The European Union (EU) is organising an EU-Africa Regional Sugar Seminar on 8-10 March 2011 at the Sea Cliff Hotel in Dar es Salaam. The seminar will take place in the context of the accompanying measures for Sugar Protocol (AMSP) programme funded by the EU.

The seminar will provide an opportunity for African stakeholders and EU representatives to discuss and share experiences on sugar sector matters at a technical level. It will take stock of progress in pursuing sugar reforms, implementation of the accompanying measures, trade prospects, best practices and lessons learned in order to inform future programme implementation.

The overall aim of the seminar is to guide the implementation of the EU-AMSP programme. For Tanzania, an EU support strategy was developed for 2006-2013, based on the National Adaptation Strategy for the sugar sector. The EU has provided financial support for its implementation for a total of EUR 6 million for the period 2007-2010. In November 2010, an additional EUR 7 million were allocated to Tanzania for the period 2011-2013.

The seminar's participants will be stakeholders from 10 African AMSP beneficiary countries: Republic of Congo, Kenya, Madagascar, Malawi, Mauritius, Mozambique, Swaziland, Tanzania, Zambia, and Zimbabwe, representing the public sector, civil society and other stakeholders, including trade unions and farmers associations. Representatives of the European Union will also attend.

The Permanent Secretary at the Ministry for Agriculture, Food Security and Cooperatives, Mr. Mohamed Yuma, and the Head of Cooperation at the EU Delegation to Tanzania, Mr Enrico Strampelli, will preside over the seminar's official opening session.

Background:
In the framework of the Cotonou Agreement, the EU is committed to support African, Caribbean and Pacific (ACP) countries in their path to poverty reduction and sustainable development. The European Union reformed its sugar regime in 2006 and the Sugar Protocol ended in 2009. In order to support the adaptation process to new market conditions of ACPsignatories of the Sugar Protocol, €1.24 billion was allocated from the Development Cooperation Instrument (DCI). The accompanying measures for Sugar Protocol (AMSP) programme covers the period 2006-2013.
