Tanzania; Rich Country, Poor Nation

This is the second part on this topic. The goal is simple, to share what I perceive as hindrances to Tanzania’s prosperity and development and to propose actionable strategies to overcome the obstacles.
In the first segment of my article I highlighted how we can improve the current situation my making several changes. I touched change of attitude, financial transparency and overhauling the current tax regime.
On taxes, I had criticized our high rates and used the 20% VAT rate that was effective at the time as an example. We have now witnessed a 10 VAT tax reduction for the fiscal year 2009/2010 fiscal year; this is the first VAT rate reduction since it was introduced to replace sales tax back in 1998. I am of the opinion the new rate amendment is not sufficient and must be further reduced to about 14% and more items of necessity need to be added in the Second Schedule of the VAT Act as exempt items. The requirement that businesses with an annual turnover of at least Tsh40million needs to be registered for VAT ought to be re-considered with the view of increasing the threshold because Tsh40 million of 1998 does not carry the same value as Tsh40million of today. So in a nutshell, we have witnessed a positive step in the right direction but more is needed not only on VAT but the overall tax code so that it reflects true priorities and values of the nation. The Government must strive for better efficiencies so that tax payers can get more for the tax shillings and would know how their tax shillings are appropriated. Even though I call for overhauling the tax regime I must commend the Government for some specifics in the Tax code, for example zero rate on import duties and VAT exemption on technological hard-ware such as computers plus favorable tax terms in farming implements.
In this segment I shall focus on entrepreneurship and privatization.
Strong entrepreneurship is key to building a vibrant and solid economy. It must be noted that not too long ago Tanzanians 'experiemented' with socialist ideals and ideas that proved to be absolute failure from economic perspective. Socialist propoganda machinery instilled in the minds of citizens after Independence that entrepreneurs are evil people who are out to take full and unfair advantage of workers . This view was reversed by the second President, Mzee Mwinyi when he opened up the country to global business and encouraged entrepreneurship. It was during Mwinyi's era that Tanzanians appreciated entrepreneurship and enjoyed fruits of being self employed,those who were brave and courageous enough to venture into businesses made great strides in their personal and financial lives. The current Government must continue to build the business environment that Mwinyi initiated. We do hear of several short term tactical decisions by the Government to help entrepreneurship, for example it was decided that money 'recovered' from thieves who robbed us of our millions of dollars through the EPA scheme would be channeled to offer loans to farmers at the TIB, we hear of Government plans to import tractors for farmers, the Government subsidizing fertilizers etc. These efforts do help but in order to tacke it comprehensively there must be a change of approach, we must adopt strategic solutions and not just tactical decisions. In the United States there is what is called Small Business Administration which is a Government Agency responsible for assisting small businesses to grow. We need the Tanzanian version of SBA. By having a well funded agency like SBA with national network of offices and fully backed by legislation, it will be possible to comprehensively assist and be advocates of small businesses. Significance of small business cannot be stressed enought, in the United States small businesses account for about 45% of total private payrolls,make up 97% of exporters , employ over 40% of high tech workers etc. Such contribution can only be achieved if the Government changes its approach to helping small businesses.
Core functionals of the agency would primarily be to help small businesses in areas of micro-financing and training, these are key ingredients to business success. To give the agency the significance it deserves the Chief Executive Officer must be thorougly vetted and report to one of the highest offices like the President, VP or PM.
When socialism failed Tanzanians, the Government found itself subsidizing parastatals that could not sustain themselves. Socialism does not attract, retain and award competent managers and business leaders.Basically the concept of pay for performance is non existent. CEO managing parastatals of comparable sizes are expected to be compensated the same even if one is generating surpluses and the other is performing miserably.
Tanzania depends heavily on foreign aid and as a condition of receiving such assistance, the Government had to come up with policies that would deliver more efficiencies. One such decision has been to privatise loss making parastatals and to focus on core function of any Government, service to citizenry. The Government simply failed to exercise reasonable caution in this undertaking and as a result parastatals were sold at throw away prices and there has been widespread corruption allegations in the process. NBC which was the biggest bank at the time with the widest network was sold for only about $15million, widely believed to be far below its true worth and this has been the position of those who were responsible for its privatization! The Government did not do much to give Tanzanians preferential treatment when it came to bidding for these businesses. Being a citizen of any country is worthless unless such citizenship comes with extra previdegles and rights. I am not in any way advocating selling failed organizations to people who lack the management skill and financial muscle but what the Government could have done is to encourage locals to form holding companies or cooperatives through which they could buy these companies. Going forward, the Government must find ways to make it easier for citizens to own these organizations instead of simply putting a citizen and a foreigner on an equal playing field when it comes to bidding for these companies. A foreigner wanting to invest in Tanzania can get millions of dollars in loans or loan guarantees from their Government, this is extra financial strength that they get from those they elect to office, why doesn't the Tanzania Government also give extra strenghth to her own citizens when it comes to owning national resources?

us-bloger,thanx you have brought foward strong facts whether members will agree or not.but your views base on well known strong economic boosting factors,well even here in UK they do the same.HM Revenue &Customs attracts its people by very goog package of revenue recramed if your sale is less than £68,000/year you can reclaim VAT,also they highly protect its people giving support providing DVDs etc.currently the Gorvernment have considered recession where by VAT is only 15% from normal 17.5%.but when it comes to self assessment i dont get the point how we maximize our tax collection while documentation is still an issue while business people tend to avoid use of receipts,keeping two receipts books,no cash registers ets i think we have a lots of challenges behind that. I tried to read the whole article because I initially thought I was going to learn the opposite side of Mashaka.Sincerely, I was shocked by a narrowly articulated and shallow arguments of the self proclaimed famous,THE US BLOGGER.
ReplyDeleteIndeed,this piece of rubbish was supposed to be an essay written by a form six or first year development studies'student.The writer's work potrayed gross lack of critical thinking.He totally failed to scientifically and constructively make a case.
Man,you need to be extra careful when trying to critice major economic models;free market(capitalist economic model) and central market(socilist economic model). Neither of the model is self sufficient,both have their pros and cons.There are many critical issues need to be considered before choosing side in this everlasting debate.The writer didnt know anything about conditionalities behind development or success using either of the models.He behaved like spectators,football fans,obsessed party followers,religion believers, fundamentalist who never look the other side of the coin. Hypnotized by their personal prejudices and ego,they never reason or ask themselves if the path they are taking, the decision they are making is rational or not.The success of the model much depends on the social and physical environment of the society but also the economic level, and what the government wants their citizen to be; Few millioners and many rumpen proritaliets or average people with equal access to social services.
Mrs US blogger,to me you are obsessed to capitalist's economic model,below are few questions for you:
1)What economic model, the well developed countries were following before the current economic recession(crunch)?.
2)Using the current social services'developmental indicators.Can you tell me which countries are leading interms of better and affordable education,better health care services, better housing, better life and well being,longer life span?Tell me blogger!US rank 17 among countries with better and quality health services provided to their citizen,your homework to search for the other indicators, and compare with scandinavian countries(semi-cosialist countries).
3)Do you know that the founders of capitalist economic model have realized and confirmed in public that their model doens'nt work better all the time and in all economic sectors?
4) Have you realized that they are currently embarking into socializing social services?Socializing medicine,socializing education, socializing housing etc .What a free market if the government have to check and monitor the banking transactions?What economic stimulus mean to you, how doesnt it differ from "Kutoa ruzuku kwa mashirika yaliyoshindwa kujiendesha utumbo ulioongea". You said your are currently in US.Tell what the major components of their health sector reform reflects? Tell me what universal health insurance is all about? Hawa/huyu wanataka eti debate na John Mashaka - wadebate nini sijui wakati wao ni kutoa kashfa tuu kwa chochote Mashaka anacho andika. Lugha mbovu ya kiingereza kilicho vunjikavunjika - at least US Blogger seems to be using a proof-reader or a ghost writer to bring forth his views.
But honestly, I would rather read what Mashaka writes than this/these jokers US Blogger and Ikalimba. My opinion and I am entitled to it!!!!!

ReplyDeleteOn Question 4 u compare ruzuku to economic stimulus.
The stimulus that US Corporations receive from the Government are mainly sost loans payable to the Government and you can only get them when your corporation has devised a clear strategy of coming out of the red.For the case of Tanzania, the package comes in the form of subsidy and not loans and they are not even required to demonstrate ability to be sustainable,an example is ATCL who so this is basically money down the drain.
You need to do better research and ask intelligent questions.

ReplyDeleteFirst of all, you should research and come up with constructive arguments and thoughtful analysis beforehand. Your take to VAT is bizarre! Read about VAT (You can Google it) and understand why Tanzania ended up using this kind of system. Highlight the ways and means by which the government can effectively collect tax. We can overhaul the tax code but, if we do not have the proper infrastructure the overhaul will bear no fruits. What will offset revenues if we in fact reduce VAT to your estimates? What made you come up with just about 14% ? you said more needs to be done, what needs to be done? Propose ideas and solutions, some of us are sick of these kinds of article which are always critical with no substance.
I suspect you are one of “those” Tanzanians living in the United States, the “ones” who have lost touch with reality at home. The ones who can easily criticize Socialism without thinking about countries like Zaire, Kenya and Zimbabwe, where are they? Are they better off than we are? Your praise if Mwinyi is well taken but, under him corruption became toxic! You should thank Socialism as a foundation for your security – Fine it failed to bring about economic stability but it united people and paved way for social stability.
Be smart! Do not compare Tanzania with USA. Your example of SBA is too far over reaching. Can you really lend money to someone in Tanzania? What guarantees will you get in return? That is your answer why the government fails to lend – next, if it bothers you that foreigners get funding from their governments, its because those governments have a system in place of which they can retrieve the loan plus interest, the same way you got your car, house and credit card(In USA). So sometimes in the future before you blame our system and the government try to see what social programs that the government can do to make it easier for SBA-like. People have to be accountable with proper identifications.
However, you seem smart! So enlighten us by writing about solutions and remember to research!

You accuse me of not being in touch with reality, I believe you are the one who is out of touch because the Government is now making major land reforms that will require all Tanzanians who are leasing land from the Government to have it registered and be in a position to use it as collateral to get financing.
Pls do adequate reaserch then comment otherwise just read and move on.
Mr Us blogger, using property especially land/property as collateral to borrow money....the article I wrote...did you do your research?how is it going to help out/change poverty situation?you're an economist,right? pse offer your opinion
