the international commodity markets hampered by these factors. And possibly, chocking the economic lifeline out of the country.

There is no question, such ambitious move would be time consuming, expensive, complicated and very hard to accomplish. But in today’s dynamic and less predictable global economy, there is no other alternative. Tanzania MUST have economic diversification strategy. Massive wealth in the hands of a few could be channeled towards the feasible study of economic diversification for the good of the country’s majority riddled with poverty.

Tanzania, government must strengthen the country’s infrastructure, and use foreign resources in the form of investment to support the transformation. The law for attracting and protecting foreign investments must be enforced diligently, and foreign investors must be given assurances regarding the safety of their investments. Red tape and bureaucracy at government agencies MUST be ended.

The focus must be on the qualitative aspect of manpower by streamlining the government in such a way that quality becomes the highest priority, at the same time recognizing human talent and capability within the workforce. Rewarding employees to enable them release their full potential must be a common practice, and also retaining already developed talents to encourage innovation, which will in turn curb the current wave of brain drain.

With a young energetic population, Tanzania will enjoy an inexpensive labor force, should it adopt a broader industrialization project, which will reduce dependence on importation of unnecessary products, some of which are substandard and hazardous to the population. Domestic production of Industrial goods will translate into cheaper prices, as well as employment to the currently idle young population. These goods will not only be consumed domestically, but will also find demand in the Southern, Central, and East African economic blocs in which Tanzania’s influence is growing.

To fully diversify Tanzanian economy, the current government expenditure must be shifted to major development and construction projects to guarantee that in the future, the country’s infrastructure; will be able to sustain growth in all sectors of the economy, which will in turn shift the economic pendulum from agricultural dependence to agricultural independence.

We cannot wait until a crisis emerges for us to be able to start preparedness, the current economic and energy crisis are perhaps some of the best lessons we can learn in our generation. We do not want to go the Iranian or Venezuela routes. Now is the time to shove aside politics, rhetoric, and rattling, and think deeply on where the country is going to be hundred years from today.
The question is, can we see our country surviving without agriculture?

    Wivu unakuja pale wanapomuona mwenzao akirudi nyumbani kila mwaka na kufanya vitu vya maana ambavyo wameshindwa wao kuvifanya, ukizingatia kwamba baadhi ya hawa vijana wamekaa marekani uingereza na kwinigineko kwa zaidi ya miaka kumi bila kurudi nyumbani. Maisha waliyonayo huko waliko ni maisha ya kubahatisha.

    Kama mtanzania niliyeishi ughaibuni kwa muda mrefu, natambua vizuri hasira na jadhba vijana wetu walio nazo dhidi ya Mashaka.

    Wengi wetu maishaa tuliyonayo ni maisha ya kubahatisha na kuhenyeka na vikazi ovyo ovyo ambavyo vinafahamika kama ubeba boxi.

    Asilimia kubwa ya vijana wa kitanzania walio majuu, mara nyingi ni wabeba boxi na waosha makalio, kwa hiyo watu wanaposikia kwamba Mashaka kafanya kitu Fulani hapa na pale wanashikwa na wivu bila kufikiria kwamba hapo alipo kafikaje?

    Wengi hawawezi kuamini kijana wa kitanzania tena mtoto mdogo kama Mashaka anaweza kuhajiriwa kama investment banker, tena na shirika kubwa. Hizi kazi hata wazungu wenyewe wanazitafuta kwa muda mrefu na wasizipate kwa hiyo vijana wa kitanzania mara nyingi hawawezi kuamini kwamba mwenzao anawezekana afanye kazi nyeti kama hiyo. Hii ndio chimbuko la Usenene dhidi ya Mashaka.

    Nimeyasoma mahojiano yake bongo celebrity, daily news and kwingineko lakini nakubali kwamba huyu mtoto ni mnyenyekevu, mwenye huruma, adabu na mpenda nchi yake. Sioni kosa lake, na kama ulivyosema, wanaomchukia waseme wazi amewatendea nini? Na sidhani atakuwepo hata mmoja mwenye la kusema

    Nadhani wazungu ni watu makini sana, hawawezi kumuajiri mtu hivihivi tulivyo sisi watanzania.

    Ili upate kazi katika taasisi za kifedha, ni lazima upitie mchakato mkali sana, kwani ni kazi zenye ushindani mkubwa.

    kwa maana hiyo sina hofu kwamba Mashaka alionyesha umahiri mkubwa hadi wazungu wakamkubali na kumpa nafasi nyeti.

    Nakumbuka katika mjadala wa Afrika mashariki, ni Mashaka na Mokes Gama ndio vijana wa kitanzania walio simama kidete kuitetea nchi yetu ilhali hii mijitu imejikalia midomo wazi.

    Unawakuna vichwa ndo maana wanakuonea wivu, wakune ili nao wawe kama wewe…Hongera kwa article nzuri

  23. Sifahamu kwa nini watu wamponde Mashaka kwa kuandika kiingereza ikiwa ni lugha kama nyingine. Fahamu kwamba sasa hivi ni enzi za utandawazi. Kwa upeo mdogo ulio nao unadhani kwamba Mashaka anaandika ili Mtanzania tu asome. Basi kwa nini usitake aandike KIKURYA ambayo ni lugha aliyozaliwa nayo? Bado vile vile hutamwelewa tu na yawezekana ujumbe ukawafikia wachache maana sio wote Musoma wana internet!!Vile vile kumbuka kwamba hata kama angeandika kiswahili bado kuna wengi hatufahamu vizuri hasa cha kuandika ukichukulia lugha inakuwa na sasa hivi inayo misamiati migumu. Pia kumbuka kwamba mnaosoma kwenye blogu sio watu wa chini hivyo kama wewe unavyodhani kwa sababu mtu wa kawaida hawezi kulipa pesa ili aingie kwenye internet cafe asome tu blogu.   24. PS: Mashaka, once again, congratulation for the great work you are doing for your country and the world at large. You are truly an African son of the soil. You are an inspiration and a sensation.

    I realized this after reading your article regarding EA community Debate; you nailed it and were shocked that a Tanzanian had such brilliant mind.

    But then realized that you had your educational foundation from Kenya , that gave you an opportunity to reign intellectually unopposed, therefore we see a parallel between you and our Obama, both of you have Kenyan roots.

    We as the land where you received your education (Kenya) we are proud of you as we are proud of our existential son, B. H. Obama who is a day away to be inaugurated as the 44th President of the United States of America.

    I am sure you are soon going to hold the candle for your countrymen (Tanzanians) just like our Obama did to Kenyans

    It is clear that, even though you are not in the leadership, we see you as one of brilliant young men with Kenyan roots who have leadership might.

    As a Kenyan and an East African, I must salute you for the article well written. All the best in your future endeavor

  25. Ni wazo zuri kufikiria nini kitakuwa ndicho kitovu kikuu cha uchumi wetu miaka mingi ijayo hasa ukizingatia hata hiyo ardhi yenyewe haitatosha kutoa ajira kwa watanzania wengi kama ilivyo sasa. Kitu cha msingi kwa sasa ni kwanza kukiboresha hicho kilimo chenyewe ili kiwe na tija kwa 80% ya watanzania wanaokitegemea na pia kuwa na uhakika wa chakula na malighafi. Pamoja na hayo serikali inabidi iwekeze kwenye elimu yenye ubora kusomesha watalaam wengi, hata nje; kuna nchi nyingi sana sasa hivi zinapeleka maelfu ya watoto kusoma nchi za nje ili kuleta ujuzi nyumbani( mf. Iran, Syria, thailand, Pakistan n.k). Hapa nilipo wapo wengi sana na wanasema pia makundi mengine yametawanyika nchi zingine. Binafsi naunga mtazamo wa Mh. Waziri Mkuu wetu Pinda wa kupigia debe matrekta badala ya magari ya kifahari kwani tunaweza kufika mbali kama atasimamia vizuri msimamo wake. Kwa sasa nchi inahitaji wakombozi kama yeye na viongozi wengine wanaopenda maendeleo ya umma na siyo kujipenda wenyewe. Kuhusu utalii na matumizi ya bahari, nadhani pamoja na kutoa ushauri kwa serikali, nahisi ni vizuri sisi kama watanzania tuhamasishane ili tuwekeze katika haya maeneo kwani ni kati ya maeneo yanayoleta ajira na utajiri. Tusiwe watu wa kushauri tu bali tuthubutu kuwekeza japo tukiwa ktk makundi. NCHI yetu na uchumi wetu utakuwa stable (imara) pale tu sehemu kubwa ya uchumi itashikiliwa na wenyeji na siyo wageni, vinginevyo hali itakuwa kama hii ya mabadiliko ya bei ya petroli kwani siku wageni wakisema no nchi itanza tena kujenga uchumi. Naomba serikali isimamie sheria vizuri, hasa rushwa kwa watendaji ili watanzania tushiriki kikamilifu katika kujenga nchi yetu. Hatuhitaji wageni waje kutengeneza beach zetu wakati tunaweaza kuzitengeza na kuzitangaza ili kuvutia utalii wa ndani na nje. Tuachane na kasumba ya kila kitu kihusicho uchumi wetu ni lazima tuwaite wawekezaji kutoka nje, mifano mibaya tunayo (NET group solution, ATCL, RITES....)

  26. Nitaanza uchangiaji wangu kwanza kwa kuangalia swali ulilouliza 'where the country is going to be hundred years from today'. Swali hilo halikuwa katika viongozi wengi wa nchi za sub-saharan Africa. Ndio maana nchi nyingi zipo hapa tulipo. Viongozi wengi walikuwa mnaita 'short sighted' wengi wao walikuwa wana angalia 'welfare' wao binafsi wakati na baada ya uongozi wao badala ya nchi na manufaa ya uma.

    Hivyo ndio maana 'legacy' tulizo achiwa na viongozi waliopita na watazoacha viongozi wa sasa kwa vizazi vya miaka 100 ijayo ni madeni tuliyokopa na tunayoendelea kukopa 'Western na Asian countries'

    Mimi naona kitu kikubwa cha kwanza cha Tanzania kuaddress kabla hatujakuwa kweneye position ya kuacha good legacy kwa vizazi vijavyo ni uongozi bora wa serikali'Good governance'. Penda usipende bila ya hilo hamna kitachofanikiwa.

    Impression yangu Bwana Mashaka una assume uongozi tuliokuwanao hivi sasa ni mzuri.

    Serikali za kuto simamia vizuri mali za uma, wizi wa mali za umma kupitia mikataba mibovu, offshore companies na wawekezaji kama ilivyokuwa inaendela Tanzania, ni tusahau kama tutaweza kujenga taifa ambalo litafikiria vizazi vya miaka 100 ijayo.

    Sitaki kusema sana lakini ningependa ku challenge point ya kuprotect na ku attract Investment. Hii ndio policy ambayo serikali ina persue hivi sasa. Mtazamo wangu ni kwamba, kuna phase za development nchi inatakiwa kupita kabla ya ku open its economy. Phase muhimu ni technological and knowhow acquirement na development ya domestic industries.
    Sisi hatuja champion stage hizo kama China na India walivyofanya kabla ya wao ku open economy zao. Kwa hiyo foreign investment za mwanzo ni ziwe za purpose hizo na masharti yetu yawekwe kwenye lengo la kuhakikisha nchi itafaidika katika skills, knowhow na pia fedha.

    Nafikiri tukifanya hivyo ndivyo tunaweza ku position sisi wenyewe kuanza kufikiria legacy tunayoweza kuiacha beyond the term of presidence.

The articleitself is not a piece of an academic one, it is just a piece of jounarlistic writing in a newspaper kind.     Tanzania knows the significance of agriculture and diversification. Even the President has said that many times.

    What is needed is ideas on how to promote the sector and how to help our farmers.

    Developed nations spend billions of dollars helping their farmers, what do we need to do to help our farmers. We need to talk about micro-financing, subsidies, promote and encourage Tanzanians to buy local products, help our Industries so that we can stop from being exporters of raw materials and export products that are finished that fetch higher values.

    This is what intelligent people should be discussing.

    When I see people worshipping this guy with an average mind it makes me wonder how ignorant Tanzanians are.

    Instead of analysing substance of his content, people are flabaggasted by style that anyone can use.

    he uses Iran's and Venezuela's surplus and how it was re-invested. The Tanzanian problem is not how to use surplus, our problem is how to create increase our GDP so that we can at least satisfy our needs.

    Mashaka, Kilimo ni so wide industry unlike a commodity like Oil. Kusema Tanzania without agriculture its an unthinkable assumption, kwa sababu that will never be.
    However ni vizuri kuwa na challenge kama hiyo ili kuongeza chachu ya other economic organs in lieu of agriculture katika kuleta maendeleo endelevu.

  59. I strongly believe that if we have concrete programmes/plans and implement them wisely and cautiously Tanzania can survive without agriculture. The agriculture I am talking about is the colonial based agriculture – producing raw materials for EXPORT ONLY not otherwise. To think about 100 years (in deed the next generation) and even 200 centuries to come is a major contributing factor in the growth and prosperity of any country – it is sustainable. In my humble opinion it is the right time to think and work hard towards the industrialization of our economy as a necessary and sufficient alternative for our agricultural economy as I explain below:

    The need to promote industrialization in our country remains as strong as ever. Only rapid industrial development can create the resources to satisfy the basic requirements of our population i.e. food, health, education and shelter and jobs for our growing labour force. Along with the development of a mass internal market for basic goods and the strengthening of forward and backward linkages within the national economy, our country will also need to rapidly expand manufactured exports in order to strengthen our balance of payments and make our economy less vulnerable. In today’s highly competitive international economy, success in this task will be vitally linked to the modernization of our industries and establishing the new ones.

    To achieve these objectives, we need not only to improve our previous industrialization strategies but also to develop new plans. We know that the industries established were not well-adapted to local conditions and skills, made little or inefficient to use of domestic resources, and required high level of imports and energy input. In some areas appropriate link with agriculture and regional balance in industrial development were in particular neglected. In addition, industries relied too heavily on a sheltered domestic market and failed to seize opportunities in international markets, with negative consequences in terms of economies of scale, technical change and learning processes.

    Particular importance needs to be attached to industry’s link with agriculture. The rapid expansion of cultivation of food and cash crops can be facilitated by industrialization. Expanding agricultural activity generates increasing demands on industrial sector. It requires a growing supply of tools and implements, consumer goods, and services, from the manufacturing and other sectors of the economy to the farmers. To eradicate rural poverty in our country it is also necessary to create employment on a large scale not only in a mechanized agriculture but also in other activities, particularly manufacturing and construction of infrastructure.

    An important part of such new industries need not be capital intensive and could be located in rural areas, as was done, for example, in China and other East Asian economies. Rural industries can be highly efficient in promoting labour-intensive processes and the processing of local resources. More generally the spread of small industries throughout the countryside and the improvement of infrastructure in rural areas are key elements of efforts to reduce disparities of income and wealth and to create a better balance of economic opportunities between urban and rural areas. At the same time, rural industries should give greater emphasis to the production of consumer articles and agricultural inputs adapted to local conditions. The mechanization of agriculture phased in more rationally than in past attempts would not only contribute to broad-based improvement of agricultural productivity but also to industrial development. The production of simpler, modern agricultural tools and implements would be an activity suitable for small-scale industries, which as they expanded would in turn add to the reservoir of industrial skills and create employment opportunities.

    The People – The Subject and Object of Industrial Development
    Since one of the preconditions for a viable development is the welfare of the people and the satisfaction of their wants, then the answer to our sustainable development problem must take these issues into account. We need a policy which satisfies the people’s material wants and at the same time creates conditions for expanding home market, and in turn makes the development of HEAVY and LIGHT INDUSTRIES inevitable. The problem of capital accumulation must, therefore, be tackled from this starting point, since it contains both the subject and the object of development-not profit, but people. Mwalimu Nyerere emphasized that as long as people, rather than the profit, is made the subject and object of development, hitherto untapped human ingenuity and material resources will come into full play, crushing all obstacles on the towards sustainable development in our country as it was successfully achieved in China. We know that the basic needs of people are: food, clothing and shelter. Consequently the answer to solving economic problems must be found in the course of supplying these basic needs, especially at the low level of development at which Tanzania must start its industrial development process. At this level of development these basic needs are real, acute and widespread.

    In the course of supplying food there is enormous potential for industrial development, in the areas of dairy products, the leather industry, the manufacture of fertilizers etc. Clothing the people cheaply will expand the textile industry, ginnery output, the mechanization of agriculture (which involves tractor production, water pumps irrigation, and the HEAVY INDUSTRIES to produce these), inevitable accompanied by increased agriculture productivity. Historically, increased agricultural productivity has always led consumer industry to go through what development economists call the “crucial stage”, which in turns leads to industrial development. Historical evidence also shows us that, beginning with Industrial Revolution in England, and more dramatically in the United States, the textile industry has always been a most important stimulant to industrialization and the concomitant economic development, and even to the expansion of world trade. In England this was made possible thanks to slavery and cheap labour of colonial cotton producers; and in the U.S. thanks to cheap slave labour. In both these cases, however, demand came largely from the simultaneous development of industry and urban centres internally.

    Housing and urban development, accompanied by or resulting from industrialization, have always been, like the textile industry, an important stimulant to further economic development, involving such sectors as timber, cement, ceramics, pipe manufacturing, electrical appliances, glass manufacture, and engineering equipment. No wonder the early American pioneers used to say, ‘When the building industry is all right, everything is all right.’ But the truth of this saying can only be realized if building construction is directed at housing the people and is carried out within the context of a general strategy for development.

    Capital and Expertise Required
    In attempting to solve the basic needs of the people we will succeed at the same time in producing conditions for a rapid development of the productive forces in both HEAVY and LIGHT INDUSTRIES. However, how are we going to implement these plans/strategies in the face of constraints in terms of capital and expertise? There is no doubt that, for the development of industries mentioned above, external economic relations of special type for a specific period of time will have to be entered into, with the friend developed economies like China. The basis of these transitional economic arrangements with ‘friend developed countries’ will be objective economic complementarities. A trade arrangement aimed at economic co-operation, rather than dependent on mercantile considerations, with these countries for the supply of capital goods and training of manpower in the exchange for agricultural products or minerals should transform our economy in the shortest possible time into genuinely self-reliant, self-sustaining and independent economy.

    Economic Planning
    The prerequisite for successful economic planning is to understand in the first place that planning is a POLITICAL action first of all, and not economic. We have to plan for FREEDOM; we have to make a conscious effort to liberate our economy, our people, from the realm of poverty and necessity to the realm of FREEDOM. Our economists should always be told that our motive is to serve the people and always they should keep in mind that our major objective is to attain an ECONOMIC FREEDOM; and therefore they have to facilitate and hasten the move of our economic liberation from the realm of poverty and necessity to the realm of freedom. Political leaders must have no illusions about the political nature of this objective; they must articulate this objective - ECONOMIC FREEDOM to the masses. In this context freedom means freedom from natural fetters; freedom from the constraints imposed by imperialism, neo colonialism, corruption, braindraining, brainwashing and other people in our country; and freedom to exercise human rights. All these aspects of freedom are interrelated.

    Let us aim at improving the standard of living of our generation and work hard for the happier and better life of the next generation (s). We have to make sure that (a) the productive forces are rapidly developed to hasten people’s liberation from natural necessity; (b) the social relations are radically altered, to realize social control of socially produced wealth; and (c) a steady increase in the well-being of the working people through an increased supply of consumer goods, followed by a steady lowering of their prices and a steady increase of wages and agricultural income so that each year the people see for themselves that they are better off than they were the preceding year.

    We have to be very careful with the ‘Market Forces’ strategy because its main concern is with those people who can spend; if there is exert pressure in the market (i.e. demand) then the economy must respond (supply). If there is no demand there is no supply; and that’s that. This is a painful and destructive way of solving problems of underdevelopment, and as the economy meanders through labyrinth of never-ending twists and turns of the market, it leaves the wayside millions of people who are too poor to spend. In type of economy the poor do not count; they merely constitute ‘the rest of the economy’, and they do not constitute ‘effective demand’.

    Chuki tulizonazo dhidi ya wenzetu ambao wamepiga hatua, ni makubwa mno. Ni chuki na majungu ambayo hayakubalika katika taifa lolote lenye uzalendo.
    Baada ya kukosa forum ya kuonysha chuki za hadharini, sasa wameanzisha tovuti inayoitwa ze- utamu ili yoyote mwenye chuki na mwenzio aweze kummaliza kabisa huko. Ze-Utamu siyo maadili ya kitanzania.
    Inabidi tujitafakari upya watanzania wenzangu, sidhani kuna mwelekeo ikiwa tutazidi kukumbatia vitu kama ze utamu ilhali tunajaribu kuwakata moyo baadhi yenu wanajaribu kuibadilisha taswira ya nchi yetu.

  67. Most of the time, people believe that country’s wealth lies on natural resources. This has proven not to be the case. The reason being that, you can have so much yet don’t know what to do with it, and other people ending up benefiting more than the country itself.

    This is the case in Tanzania today. Many our riches (wealth) is being enjoyed by foreigners, and a few in the government (FISADI’S -in the ruling CCM). This is happening because we don’t have true wealth. We have poor brains.

    John Mashaka, has proven to be a such a valuable ASSET, or other few of the brains we need to claim full riches. I am baffled by this Youngman’s genius mind, no wonder he was tapped to Wall-Street. He has instigated thinking among the Diaspora and has been lightning rod of envy.

    I must admit, that this is a well written article, well thought, and timely delivered. These are very challenging times, which needed brains to counter the challenges. John Mashaka’s Ideas and thoughtfulness is superb; he has erased all the doubts we had about him, if at all he wrote the article

    Anaongelea kupanua nyanja za uchumi. Hebu jibu hili: Marekani inategemea aina ngapi za nyanja za uchumi na ilikuwaje uchumi wao ume tank baada ya industry moja, ya soko la nyumba, kuanguka wakati wana ma sekta ya uchumi kibao?

    Great article man.

    You have asked a question that requires multi-answers. Development economics is a complex puzzle. It's complex because it requires one to place all the pieces in their respective places to crack the puzzle. The same goes to your article on whether Tanzania can survive without agriculture or not.

    Our national policies on agricultural sector in the past and today are analogous to when one puts the cart before the horse. The result is a dead end. I believe what we need to do as a nation is to make it a priority by investing heavily in human capital (applied education is key here) and infrastructure. To me these are the two horsepowers we need to bolster the agricultural sector. Once we have such instruments in place, local and foreign capital will tend to flow into the agricultural sector.

    The governmet would of course need to make deliberate efforts to create an enabling environment in order to attract the capital inflow into the agricultural sector but applied education and infrastructure are the fundamentals.

  75. I couldn't agree more with the comments from Inno, i.e. it is paramount in our country that we invest sufficiently in human capital development. And this is not just building huge university structures, but guaranteeing infusion of education from the grass-root level to the vocational training and management skills.

    As long as I can remember, we have been singing the same song over and over "agriculture is the backbone of our economy" but little progress to show for to date. Despite GDP growth above 7% in recent years, agriculture sector averages at dismal 5%. Certainly, we require more than just singing.

    In addition to human capital development, we need to prioritize which sectors to develop targeting to enhance growth and increase employment. Prioritizing need to go hand in hand with creating ideal business environment - curbing corruption, improving infrastructure, project due diligence, improving procurement processes, etc. Otherwise, we would advertize our beaches, our mountain, our parks, and they will come but nothing will happen. Or even worse, they will reap us off.

  78. I agree with Inno and Mpambika’s points. There is no way we can make a significant dent on development with 5% to 7% growth rate. Single digit growth rates are ok in a developed economy. But for a developing one, there has to be a way to create double digit growth rate in order to have a noticeable change in poverty level.

    Tanzania without agriculture is possible, but first we need a “Formal” agriculture sector. There is no easy way to bypass a sector which gives our country 85% of exports. So before we fully diversify the economy, which I agree ultimately we should do, first let’s have an agriculture sector that is able to receive and absorb capital.

    In Tanzania now we are still importing Milk, really I mean Milk, chicken and Meat mainly from South Africa. I am not kidding; we are importing things that we have in abundance. Actually in some regions things are rotting while in others we have scarcity. If we are able to create infrastructure (roads, different financial markets, education etc) then we can have meaningful economic growth.

    I am not sure if Tanzania can create manufacturing industry that will rival Asian one. With Dubai, Singapore and Hong Kong all in the Indian Ocean the maritime hub that Mashaka is proposing can only take us so far.

    So before we diversify, let’s become experts on what we can do best and have a chance to compete globally.

  80. Waungwana, the issue about our brother John Mashaka is not that he is wrong when he talks about the importance of diversifying the economy. He is quite right and everybody knows it. That's actually the problem. In fact all the points he suggests Tanzania should implement in order to achieve viable economic progress that would procure security for future generations are so true and obvious that one wonders why he had to write them and make them appear like new economic principles coming out of his mind! You see, these ideas have been sung out to a common man by our politicians since the 3rd phase Govt and were part and parcel of CCM's highly chanted slogans during their 2005 election campaigns. So the problem to Tanzania is not so much the lack of knowledge by her leaders of these basic economic principles as is the bankruptcy of their willingness and ability to whole-heartedly implement them in order to maximize achievement of rapid national progress. I have no membership in any political party in Tanzania and I'll not hastate to give credit to whoever deserve it. Kikwete's Govt, though hesitant and weakened by a multitude of scandals as we know, is actually trying in its own imperfect way to do exactly what John Mashaka is talking about; which then makes his advice to them in its present form all the more redundant and unnecessary - not stupid as some feeble minded fellows have asserted. The "blogger based in USA is quite right in his comments though unfortunately he unnecessarily put in too much emotions. Mashaka unfortunately was wrong about Iran and her oil-rich Middle-Eastern neighbours. They aren't sleepy and ignorant about the fate of their under-ground petrol reservoirs at all. They know it and have taken appropriate measures to counteract it. I don't have time to develop this issue, but suffice it to say here that for over 15 years now the Iranians have been working hard to diversify their economy by developing, among other things, their manufacturing industry to a sustainable resilient level. In my view what we need in Tz is proper patriotic leadership imbued with clear vision and devoted unselfish ambition coupled with individual entrepreneurship of motivated citizens to bring about development. I trust in my people. We'll make it some day.
