naamini wamatumbi wote wameshukuru hilo, kwa kuamua yaishe bwana Kakuru. Unashauri nini bwana Kakuru wakati wamatumbi wote wanajua nini unakisema? Mimi nafikiri msiishie hapo kwa Rwanda, Burundi na Southern Sudan hata Nigeria, Ghana, Libya hata South Africa unganeni nao msiwasahau na hao jamaa zenu wengine wa Comesa.
Ila nafikiri ni vyema kwanza mkaanza Unganda na Kenya tuone wapi mtafika ndio mualike wengine. Sasa tuje Uganda au Kenya kufanya nini?
Hizo dharau mlizonazo mmezisahau wapi bwana Kakuru. Kama kwenda London au New york ni ughalifu, basi nyie anzeni hata kupenda hiyo lugha ya Kiswahili hasa nyie Ugandans. Mungu wangu hao watani wetu wa jadi ndio wamezidi ni wakupigiwa firimbi kabisa, maana wanajiita British wakati wao ni Wajaluo, wakikuyu au wakamba na wamasai.
Msitutazame Watanzania tu jioneni na nyinyi kwanza ndio mlete lawama au ushauri hapa. Uganda mna matatizo yenu malizeni hayo kwanza ndio mtake federation watani wetu wa jadi wana matatizo yao wayamalize yao kwanza.
Jambo dogo la mwenge wa Olympic kuja Dar watani wetu wa jadi wamesema kwa nini mwenge uende Dar usiende Nairobi ndio kwenye Michezo, ni kweli kwa michezo tuko chini lakini jee hatupaswi kuhudhuriwa na huo mwenge?
Hilo dogo sana wenzetu imewauma kiasi hicho. Jee na sisi tuumie kuona Kenya Airways inakata anga kila pembe ya dunia kwa faida ya iliyokua shirikisho la Afrika Mashariki? Hilo sio dogo kwa sababu ni maslahi. Watakua tayari ukawaambia kua shirika lile liwe la Afrika Mashariki?
Ikiwa wameumia kwa mwenge tuu unaowaka na akina bro michuzi, majura na wengine kukimbizana nao kwa muda wa siku 1 hata hiyo hela waliyopata sasa hawanayo tena. Kama ni busara kutoka kwa mungu basi tayari tukonazo, kwani tulikuwa na hiyo federation tumeona nini tumepata na nini tumepoteza.
Kuona kama Wamatumbi hatuna busara ni kutushushia heshima bwana Kakuru na ndio hicho mlicho nacho ndani ya mioyo yenu nyinyi wenzetu, mpaka utumainie mungu atupe hizo busura sisi wamatumbi.
Sisi tunamshukuru mungu angalau nyinyi ndio mmeanza kuona umuhimu wa muungano baada ya kukwama kwenye mambo yenu, Mzee Nyerere aliyaweka wazi mapema sana hayo kwa kutufahamisha wamatumbi na tukamuuelewa ila wenzetu nyinyi Kenya na Uganda mlijiona mna akili na uwezo zaidi. Kakuru unajua ni nani aliyetaka federation ile ivunjike kwa kujiamini atafika anapotaka.
Holaa!!! Leo hii ndio Napenda ujue kua kila mmatumbi anajua umuhimu wa federation, anajua wapi ametoka na nini kinamkabili. Hilo swala wewe sahau ni vyema ukaendelea na maisha yako tu, labda baadae lakini sio sasa. Africa ni ya waafrica.

    Asante mdau wa makamabako
    Issa nadhani sasa uufunge huu mjadala maana naona jamaa anaanza kuvuka mpaka.
    Kama mnaungana wa kenya,burundi rwanda na wapuuzi wengine sie haituhusu kitu, mkitaka waiteni na wapenda vita wenzenu wasomali.

    Huo utakuwa muungano wa nchi za watu wenye damu mikononi mwao..nani asiejua kilichotokea rwanda na burundi au vita vya kikabila kenya..au nani asiejua mlivyoshindwa kumaliza matatizo yenu na LRA?

    mkishapata amani na mkajifunza kuwa na adabu na kuondoa roho zenu za "kwa nini" tuambieni tunaweza kuwafikiria.

  2. I have followed closely the initial debate, started by Mr. Kakuru, as well as the reactions that followed that post, however, this is my first time posting a comment.
    It is sad to see this discussion taking a bad turn and tempers flaring up, because us; Tanzanian, Kenyan and Ugandan citizens need to engage into such debates more often and come up with suggestions for our leaders on how to go about this Federation thing.

    I am personally a staunch supporter of the Union as I believe regional cooperations are vital for the economic emancipation of Sub-Saharan Africa. However, we need to be very careful as to how we go about implementing it. Careful thought need to be given to the pros and cons for each country as well as to the Community as a whole. It is unfortunate however, that for political reasons, the process keeps getting fast-tracked just to please an elite few, without regard to the citizens' views or expert advice. A good example is with the issue of Rwanda and Burundi being indicted to the Union. There is a committee of experts in vital sectors such as customs, transportation, etc. whose responsibilities include advising the head of states and the ministerial council on important issues. When the committee was consulted in regards to the question of fast-tracking the process of giving Rwanda and Burundi full membership; it was unanimously agreed that that decision should be put on hold first until we see how this thing works out between the 3 founding members first. However; against all expert advice, our leaders went ahead and decided to grant Rwanda and Burundi full membership anyway.

    It is this constant rushed decision making that alarms some concerned citizens. When Tanzanians remember how much they lost and suffered after the collapse of the initial EAC; coupled with frequent instability and misunderstandings from various parts of the rest of East Africa, it is only understandable that Tanzanians chose to approach the EAC idea with caution. In particular, most Tanzanians, including those of us who support EAC, have stated that a full political federation is still a long way to go. Let us work on consolidating the market; customs and immigration; movement of labor; etc first.

    Mr. Kakuru mentioned that Tanzanians are afraid of taking chances. Interestingly, the post came about a couple of days after I posted another discussion about the matter on my blog. Whatever your views are on this; I would just like to point out one thing, like any business venture; one analysis the risks involved vs the potential rewards. And each person has a different risk-aversion/risk-tolerance measure depending on how much they have to lose/gain. When Tanzanians analyze the state we are in; how much we have to lose; and how much we have to gain, we feel that the formation of the federation needs to take one step at a time. That does not make us more cowardly than Kenyans/Ugandans; nor does it make our brothers up North braver than us.

    At the end of the day, I think all citizens of East Africa needs to keep such discussions going; and let us find a way to make our voices heard to our leaders. It is us, the people who should decide what way, shape and form should the EAC take, and no one else

    Nilishawahi kufanya kazi TZ sehemu nyingi sana na mojawapo ni hapo Makambako. Kwa yote sikuona tofauti kubwa sana na huku kwetu KE.

    Lakini kinachonishangaza ni vile Wabongo mnavyouapproach huu mjadala na jadhba hivi hata Mkenya/Mganda hawezi kuchangia asije akatusiwa, ila mimi siogopi nimeamua "to take the bull by the horns"

    My advice, punguzeni hasira so that we can have a reasonable discussion au sio?

    What exacty did we lose or suffer from the break of EAC then? Ningependa kufahamu tu...

    full stop'' nakuomba wewe kakuru ujifunze kiswahili kwanza wewe na jirani zetu wengine,mkishajua kutumia lugha ya kiswahili,hapo ndio tuta kaa chini kuzungumzia nini fast track..customs.etc,lazima east african comunity,iwe lugha inayotumika ni kiswhili..tuondoe lugha zetu za kienyeji,kama tanzania tulivyoweza kutumia kiswahili,hatutaki lugha ya kinglish kama ndio communication language.baina yetu.malizeni matatizo yenu ya kivita wenyewe kwa wenyewe ya kikabila..watanzania tulishaumwa na nyoka kwa hiyo hata unyasi tunauogopa..aliyoyafanya charles njonjo.na wakikikuyu wenziwe..bado tunayo katika roho zetu..tulijitahidi kwa kila hali na mali kuupenda umoja wetu wa east africa...lakini kwa manufaa yao walikataa kata kata ..kuvumilia maoni yetu..kwa hiyo east african community ni nzuri lakini tupeni muda mpaka mjifundishe kiswahili fasaha

    Mimi sioni kama lugha inatumika katika nchi za wengine ni ishu! Yani kisingizio cha lugha hakina msingi wowote. Hizi economic bloc nyingi zaundwa na nchi zisizotumia lugha moja. Angalia EU kwa mfano! Kama hawataki kujifunza kiswahili isiwe tabu!

    For one most of industries that were co-run by the community were located in Kenya; as such, after the collapse of the EAC, Kenya continued to prosper as it had the necessary infrastructure in place; whereas we on the other hand could not benefit from something we'd helped develop. As a community, the 3 countries had borrowed money from The World Bank (WB) as well other donors; a debt that had to be paid back in part by each of the 3 countries. Some of the debt we had to pay back was used to finance projects that now were not benefiting us anymore but only the other member(s).

    Moreover, it took some 9 years of negotiations mediated by Dr. Umbricht of WB, to reach an agreement of how the foreign debt and other liabilities would be divided amongst the 3 member states. During these 9 years, our ability to borrow more money was heavily limited, as donors would not give us any more money until we paid off our initial debt.

    In addition, there were a lot of Tanzanians who were employed by the EAC, who after the collapse, were out of employment, but did not get paid their benefits; some as recent as September, 2007 [ "East African Railway ex-workers send SOS". Sunday Observer, 23-Sep-2007. were yet to be paid. And to put insult to their wounds, some of these people's benefits were not duly compounded for all the years they had to wait; as a result when they finally get paid some receive ridiculous amounts like TZS 170!!

    All in all, such was the confidence in the success of the EAC, that as Dr. Umbricht noted in his book, That Principles of international mediation : the case of the East African Community:
    "They were much more integrated than the European Community, for instance, which has only joint discussions, joint subsidy policies, joint agricultural policies, but does not have joint assets. Whereas in East Africa you had a joint parliament, joint judiciary, courts, you had a joint secretariat, you had a ministerial council for Community affairs, in addition to ministerial councils for national affairs. There was the East African Railways Corporation-not the Tanzanian Railway or Ugandan Railway-East African Airways, East African Harbours, East African research institutions, East African taxes, customs, and so on. It was a very integrated community of states, and what was left to the states was mainly foreign policy, agriculture industry, security, police, education and so on. But plenty of their sovereign rights were turned over to the Community".
    This is why we need to approach this with caution and plan everything careful, and make sure this time around there won't be any blips before we go all out into the Union.
