We are seeking a ADMINISTRATION OFFICER for our Training Centre for Sustainable Agriculture and Livestock in Msindo, Namtumbo District, Ruvuma Region.

Employer: Archdiocese of Songea /CO.P.E. ngo
Appointment Conditions: 12-months, full-time, with the possibility of renewal
Proposed Start Date: February 2010 or as soon as a suitable candidate is selected.

General introduction
The Msindo Training Centre has been established in 2008 by the Italian NGO CO.P.E., in partnership with an other italian ngo FOCSIV, and the Archdiocese of Songea, as local counterpart. The project is, at present, funded by the Italian Cooperation.

Created in 1983, CO.P.E. is specialized in implementing integrated rural development projects. Present in Tanzania since 1988, the NGO started activities in Namtumbo District in 2004, and it is also present in Iringa region with other projects in health, social and agricultural sectors.

The Centre in Msindo offers to smallholders action-oriented crash courses on sustainable agriculture and livestock husbandry, with the aim of promoting appropriate agricultural practices in the trainees’ areas of origin. The Training Centre has decided to base its didactic offer on eight-week long crash corse, composed of eleven different modules: Soil fertility and water management, Crops production, Horticulture and fruit production, Integrated pest management, Agroforestry and environment conservation, Micro-enterprise for farmers, Livestock husbandry, Farm structures and measures, Integrated farming practices, Human nutrition and Civics. After course completion, field follow-ups are conducted, in order to verify the correct implementation of the alternative farming techniques taught during the courses. The teaching staff of the Msindo Training Centre is currently composed by nine trainers and a coordinator.

The problems analysis has led to the definition of a strategy, which will involve the following actions related to the agricultural development:

Promotion of low-impact productive inputs
Promotion of vocational training courses accessible and suitable for the social and economic contest (The aim is to assure that students will be able to spread their knowledge and skills within the native villages, promote production-oriented aggregations on a community level, be sensitized on low impact cultivation techniques.)
Institution of a micro-credit fund and technical support for trained people
Awareness raising of rural population on environmental issues
Increasement of the number of specialists and extentionists on a district basis for the organization of the agricultural sector; the programme involves the district authorities in order to promote a better management of rural services extension on the field - technical assistance and monitoring
Reduction of rural-to-urban migration

The sustainability of the project will be reached in the long term through the progressive enhancement of agricultural and livestock productivity. The improvement of marketing strategies will be a key factor in the achievement of sustainability of the project.

POSITION OBJECTIVES /
Main Job Tasks and Responsibilities includes:
The Administration Officer is responsible for maintaining day to day financial, accounting, administrative and personnel services.

The Administration Officer reports to the Director and is responsible for assisting with preparation of financial statements, maintaining cash controls, supervising the payroll and personnel administration, purchasing and managing office operations

In detail the administration officer has to:
*Maintain financial files and records
*Prepare balance sheets
*Issue, code and authorize purchase orders
*Administer employees’ files and records in order to ensure accurate payment of benefits and allowances
*Receive staff requests of permits and licenses
*Assist with the research and the selection of new staff (preparation of vacancies, job description and work plan)
*Manage the filing, storage and security of documents
*Manage the repair and maintenance of computer and office equipment
*Maintain insurance coverage’s of equipments
*Ensure that routine activities such as preparing monthly payroll, debit and credit notes, keeping custody of petty cash balance, petty payments etc are timely, properly and accurately done
*Establish appropriate financial accounting and related control systems
*Ensure timely production of management and financial reports
*Attend to external Auditors
*Manage and order supplies within the budget guidelines of the organization
*Carry out any other responsibilities as may be assigned by the Director
Required Qualifications and competences
The successful candidate should be able to demonstrate the following competences:

*working experience in a similar position preferably in a development context for a non-governmental organisation
*management of budgets and precise reporting skills (narrative and financial)
*capability to work independently
*good command of written and spoken English

REMUNERATION and BENEFITS
Remuneration will be commensurate with qualifications. Accommodation will be provided by the employer near the Centre in Mahinya, Msindo village.
