I gather that the government has short-listed six companies from which only one could get a tender to produce the country’s first national Identity Cards using smart card t e c h n o l o g y . Cool.


You will be forgiven for being impressed when you get those technological jargons like ‘smart-card’ and tamper- proof, multi-purpose and state-of-the-art.


Don’t be fooled, though.


For when you hear that, you might forget to notice the number of zeros of the final bill – some 200 billion shillings.


Someone has said that the government printer can do the job for 95 billion with the availability of the same technology.


Those in charge of the tendering system would not even check out the offer. That is very understandable.


The difference between 95 billion and the 200 billion is 105 billion.

    In fact the issue of identity card can be solved by Tanzanians. We do not have to hire people from abroad to print our identity cards. In fact, this is another deal which will leave vijisent with some Tanzanian fisadis. I think Masha wanted some few drops, but he failed because he was not strategic. Utajua kuwa kulikuwa na mkono wa mtu when JK is no longer in powers. Si unaona hata sasa you realise that there were people like Mramba, Mgonja and Yona after Mkapa’s regime.
    I do not support the idea of giving the job to the government printer. He has nothing to offer. Anything which is owned by the government of Tanzania cannot is inefficient. The government of Tanzania always pick unqualified people and those few qualified and hardworking do not stay longer. Those few who can stay end up loosing their talents. however, if we cannot even print our own identity cards, what can we do then?? Mpaka lini tutawapa hela za bure wazungu???
    I would rather invest the same amount of money at the university computing center of university (ucc) of Dar es Salaam to come with the national identity cards and I am pretty sure, they would do that in a very efficient way. With 100 bils, the identity cards would be printed and more than 1000 Tanzanians employed, 100 masters degrees in identity cards, and 10 PhD degrees in identity cards.
    We still have a long way to go and probably we will reach there dead! Unless something happen, we may not see tomorrow.

I support you fully, I think the government doesn't really know how tired Tanzanians are now with their foolish overnight decisions, they are underestimating how intelligent/intellectual we really are, why waste all that much money while we see our fellow Tanzanians having to survive on two meals are day? That money can be used wisely for the gain of the country rather than making 10% of the population owning 90% of Tanzanian's wealth. For me, I am just tired of this nonsense! Too much.

    Thank you for the information.

    This is what I propose we do;

    The Government should not be able to spend money whether taxed or borrowed without a budget. The budget is approved by Members of Parliament, if the budget for this project has already been approved, we need to know all MPs who approved the decision so that we can know mafisadi in the National Assembly instead of just dealing with mafisadi in Govt.

    If the budget is not yet formally approved by Parliament, we need to let our legislators know that we are watching closely and we will publicise the names of all those who 'colluded' so that their constituents will know if they are with them or against them.

    We also need to send a formal letter to the Parliamentary Committee responsible.

    105 Billion shillings is annual average income of about 105,000 Tanzanians, we cannot allow resources of that magnitude to be wasted if we can save and pay our local businesses for this project.

    Pls do consider doing that. There seem to be some issues with our Parliament but we are too focused on Govt leaving legislators, the majority of whom, actually enable the Govt do what its doing.

    Parliament should work as a control mechanism not as a rubber stamp for bad deals.

  9. Kwa nini tunaogopa sana Kiingereza? Si, tunasema kuwa tuna elimu nzuri tu nyumbani. Mtu akiandika kwa kimombo basi watu wanalalamika hawaelewi. Kwani, Kiingereza hakifundishwi mashuleni? Kiingereza na Kiswahili ni lugha mbili za Tanzania. Kama hatuelewi moja yapo, basi tutabaki nyuma sana na wenzetu. Au wasiojua hii lugha hawajaenda shule, ndio wale wenye majungu na jelosi na wenzao hapa, wanakandia kila kitu? Sifahamu kwa nini mtu aliyekwenda shule anaweza kuanza kutetemeka wadau wakiandika kwa Kiingereza.

  10. As a fluent English speaker, I don't find Adam Lusekelo's English impressive at all. Maybe to those who don't understand it well he might impress them.
    English used in his articles best fit a junk magazine or a high school nespaper rather than a government's Daily News. He wouldn't be allowed to write this quality of assignment in any Kenyan or Ugandan English newspaper, that's for certain. Please feel free to google Kenyan or Ugandan newspapers and compare the quality of their articles with his.

    Second, every writer/reporter is suposed to be specialised in his or her field of work. Some studied Sociology, some Political Science and some Business Administration. What field did he study to comment on technological matters?

    The technology to make ID temper-proof is very expensive and very complicated. For him to suggest that government printers should do the job instead shows how much knowledge he has in printing technology matters. It is precisely why the government is looking for speacialists to make IDs which no printer at home or at the government office is capable of reproducing it so easily. Otherwise, it wil defeat the whole purpose of giving out IDs to genuine citizens of the nation if any Tom, Dick and Harry can make it in his garage.

    This blog cannot be said to be free. This self-censorship is damaging to democracy and to you personally. You had a golden opportunity to spread knowledge through your blog, but you practise censorship instead.

    There is no point in wasting my time to comment here if you don't post it because you are scared it might be offensive to Adam Lusekelo (in my opinion I said he was a racist). Is it because you know each other? work together for Daily News? If you read his article you will notice how he spews racist remarks towards foreigners especially Indians and Canadians or anyone who has two passports as long as they are not Wazawa. I stand to be corrected by your educatated Wadaus.

    I have enjoyed coming to your site but can't enjoy it anymore since you do not practise democracy here. Please don't advertise it as a public blog when you don't publish opinions which you don't agree with, though I have never disrespected anyone nor used foul language in my articles. I am raised very well by my parents and way too educated for that kind of rubbish.
