Three electrical contractors are bidding to install emergency power generators at TANESCO Ubungo; one known as Gapco Tanzania Limited, another as Aggreko of Arabia and the third, Richmond Development Company from Houston Texas. They all go with a TANESCO official to examine the area where the generator will be installed.
The Gapco Tanzania Limited contractor takes out a tape measure and does some measuring, he then scribbles something on a notepad and says. "Well", he says, "I think it will cost around $900,000: $400,000 for equipment, $400,000 for my labour and $100,000 profit for me."
The Aggreko contractor from Arabia also does some measuring and scribbling, then says, "I can do this job for $700,000: $300,000 for equipment, $300,000 for my labour and $100,000 profit for me."
The Richmond Development Company contractor from Texas doesn't measure or scribble anything, but leans over to the TANESCO official and whispers, "$200,000,000."
The official, incredulous, says, "You didn't even measure like the other contractors! How did you come up with such a high figure?"
The Richmond Development Company contractor whispers back, "$99,650,000 for me, $99,650,000 for you, and we hire the Aggreko contractor from Arabia to do the whole job."
"Done!" replies the TANESCO official.
And that friends, is how it all works!

Ninasikitika sana watanzania wanapokufa kwa malaria, maradhi madogo madogo yanayotibika, kwa vile tu hawana madawa, halafu huku mtu mmoja tu mwenye tumbo lisiloshiba anaendelea kuwaua tu watz bila hata ya haya.
Na bado inaendelea tu, wazungu wanakwambia Tz ndio nchi pekee mtu mweupe anaingia na dola 5 mfukoni akiondoka yeye ni milionea in dollars.
Tanzania nimeichoka jamani, na sasa kikwete keshawatangazia hao wazungu na waarabu wake kwamba kuna mafuta tz na anataka yachimbwe kazi kwao.
Mimi sioni ni kwa nini Kikwete anauza Tz hivi hivi, basi na ajionee kuwa Tanesco tu imekuwa hivyo, na hayo mafuta si ndio itakuwa Sierra Leone nyingine,
Watz hebu angalieni tu huko Nigeria wana mafuta kama nini, lakini ndio maskini namba moja, hawana hata nguo za kujifunika.
Africa iko kazi kwa kweli. Tatizo ni kuwa watu weupe hawashibi wenzetu, matumbo yao yanatanuka tu kila kukikucha.
