HOW LONG WILL IT HOLD - DEBATE!
In the aftermath of the Global economic meltdown, many economists and financial experts have been gripped with criticism for the failure to foretell of a disaster that came to change the way we see things economically. Vital signs and indicators that could have averted the disaster became less significant at the expense of a few men controlled by greed. Likewise, Tanzania’s housing market has every indicator that needs immediate review before the country’s economy is decimated. The up, up and up trend in the land and housing sectors are not going to reach stratosphere before they crumbles
High rise luxury apartment buildings are snaking their way into the city skies. Already built houses and land are increasingly becoming untouchable for the poor majority as their talks are in US Dollars. Meaning, only a handful will be in position to rent, purchase land, and even build homes.

In my effort to invest back home, I started tracking land prices in 2007, and surprisingly enough, from Dar es salaam to Bagamoyo, very little of land is available. Most of it had been purchased years ago by a few individuals who are now selling it at shocking prices
One of my neighbors who is a well placed high-ranking government official purchased a five-acre land in 1994 for Tsh. 800,000. The man is selling the same piece of land today for USD $500,000. A shocking price, in a country ranking as one of the poorest and least developed in the world, whose income per capita is less than $350. Many decent houses in the city charges from $1500 to $16,000 per month, far more expensive than Florida’s exclusive West Palm Beach and other wealthiest American and Canadian suburbs
A few days ago, I happened to meet two expatriates; one an American and another one Chinese, who share two things in common, they are both renting from high ranking government officials, and both experiences a 10% annual increase on their rent. A frustrated American working for a Non-profit organisation is renting a three bedroom home in Masaki for $3,800; a price he termed to be too high for housing in a third world country, while he used to pay $1,075 for a better home in Richmond Virginia. The man is only waiting for his contract to end so he can leave, since he is basically working to pay rent in Tanzania
Many Tanzanian’s are also faced with a similar challenge, forced to take loans just to secure decent housing for their families. United States has one of the most developed housing markets, and highest concentration of millionaires in the world, yet even modest income earners can afford to rent and own luxury apartments and homes. Top earners in the financial industry in Manhattan, are having comparatively better chances, to get better rental deals than expatriates in Tanzania
Truth of the matter is that, these homes and apartments are being built for foreigners and wealthy people with access to foreign currency, not the working class, because very few ordinary Tanzanians can afford $400 rent a month. Tanzania’s housing market growth is defying the natural economic laws of exponential growth. Demand, Income (earning power) must, at all times be proportional to the supply in order to attain an equilibrium point.
An assumption is that, Tanzanian housing market is free and open. The theory would then predict that market forces would control supply and demand, and thereby distribute housing in a fair and equitable manner.

Is this the reality? NO. Only the wealthy have access to decent housing, unfortunately! We must be realistic with the fact that, Tanzania’s housing market is very young and disorganized. It is extremely artificial and vulnerable to withstand serious political shock, social and economic changes. Its artificial nature is not going to survive the usual economic life cycle, or the growth face of the exponential curve, before it collapses bringing down the entire economy to its knees. The housing market is ignoring the obvious economic factors that dictate housing prices; income distribution, market demand and competition, economic conditions, and government of the day’s actions and policies.
Should the government decide to decentralize to Dodoma for instance, should the shipping hub move to Bagamoyo, Mtwara, or Tanga, should the government of the day change its tone to contain corruption, without a doubt, an economic tsunami is surely going to hit Dar’s housing market, and its ripple effect will be will be felt across the entire spectrum of national economic sphere. Not to mention the change of political winds that could potentially prune or keep away foreign expatriates who are the darlings of the housing market.
For long term strategic security of Tanzania, which I believe our leaders and state planners have foreseen; government (administration), industrial, and maritime decentralization will similarly impact the Dar- es-salaam’s housing sector in a similar devastating fashion. People should no longer believe that markets are self regulating following how a few people in the name of free market toyed with the world economy bringing about economic bubble and desolation. There must be some kind of oversight or regulation to tame the situation from going out of hand in Tanzania, bearing in mind the obvious current signs on the wall.

The government cannot let “madalali” brokers with little knowledge of the housing market to dictate prices at the expense of their lust. It can’t let control of the land and housing into the hands of a few who in turn dictate the pricing on where we live and sleep. Meaning if you can’t steal or engage in corruption, decent housing becomes a dream

How many sorts of people buy land in Tanzania, builds, rents out and charges any price they want in US Dollars, as if a government does not exist

My dismal assertion concludes that, if indeed our housing sector is being controlled by MAFISADIS and people carrying large sums in the trunk of their cars, then we are in for a big trouble!

Nakubaliana na wewe kabisa. Hizi bei za nyumba na viwanja ni wazimu. Lazima kuwe na vigezo vinavyojulikana katika mipangilio ya bei. ReplyDeleteAs an educated man, you should know the simple rules of economics: the law of demand and supply. The high prices of land in Tanzania is only justified as long as there is a demand for the houses. In the meantime, there are serious shortages of houses in Tanzania, therefore the price of rental units will be as high as you would find in the West.
You might want an average Tanzanian to afford housing, but the present economic situation is that unless an average Tanzanian attains a higher education and the economy is capable or providing an average Tanzanian with good jobs, then it will be unrealistic to expect an average Tanzanian to afford housing at the moment. Even in America, Japan, Canada or France, not every average citizen is capable of owning a house or even renting it. It doesn not amke sense to compare the affordability of housing for Tanzanians who earn an average of $300 a month to that of a Western citizen who earns 100 times more.
For Tanzanians to afford housing, our economy must grow very speedily. The recent economic magazine from the UK put the GDP of the whole East African Community at less than a tenth of that of a tiny Belgium. This shows how much more Tanzanians have to work to be able to live comfortably.
To touch on the subject of foreigners finding rental units so expensive, I would recommend the foreigner to seek employment where the employer generously provides him with housing and a car as is the case in the Gulf states. If he has a good educationa nd work experience sought in Tanzania, there should be no problem finding employers who can provide him with housing. I believe that he is earning much more for him to keep renting as that price. I have met fer foreigners and Tanzanians who earn $10,000 a month in Dar.
The only thing I can say is that these high prices of land will not be here for long. The bubble will burst just like it did in America and recently in Dubai. So, if you have a property right now, I would highly recommend it to sell it as soon as you can.

This is a sensitive issue which most of the so called wataalamu wa Serikali are trying to ignore in order not to jeopardize their deals(UFISADI). I hope and believe that the history wont be late to show us the coming catastrophe for the ordinary tanzanians.

ReplyDeleteThe cost of living in Tanzania does not (by far) reflect the purchasing power of the people of Tanzania. This is partly due to some "free/corruption money" if you would call it this way from top government official flowing into the system. A friend of mine once named the "EPA" money as the main reason for the sky-rocketing of the housing market in Tanzania. If someone would offer $500,000 for an acre of Land, that means the money he/she got was not a clean money. With time, the reality will kick in since a very few will afford that price...the ones who have some free flow of cash from their corrupt behaviors. The government knows this, even Bank of Tanzania which is the main driver of the economy and the main cause for all this know how this came to place. Mr. Mashaka, well done in this analysis but we need to focus more on the reasons and the processes that lead us to this messy economy rather than the end results (impact). Without controlling corruption, all sectors of the economy will be affected since this punishes a few "hard-working" lower and middle class. I have never heard mashaka speak in Public, but from the look of his writing. I see a deep thinker, a visionary and a true patriot. He reminds me of our dear Mwalimu.Mashaka will be crazy not to be the president of Tanzania, he has massive followig and hardcoe supporters who whorship him.
ReplyDeleteOne of our contributers in Jamii forum, while discussing Corrupt people like Masha whoa re abusing their power, argued, that Mashaka’s generation link is what we need to get where need to be in terms of pushing our development wheel.
Nyerere will forever be remembered for pushing and spearheading the growth of Kiswahili in East and Central Africa, which epitomized his belief that Kiswahili could promote African unity, just as it had done in Tanzania. He gave content and meaning to Tanzania`s independence by recognising the role of an indigenous language in the development of cultural authenticity and national unity.
To him, pan-Africanism meant self-determination in political, economic, ideological, social and cultural spheres. As globalisation witnesses growing nationalism in other continents of the world (such as pan-Europeanism in Europe), and Africa risking marginalisation, African thinkers, intellectuals and literacy icons such as Ali Mazrui, Chinua Achebe, Ngugi wa Thiong’o, Okot P’Bitek and Wole Soyinka have made passionate pleas for a cultural re-awaking, which they see as a first step towards social, political and economic growth. It is the thesis of this paper that by drawing from Nyerere’s example, African renaissance and the dream of pan-Africanism shall be realised and that Africans shall not only discover themselves and uphold their identity but also appreciate the inherent power enshrined in its cultural heritage.
It is argued that over-reliance on imperialist colonial languages, which by and large embrace and are emblazoned with Western world views, cultural values and ideals, is in fact neo-colonial and therefore detrimental to African unity and the spirit of pan-Africanism. It is demonstrated that a common indigenous language will not only foster unity but also accommodate and manage diversity, express identity and articulate concerns for collective action and shared solutions to achieve growth and development. ReplyDeleteWhile the housing market in Dar es Salaam is inflated, we do not need to fear complete collapse of financial system if the bubble burts. If mortgages made the backbone of the Tanzanian financial system, as they do in the U.S, then government would have to be concerned. I do not think that is the case, thus the losses if and when the bubble bursts will accumulate to a few institutions and individuals.
ReplyDeleteIn a free market you assume that everyone knows what they are doing; madalali, buyers, sellers, and banks. Everyone should do their homework and make sure that they are investing prudently, otherwise everyone stands to lose. In Dar's case, a lot of people and institutions stand to lose (I dont know if the demand will keep going up, or if they will be able to keep up with the high mortgages), that is if they are indeed buying with all that money.
I suspect a lot of false information is out there in order to "cleanse" dirty money or just drive up prices. Yes, some people sell their properties for a lot of money, but others need to justify the money they already have. Dar is full of limited and faulty information, a fact that the madalalis thrive on.
An effective intervention is confirming and making available/transparent prices of houses bought and sold so that buyers and sellers do not have to rely on dalalis for price information. That would be an excellent start for Dar's young real estate market.
Bottom line. People do your homework. The saying is "buyer beware".

Very few people in this world who are Brilliant like John Mashaka and that's why Country like U.S.A does not want to lose this potential asset on the Financial Market, we need him and we need his attributes or his inherent value to add to our national Economies.
Let us be realistic and not all the time optimistic on matter that touch our interest, we must learn to admit when some one has done a Tremendous job.

ReplyDeletethe land problem is chonic. mafisadi ya EPA ndo chnzo cha kila kitu. the country is going to burst, and should another pary get stronger and eventually haust ccm, then the problem is going to be resolved. We can develop a framework whereby African problems can be broken down and discussed structurally. We can formulate strategies of tackling those problems and figure out ways of mobilizing our resources and make them work in African environment. First we need to have the will power and second we need to have motivation. Anything is possible and we should not depend on anybody whatever kind of power they have. God gave everyone some kind of power, start using your power and awaken the giant within yourselves. Yes We can make changes in Africa and make Africa a better place for others to come in and want to stay for ever. Right now, people take advantage of Africa because it is weak. Africa is stuck in the mud. Africa appear as a a dark continent and economically it is a dirt poor continent period So why feel mad? You gotta do something guys it is about time we should get up at 4:00 AM and start work out for the fight and go to bed at midnight. We have no reason to deny that other people are stinking rich while Africans are dirt poor. What is our mistake and what should be our strategy without pointing fingers at our leaders and corrupt people. We live in a complex world but we can make changes in Africa. I have a dream something is gonna happen very soon if we mobilize our energies and strengths. LAND PROBLEM IN KENYA
ReplyDeleteLand is kenya’s most intractable national issue. Kenya’s independence struggle was waged primarily on land grievance. But land is not only bound with sovereignty. It also lies at the heart of social, political and economic life. However, access and ownership of arable land underlines the deep seated political, socio-economic and regional inequities in kenya. According to the kenya land alliance, a network advocating for land reform, more than half the arable land is owned by 20 per cent while 13 per cent of kenyans are landless. Land is tied with ethnic identity.
The management of tribal land rights is a tripwire for social and political turmoil. In particular, the unresolved grievance of colonial land alienation underlies the risks of social and political conflict.
Many analysts have argued that land is the reason why rift valley was the epicenter of the recent post-election violence. Unresolved historical claims to tribal territory render existing property rights weak or uncertain. At independence, arable land was deemed inexhaustible resource. But rapid population growth, demographic mobility and rising land market value have triggered intense competition for land.
Today, kenya’s arable land which comprises only 20 per cent of kenya’s total land area of 582,646 sq. Km is inhabited by 75 per cent area of kenya’s 34 million people. Many sub-locations in Nyanza, Western and Central province have per capita land holdings of about 0.07 hectares, the benchmark of land scarcity. It is projected that by 2025, kenya will join the ranks of countries suffering from a scarcity of arable land. A draft national land policy (DNLP) has been formulated to reform rights and access to land for all kenyans. The land reform policy is based on the principles of redistribution, restitution, resettlement, and land readjustment. The approach of the DNLP is redistributive. It is founded on the principles of state-led agrarian reform. There is little empirical evidence that redistributive policy approaches have achieved desired land reform goals. In india, home to a significant proportion of the world’s poor, the efficacy of this approach however, has been limited and much Debated.
Implementation of the proposals of the DNLP depends on the availability of suitable land. In reality, runaway population growth, land degradation and declining per capita arable land holding leaves not enough land to go round.
Proponents of market-led land reform advocate for individual land rights through secure tenure and progressive taxation to discourage speculative land hoarding. This policy approach leads inevitably, to a strong private land market that encourages land sale and supports land rental markets.
Market-led reforms do not favour the landless. However, a reliable land rent market has the potential to attract investors in who have access to capital and skills to invest in agro-business in rural areas. The rural poor and the landless then have an opportunity to offer their labour for competitive wages.
Smallholder farmers must be encouraged through land sale or land rentals to leave the agricultural sector to give way to larger holdings. Larger farms can attain higher production efficiencies, cope with competition and tap the benefits of globalization. Former smallholder farmers should seek employment as farm workers or shift to the industrial or service sectors.
Skeptics ask if this is realistic, especially when there is little evidence of an emerging industrial sector. Their sense is that the government should provide greater support so that smallholder farmers remain a central pillar of our economy. Kenya will not become a middle income country by 2030 if 75 per cent of us are trapped in peasantry and poverty in handkerchief-seized parcels of land. I doubt that the heavy investment in education and the proposals to revamp science and technology are meant to gear up the next generation of peasant farmers.

Thanks Mr Mashaka for your article!! My take on this is that, this is only the symptom of various anomalies currently felt in our endeavour to live in a market economy. We have not yet reached the point where supply and demand issues can dictate where prices should be. You can even see unusual behaviour of our stock market, where it is assumed that various brains are put to task in determining stock prices!!
ReplyDeleteThe first problem is related to financial illiteracy. Are we calculating of what will be the return before making purchases at prevailing prices, before committing our hard earned money?? (assuming its legitimate money!).
It is true that housing demand still outstrip supply (and this is likely to go on for quite sometime as urban migration is inervitable). What the government or authorities should do in anticipation of such influx, is to extend infrustructure to accommodate this.
On the other hand, we the people, should strive to improve our financial literacy. Financial literacy entails, among other things, being informed of various economic and financial variables, such as interest rates, inflation, exchange rates, stock prices, commodity prices, etc etc. And applying such information in our financial life.
Being responsible in financial terms will make you smart to not to be short-changed by the so called "Madalalis". Buy things you really need with the money you have. Not the other way around. Do not do the purchase to please or conform to the crowd!! Align your financial life towards your pre-determined financial goals!! Indeed this is the lesson we have to learn from our brothers in the first world!!
The current situation in TZ is the reflection of our collective thinking (we the people of TZ). We change our thinking, things change for the better!!

ReplyDeleteMost of the time, people believe that country’s wealth lies on natural resources. This has proven not to be the case. The reason being that, you can have so much yet don’t know what to do with it, and other people ending up benefiting more than the country itself.
This is the case in Tanzania today. Many our riches (wealth) is being enjoyed by foreigners, and a few in the government (FISADI’S -in the ruling CCM). This is happening because we don’t have true wealth. We have poor brains.
John Mashaka, has proven to be a such a valuable ASSET, or other few of the brains we need to claim full riches. I am baffled by this Youngman’s genius mind, no wonder he was tapped to Wall-Street. He has instigated thinking among the Diaspora and has been lightning rod of envy.
I must admit, that this is a well written article, well thought, and timely delivered. These are very challenging times, which needed brains to counter the challenges. John Mashaka’s Ideas and thoughtfulness is superb; he has erased all the doubts we had about him, if at all he wrote the article

The house price is so higher in Dar but after sometime people will realise that there are cheap houses ni Sinza, Kimara, Temeke and elsewhere so that when the tenant realised that they will move to those areas, asresult the house price will stabalise to the equilibrium.

If those house were built by loan from bank than it could cause economy crises but the houses have been built in cash is only individual land lord will realise the pain of decline of the rent but will not effect overall economy
Stop blaming Dalalis, sinse these have no power to dictate the house price, they are just there to provide information to prospective tenants. the dalalis also give the tenant options for the cheap accommodation around town

Nakubaliana na Bwana Mashaka kuhusu mfumuko wa bei ya nyumba na vyumba vya kupanga lakini pia naamini sio sahihi kuilaumu serikali kwa jambo hilo. Hata nchi zilizoendelea zina matatizo kama hayo ya mifumuko ya bei za nyumba na pango kwani kwa hali ya sasa ya biashara huru ni vigumu kuidhibiti, kama sheria za nchi hazijavyunjwa. Utazuiaje watu wenye kipato cha chini wenye nyumba za kariakoo, magomeni na ilala kuwauzia waarabu na wapemba nyumba zao kwa mamilioni ya pesa ili kuboresha hali zao za kimaisha? Pia naamini mashirika ya umma na ya binafsi nchini yanajitahidi kujenga nyumba za kupangisha na kuuza za bei rahisi kwa wanainchi wenye kipato cha chini jijini Dae es salaam ili kupunguza tatizo la nyumba na pango. Kuna usemi unaosema kuishi mjini ni gharama, kama mtu atataka kuishi baadhi ya maeneo hapa ndipo yatamgharimu pesa nyingi lakini kuna nyumba nzuri sehemu zote za Dar es salaam zenye bei nafuu tu. Pia usafiri mjini sio mzuri sana lakini kama una nia utafika unapoenda bila wasiwasi. Jambo la mwisho naomba Bwana Mashaka hatumie lugha yetu ya taifa tunayojivunia ya kiswahili kwani kuna asilimia kubwa ya watanzania wanaotumia blog hii ya jamii, hawajui kiingereza ambao wangeweza na wao kuchangia mawazo yao. Kwa kuwa Bwana Mashaka anaandika kwa kiingereza mpaka baadhi ya watu washampa uraisi 2015 tayari!! Bwana Mashaka jivunie lugha yako kaka!!!

Well done Mr. Mashaka excellent analysis. I like this post more than any other you ever posted in this blog. I have always been discouraged with the real estate back home. Factors like electricity, sanitary water, poor drainage system, very poor infrastructure (roads), unacceptable public access to healthcare and schools, would make you think housing be close to free, yet real estate properties are tagged in US$. It’s absolutely ridiculous I would suggest some sort of programs from NGO’S to educate Tanzanian about market forces behind real estate. Our brothers and sisters are being denied chances to live a better life by their own under educated brokers. MR MASHAKA THE 120Million IN A TRUCK SHOULD POSE A LOT MORE QUESTIONS AND MAY BE YOU SHOULD LOOK AT THE BANKING SYSTEM IN TANZANIA. IS THERE ANY GOVERNMENT REDLIGHT WHEN ONE MAKES HUGE DEPOSITS OR WITHDRAWALS? IS THERE ANY SYSTEM THAT VERIFIES INCOME? Is anyone in charge back home? He is a Nyerere's replica who is more educated and exposed trying to combine both ideologies into one trying to liberalize our land. He is a free market guy who is trying to practice his wall-street theories on poor Tanzania. These are some of the things the whites do to African’s carry their research on us, we are their guinea pigs. Mashaka is if you turlly love Tanzania and hate to see it collapse, please come on and apply your theories into the government which you dearly love. ReplyDeleteHizi nyumba ni mali za watu. Wamezijenga kwa jasho lao. Hauwezi leo ukaja ukamwambia chochote kuhusu bei anayotaka kupangisha. Sana sana atasikiliza soko linasemaje kuhusu bei, lakini hata hilo soko anaweza akaamua asilisikilize (ndiyo maana watu wanailipa NHC shin elfu 50, kukaa nyumba Upanga!).
Huyu mtu aliyejenga nyumba hana obligation yeyote kumsitiri mtu yeyote hapa mjini. Usifikiri kuwa amejenga hiyo nyumba kukusaidia wewe. Anaweza hata akaichoma moto hiyo nyumba akiamua.

Some people want Mashaka to write his articles in Kiswahili. I think as a concerned citizen you should play your part by translating Mashaka's articles into Kiswahili instead of complaining.Just thinking aloud, and if there is someone honest with good understanding of mashaka's thinking should take the lead to translate his well written articls
