In 2007, the Government of the United Republic of Tanzania introduced an official request to the Italian Government to support a Technical Education Programme in Tanzania.
The Italian Government through its Ministry of Foreign Affairs and The Italian Development Cooperation structure approved a joint programme and funds were allocated in 2008.
The matter was treated with due urgency and in 2009, the programme was launched and titled:
TANZANIA TECHNICAL EDUCATION AND LABOUR SECTOR SUPPORT PROGRAMME
The arguments in favour of this programme:
The major motivation and expectation of this ambitious Programme and the personnel involved is to reduce the gap existing in Human Resources between academics and the industry at large related to all sectors of Technical Education.
The programme acknowledges the fact that Technical Institutes in Tanzania are a priority source for skilled and specialized labour force in view of satisfying a growing and demanding market.
The Technical Institutes curricula must perform teaching and training adapted to the market needs and not vice versa.
These 2 steps are paramount and ever evolving thus collaboration between the Technical Institutes and the Industry is compulsory and continuous in view of better employment opportunities for the graduates.
The direct objectives of this initiative are:
To widen access and improve quality teaching and learning strategically selected matters using modern training equipment and improving staff skills.
To introduce the new Labour Market driven demand for cross cutting technologies and engineering programmes.
To research an boost existing partnerships and linkage with the Tanzanian Industry through innovative technical programmes thus training with an aim at further placement of the students within the industry with the challenge in continuing their professional development the years ahead.
A special consideration and priority within this programme is women participation in technology and engineering.
The major components of the programme are:
Capacity building of the existing teaching personnel, researchers, technicians and as well the management and administration at large of the Dar es Salaam Institute of Science and Technology (DIT), Mbeya Institute of Science and Technology (MIST) and the Arusha Technical College (ATC).
Supply of new equipment to DIT, MIST and ATC and training.
Renovation of existing structures with a priority to workshops and laboratories.
Effective support to job search and placement for the Graduates of the above mentioned Institutions.
Addressing gender unbalance in the fields of science and technology by providing orientation tools and a Scholarships Programme to female students.
