From August 30 -31, 2013, Nkrumah Hall, at the Mwalimu Nyerere campus of UDSM, shall be the venue
of a LACF meeting to discuss and debate in an atmosphere of academic rigour and impartiality, the
following key areas of the Draft Constitution, namely, ‘Citizenship’; Human Rights & Gender; ‘The Union
& Union Matters’; “legislature’; ‘Judiciary’; ‘Elections & The Electoral Commission’; ‘Finances of the
United Republic’; and “International Legal Dimensions of the Draft Constitution’.
Carefully selected speakers will lead the debate by focusing on the relevant provisions of the Draft
Constitution, highlighting the key issues, gaps, and possible approaches for consideration, by the CRC
and nation at large. They include, Prof. Mgongo Fimbo, Prof Issa G. Shivji, and Prof. Chris Maina Peter.
LACF, established in accordance with Constitution Review Act, 2012, is the collective forum of over 12
Universities, Colleges and related institutions, offering courses in the legal field. Its primary objective is
to facilitate the widest possible participation of law lecturers and tutors, in the ongoing constitutional
review process.
More specifically, to bring non-partisan and expert knowledge, to the debate over the
constitutional process in general, and the Draft Constitution of June 2013, in particular, and in doing so,
fulfill a key and sensitive professional and civic duty to the nation.
LACF is structured around four regional chapters: Lake and Central Zone (with St Augustine University –
SAUT, as Convenor); North Eastern Zone (Convenor, Tumaini University, Makumira); Southern Highlands
(Convenor, Ruaha University College); and Coastal & South East (Convenor, UDSM School of Law).
LACF members will be joined by, among others, representatives of central Government (Executive,
Judiciary and Legislature from both sides of the Zanzibar Channel), Youth and Student Bodies, Members
of the Constitutional Review Commission (CRC), Commission for Human Right & Good Governance,
Media, and representatives of civil society.
Among invitees are also members of the diplomatic corps,
whose countries have related challenges in their respective systems of Government structure, or have
just emerged from a review of national Constitutions.
