  3. Richmond belongs to Rostam Aziz - MP

    The MP for Mbozi East, Godfrey Zambi (CCM) has said that the proprietor of Richmond, the controversial power generating firm, is Igunga MP Rostam Aziz.

    The MP made the remarks during a debate on findings of the House Select Committee that had probed the Richmond emergency power generating contract.

    During the debate, MPs said that some fellow legislators had disgraced the nation in the eyes of the donor community and members of the public by misappropriating public funds that would have been spent on development projects.

    Zambi likened Richmond to a monster created by fellow legislators, currently exploiting national resources mercilessly at the expense of poor tax payers.

    ``Richmond belongs to Rostam Aziz. This is an open secret. There is nothing to hide about this. Why fumble looking for owners of Richmond while there is straight forward answer given by the report? Rostam Aziz, the Igunga MP, is the proprietor of Richmond,`` Zambi said, flashing a copy of MwanaHALISI newspaper with its bold headline `Richmond belongs to Rostam Aziz.`

    Zambi said it was reported by MwanaHALISI that the current State House Communication Director, Salva Rweyemamu, had informed the select committee on December 18, 2007 that he knew Richmond since December 2006 and that it belonged to Rostam Aziz.

    He said former Prime Minister Edward Lowassa, was absorbed into Richmond by Rostam Aziz.

    Lowassa and two ministers, Nazir Karamagi and Ibrahim Msabaha, who were also implicated in the Richmond scandal, resigned last week, just hours before President Kikwete dissolved the cabinet.

    ``It is not enough for those implicated in the scam to resign and be left off the hook, even those who had been slightly involved. They should be taken to task and legal measures taken against them,`` said Zambi.

    He recalled another nasty experience last year when members of the Parliamentary Committee on Infrastructure visited the Tanzania International Container Terminal Services at Dar es Salaam port.

    They learnt that after five years of operation out of the agreed ten, the company was granted a 15 - year contract extension even before expiry of the first agreement.

    ``We came to discover that some of the owners of this company are those who recently resigned from public office.

    We need to clean up this kind of mess and help people fight poverty in the real sense of the term,`` he said, adding, ``This shows how politicians and entrusted leaders abuse the power to advance individual interests. They should be taken to court,`` the MP said.

    Saidi Nkumba (Sikonge?CCM) said Richmond and other companies which had entered into dubious agreements were still draining national resources.

    He commended the IPP Executive Chairman, Reginald Mengi, whom he said had for many years continued to help various social groups, ranging from income generating groups, the disabled and other disadvantaged members of the society without aspiring for political posts.

    ``Why is it that for some businessmen, it has become necessary to aspire for political positions for them to further their business dealings? In this country, we have clean businessmen like Mzee Mengi who is absolutely philanthropic. He is helping people fight poverty but has never shown any ambition to join politics,`` Nkumba added.

    He named other reputable veteran businessmen like Mzee Rupia, Amir Jamal; Sykes whom he has said had maintained clean business.

    ``Is it true that one needs to be a councilor or a legislator in order to serve the nation more appropriately? They use political positions to cover up their dirty deals. The 152m/- paid to Richmond on daily basis by the power utility company?Tanesco? would have been spent on other development projects. This money has to be recovered,`` Nkumba said.

    Kabuzi Rwilomba (Busanda?CCM) said: ``Our leaders used to tell us that the government didn?t have sufficient funds to finance people`s projects, while all the money was going into their pockets, leaving us with nothing. We will support you Prime Minister Pinda if you are determined to fight corruption.``

    Grace Kiwelu, (Special Seats?Chadema) advised the government to confiscate travel documents of all those implicated in the Richmond deal so as to make sure that they remained in the country to face justice.

    ``Inflated power rates have rendered many people jobless as they cannot afford to use electricity to run small projects. Consumption of charcoal which implies destruction of the environment has increased dramatically.
    This is not fair. Legal measures should be taken against all causing these hardships to the people,`` said Kiwelu.

    Tatu Ntimizi, (Igalula?CCM) said Tanesco collected 30bn/- per month but spent 21bn/- to pay power generating companies which were hardly contributing anything to the national economy.

    Charles Keenja (Ubungo?CCM) said the Richmond suspects had no valid excuse for all that had happened because they acted deliberately in spite of warnings, advice and proposals from Tanesco officials that the contract was full of ambiguities.

    ``Tanesco has been forced to increase power tariffs by 23 per cent. This is too much for our people, who are forced to make all that payment for the benefit of a few individuals. Let the money be recovered to help improve social services for the country,`` said Keenja.

    Beatrice Shelukindo, Ruth Msafiri, Magdalena Sakaya, Chrisant Mzindakaya, Mgana Msindai said the government should go deeper to expose all details relating to Richmond operations.

    Other MPs suggested that those who had been implicated, including junior government officials who facilitated the process, should be taken to court to answer charges and have their property confiscated.

    They commended the unity among MPs, irrespective of their ideological differences, which was manifested by fighting together for people`s rights.

    The MPs suggested that all the money stolen through the Richmond contract and other similar agreements should be recovered so as to restore people`s trust in the government.

    With regard to Prevention and Combat of Corruption Bureau, the legislators suggested total overhaul of the institution, which they said had lost its credibility, especially after clearing the Richmond contract of corruption.

    The Parliamentary Select Committee report, which was tabled in Parliament, last week, revealed that Richmond which was awarded the tender by the government to generate power in 2006, had no expertise in energy matters and was financially incapacitated.
