Rais wa Jamhuri ya Muungano wa Tanzania, Mheshimiwa Jakaya Mrisho Kikwete amemtumia salaam za rambirambi Mkuu wa Mkoa wa Arusha Bwana Isidore Leka Shirima kutokana na vifo vya watu 17 waliofariki kwa ajali mbaya ya barabarani iliyotokea jana tarehe 21 Januari, 2009 na kuhusisha basi la abiria Double Coaster liitwalo Mapenzi ya Mungu na Lori la Kampuni ya Bonite Bottlers.
Watu 16 kati ya waliofariki walikuwa abiria wa basi na mmoja utingo wa Lori. Magari hayo yaligongana katika eneo la daraja la mto Nduruma nje kidogo ya mji wa Arusha. Katika ajali hiyo, watu wengine 14 wamejeruhiwa na kulazwa Hospitali ya Mkoa ya Mount Meru, Mjini Arusha. Uchunguzi wa awali wa polisi unaonyesha kuwa lori lililoligonga basi, lilikuwa na hitilafu kwenye breki ambazo zilikatika.
“Kwa masikitiko na huzuni kubwa, napenda kwa dhati ya moyo wangu kukutumia salamu za rambirambi wewe Mkuu wa Mkoa wa Arusha, Bwana Isidore Leka Shirima kutokana na vifo vya wenzetu 16 waliofariki papo hapo baada ya basi la Mapenzi ya Mungu kugongana na Lori la Kampuni ya Bonite Bottlers katika eneo la daraja la mto Nduruma. Kupitia kwako nawapa pole familia, ndugu, jamaa na marafiki wa marehemu na namuomba Mwenyezi Mungu azilaze roho zao mahali pema peponi Amin.
Kwa watu wote waliojeruhiwa katika ajali hiyo, Rais Kikwete amesema, “Natambua maumivu makali mnayoyapata hivi sasa kutokana na ajali mbaya iliyotokea, hivyo namwomba Mwenyezi Mungu awape moyo wa uvumilivu na awawezeshe kupona haraka ili muungane tena na familia, ndugu na jamaa zenu”.
Katika salamu zake za rambirambi, Mheshimiwa Kikwete amesema ajali mfululizo zinazotokea hapa nchini hazina budi kuwekewa mikakati madhubuti ya kudhibitiwa kwani mamlaka husika zina uwezo huo. Amesema ni hivi majuzi tu tarehe 10 Januari, 2009 ambapo ajali nyingine iliyotokea mkoani Tanga ikihusisha basi la abiria la Tashrif na Lori la Magogo, ilipoteza maisha ya raia 27 na wengine 18 kujeruhiwa.
“Hatuwezi kuendelea kuvumilia kutokea kwa ajali hizi wakati mamlaka zenye dhamana ya kusimamia Sheria ya Usalama Barabarani zipo”, ameonya Rais Kikwete na kusisitiza, “tufanye jitihada zote zilizo ndani ya uwezo wetu kupunguza kwa kiwango kikubwa na ikiwezekana kukomesha kabisa ajali hizi za barabarani ambazo katika kipindi kifupi tangu kuanza kwa mwaka mpya, zimeshapoteza maisha ya wenzetu wengi”, amesisitiza Rais Kikwete.

Watu 16 kati ya waliofariki walikuwa abiria wa basi na mmoja utingo wa Lori. Magari hayo yaligongana katika eneo la daraja la mto Nduruma nje kidogo ya mji wa Arusha. Katika ajali hiyo, watu wengine 14 wamejeruhiwa na kulazwa Hospitali ya Mkoa ya Mount Meru, Mjini Arusha. Uchunguzi wa awali wa polisi unaonyesha kuwa lori lililoligonga basi, lilikuwa na hitilafu kwenye breki ambazo zilikatika.

Kwa watu wote waliojeruhiwa katika ajali hiyo, Rais Kikwete amesema, “Natambua maumivu makali mnayoyapata hivi sasa kutokana na ajali mbaya iliyotokea, hivyo namwomba Mwenyezi Mungu awape moyo wa uvumilivu na awawezeshe kupona haraka ili muungane tena na familia, ndugu na jamaa zenu”.
Katika salamu zake za rambirambi, Mheshimiwa Kikwete amesema ajali mfululizo zinazotokea hapa nchini hazina budi kuwekewa mikakati madhubuti ya kudhibitiwa kwani mamlaka husika zina uwezo huo. Amesema ni hivi majuzi tu tarehe 10 Januari, 2009 ambapo ajali nyingine iliyotokea mkoani Tanga ikihusisha basi la abiria la Tashrif na Lori la Magogo, ilipoteza maisha ya raia 27 na wengine 18 kujeruhiwa.
“Hatuwezi kuendelea kuvumilia kutokea kwa ajali hizi wakati mamlaka zenye dhamana ya kusimamia Sheria ya Usalama Barabarani zipo”, ameonya Rais Kikwete na kusisitiza, “tufanye jitihada zote zilizo ndani ya uwezo wetu kupunguza kwa kiwango kikubwa na ikiwezekana kukomesha kabisa ajali hizi za barabarani ambazo katika kipindi kifupi tangu kuanza kwa mwaka mpya, zimeshapoteza maisha ya wenzetu wengi”, amesisitiza Rais Kikwete.

ReplyDeleteNajua uchumi wa nchi yetu bado sio mzuri lakini solution ya ajali kama hizi ni kuwa highways ambapo barabara inakuwa ni one way upande mmoja na one way upande mwingine. Hii ina maana hakuna mtu utakayepishana naye anayekuja mbele yako. Ni kwamba magari yoote yanelekea upande mmoja.
ReplyDeleteWenzetu huwa wanapohitaji hela za ziada either kwa constructions or maintainace wanatumia kitu kinaitwa Toll Road ambapo magari yanayotumia barabara yanatozwa ushuru kila yanapopita kituo fulani.
I wish serekali za mikoa zingekuwa na nguvu zaidi katika kuboresha mikoa husika kama ni barabara, hospitali, shule, polisi,n.k kama ni kwa kutoza kodi na mengineyo huku serekali kuu na Bunge vikisaidia kwa karibu.
Haya mauaji ya barabarani yataisha lini??? Serikali inachukua majukumu gani??Ama maisha yetu hayana thamani tena?? Unahabari mheshimiwa raisi matrafiki wanahela kushinda mameneja wa benki?? Ninauhakika kisheria baadhi ya malori na mabasi haya meet standard yakueko barabarani lakini ndio hivyo tena yanatutoa roho zaidi ya rambirambi kutoka kwa raisi hamna jingine.

Matrafiki wanawajua vyema lakini hamna chochote wanacho fanya zaidi ya kupokea rushwa.
Mheshimiwa raisi tunaomba ulivalie njuga ama mpaka afe mtu wako wa karibu?? Wahusika maafisa wa usalama hamna wafanyalo. Tumechoka na ha ya mauaji mbayo serikali ina changia kwa asilimia kubwa.

ReplyDeleteWembamba wa Barabara ni kisingizio tu, barabara za ulaya pana lakini zina magari mengi. Mauaji haya yataisha pale tu tutakapowahukumu wanaosabisha vifo kwa ajali za barabarani kama wauaji wengine, yaani wafungwe maisha au kunyongwa.

The Kisutu Resident Magistrate`s Court yesterday granted the defence in a case involving the theft of 207,284.391.44/- from the Bank of Tanzania (BoT)`s External Payment Arrears (EPA) account permission to study testimony on database storage technology cited in connection with the matter.
The permission was granted by the Dar es Salaam court after defence lawyer Mabere Marando requested that they get ample time to go through testimony given by the first prosecution witness.
He said the lawyers could not cross-examine while they were not conversant with the procedure used to store EPA payments on database.
The case is before a panel of three magistrates led by Principal Resident Magistrate Eddy Lyamuya, the others being Ignas Kitusi and John Utamwa.
Prosecution witness Peter Mayunga Noni, now Director of BoT`s Strategic Planning Unit but previously the bank`s Director of Economy and Policy, had earlier told the court that they had formed a database programme that was used to store materials that showed all the EPA debts that were paid or reduced.
He said supervising the programme were two of the accused, BoT Bilateral and Debts Division head Imani Mwakosya and Debts Department deputy director Esther Komu.
He explained that the databases included Paris Club, which was used to store debts that were paid and those that were cut after agreements.
Others were Debt Conversions, Debt Buybacks and Akwera or BoT.
According to Noni, when the programme ended in 2004, a report was prepared showing all the debts paid, reduced and handed over to the central bank and stored in the Bilateral and Commercial Debts Division.
The report came alongside a database with details on debts that were approved but were yet to be paid, he explained, adding that all those who were not paid went to court or approached then governor Daudi Ballali (now deceased) after the programme ended.
Elaborating, he said when the National Bank of Commerce was privatised, the EPA database was moved to BoT ``because the commercial bank`s new owners did not want to involve themselves with verifications``.
However, he pointed out that the government was the central bank`s sole shareholder and BoT was therefore, wholly government-owned.
In the main case, the accused are Rajabu Maranda, Imani Mwakosya, Esther Komu and Boscow Kimela.
They stand charged with the theft of a hefty amount of money from EPA after pretending that General Marketing and Company of India had assigned a debt of 207,284,391.44/- to Rashas Tanzania Ltd. The case resumes today.

ReplyDeleteSipingi rais kutoa rambirambi ila hofu yangu ni kwamba sijaona juhudi za waziwazi za kupunguza au kuondoa kabisa ajali za barabarani ni kama vile tunaishia kwenye rambirambi tu. Wazo la kuwa na double road ni zuri lakini kwa hali yetu ya uchumi na ufisadi uliokithiri itachukuwa muda kwa kweli. Hilo lichukuliwe kama ni mpango wa muda mrefu.

Marekani wanaheshimu sana barabara....hukuti mtu anaendesha kama amechanganyikiwa au kama anapeleka mjamzito aliye labor kujifungua.Wanaheshimu watembea kwa miguu sana yani...sijapatakuona heshima ya mwenda kwa miguu kama hii.

Napenda kutoa pole kwa wafiwa. Ningependa kuchangia kuhusu mada hii ya ongezeko la ajali barabarani. Kwanza nashangaa kuona serikali ikikimbilia kutoa pole/salamu za rambirambi na hatuoni tangazo au mkakati wowote wanaotoa kwa wananchi juu ya kukabiliana na ajali hizi. Nilifikiri wizara au watu husika wangekuwa wakwanza kutoa tamko juu ya hatua watakazochukua maana tatizo halijatokea kwa ajali tu ya arusha. Tayari kwa kuanza tu mwaka huu 2009 ajali nyingi zimeshatokea. Mimi kwa maoni yangu nafikiri rushwa kwa askari wa barabarani inachangia sana na serikali inaonekana kulifumbia macho swala hili. Ukiangalia wakati magari yalipokuwa yanakaguliwa yaani wazi wazi unaenda kununua sticker na kubandika kwenye gari bila ya ukaguzi wowote. Tena hao hao askari wa usalama barabarani (wafanyakazi wa serikali) ndio wanauza sticker hizo. Utakuta pia askari wa barabarani anakamata basi au gari linaloenda kasi kupita mwendo uliwekwa kwenye barabara fulani lakini anachukua kidogo dogo na kuacha lile gari liendelee. Pia nilifikiri kungekuwepo na database ya leseni zote zilizotolewa ambazo pia zingekuwa na maelezo mengine ya dereva husika halafu kungekuwa na mfumo wa point kwa kila kosa fulani analofanya dereva. Na dereva akifikia kiwango fulani cha points za makosa basi ananyang'anywa leseni kwa muda fulani kama miaka miwili. Pia asipofanya kosa lolote kwa muda fulani basi point za makosa zinapungua. Huu mfumo unatumika Ulaya pia. Wakati mwingine ajali zinachangiwa na barabara zenyewe labda pia kungekuwa na database ya ajali na sababu na kama ikitokea eneo fulani kusababisha ajali nyingi kutokana na barabara basi tanroad warekebishe kisehemu kile cha barabara labda ni kona kali sana n.k Pia serikali isikilize vilio vya wananchi na sio kukaa kimya tu. Viongozi muwe wabunifu jamani.... fikirieni leo tunatatizo fulani, je tutatatuaje?
