We just got mesmerized by the rhetoric mastery of the infamous John Mashaka whose article on the Tanzanian shilling attracted overwhelming attention from supporters, admirers, potential suitors and critics.
My vigorous and overly demanding schedule that compels me to work a minimum of 10 hours a day on lighter days was compelling me to simply browse through and be done with but the obvious deficiencies, flaws, and holes in the article forced me to allocate about an hour to respond.
I will dive right into the issue. My critique will have excerpts from Mashaka’s article in red and my comments in dark blue so that fellow bloggers will be able to easily relate, compare, contrast, contribute and decide.
"A fall of the shilling means investments within the country will result in lower returns when converted back to the foreign currency, as such, most of foreign corporations will have no choice but to raise cost of their goods and services to meet operating cost and at the same time remain profitable".
This argument is purely theoretical, unrealistic and recklessly expressed. Foreign corporations report to their home offices on regular basis and in most cases it happens in local currency as well as foreign currency for internal reporting purposes. Any significant budgetary deviations will be will be known immediately and corrective measures will be taken to address any negative pattern. Corporations do not wait until year end to calculate returns on investment unless they have hired a lousy CFO. Mashaka’s first portion of argument does not factor in the role of an effective CFO.
As far as ‘raising the cost of their goods and services’, this is reckless, nobody raises costs to maintain profitability, it would be more comprehensible to raise prices provided that the demand for the goods or services is inelastic.
"Likewise, when the value of a domestic currency falls sharply, importation of essential goods and commodities proportionally decreases".
This is too simplistic and it can potentially appear to be true to a reader who does not possess strong economic experience and theory. In order to intelligently speculate how the market will respond to any variable it is absolutely important to understand the nature and the relationship of the variables. Here the focus is on ‘essential goods’ which by definition are goods consumers cannot do without such as food, medicines etc. Any keen student of economics would appreciate the fact that such goods exhibit inelastic demand. A claim that demand for such products would decrease proportionately to currency losing ground has no economic validity.
The argument not only defies economic reality but also historical fact, Governments in Europe and in Africa has been opposed and threatened to be toppled because of scarcity of bread. This is human behavior with regard to essential goods, I am perplexed by Mashaka’s perspective.
"Since our country’s has a negative balance of payment, or trade imbalance; meaning we import more than we export, our foreign currency reserve must always play in the negative territory".
This is conceptually misleading and incorrect. ‘Negative balance of payment’ is not synonymous with ‘trade imbalance’. Balance of payment is more comprehensive and constitutes cash flows attributed to trade, loan payments, grants etc. Balance of trade is simply a component of balance of payment.
"What the country is experiencing today is without a doubt, a beginning of an extreme inflation. I believe that, inflation will be a major event in the latter part of the year, with the consumer price index roughly doubling in the next few months".
Impossible and here is why. It is expected that the influx of money in circulation will certainly increase considering the fact that this is an election year. However, the assertion that the consumer price index will double in the next few months is an exaggeration for several reasons. Firstly money supply cannot double because the Government decided to borrow money from Stanbic instead of simply printing money or opt to issue treasury bonds to fill the budget deficits, the shilling will not fall to 2000 against the dollar in the next few months because from now on elections campaigns will increase the demand for the shilling. Politicians buy their way to Parliament using Tshillings and not USD. I
"Taking into account the rate of unemployment, and stagnant wages vs. rise in cost of living, I tend to see prices of basic commodities doubling and even tripling in the next few months, should the shilling continue to lose ground against major currencies. This situation will force many importers out of business as a result of high cost of the foreign goods in relation to the revenue needed to remain operational".
An analysis of Tanzanian imports show that majority of our imports is essentials. It is incomprehensible to imagine that importers of oil, food and medicines going out of business. These are essentials. I can see consumers cutting down on consumption but suggesting that this will lead to shutting down most businesses is questionable.
The abrupt dive of our currency may be poor man’s problem at the moment, but has time goes, even the societal elite will fill the pinch when some of their billions stashed domestically, turns out to be worthless.
The assumption here is that Tanzanian billionaires are dumb, fat and stupid. Any average businessman understands that when the local currency is losing grip they must convert to maintain value. Doesn’t Mashaka’ recall that ‘Mzee Vijisenti’ has his money in Jersey!!
"Without enforcement of monetary policies, domestic usage of the dollar will only continue to thrive. This must be stopped at all cost, as it makes very little sense to use a foreign currency in a sovereign nation. Why should people pay rent in USD? Why should people purchase air tickets with foreign currencies?
"In an absolute, or in worst case scenario, although these are extreme measures, we may be forced to peg our currency against the United States Dollar, British Pound and the Euro to save our economy from collapsing, or simply dollarize our economy as a measure of the last resort".
The above content is from two different paragraphs, first Mashaka is pushing hard against the dollar being recognized and honored as legal tender in Tanzania, then we are being told that it could potentially be a good idea after all!!
Please make up your mind.
I also disagree that pegging the currency against any major and stable currency is the magic bullet. We can only get out of poverty by increasing productivity, efficiency, innovation and above all, Good Governance.
"If the wealthy within the establishment are imposing the usage of United States dollar, so that they can transfer their wealth into their foreign bank accounts, for the sake of the majority which is more than 98%, Governor Ben Ndulu, should be given more teeth to reign on commercial banks, and other financial institutions exhilarating this problem immediately".
This is socialism ideology, we tried it and it was a fiasco leading to the mess we are in. Free enterprise means everyone is free to do what he desires within the framework of the law, let those who want to safeguard their wealth in Tshilling do so, those who want USD should be free to do so. We cannot afford more Government bureaucracy. I am not ready to see my tax Tshillings go into procuring more Mercedez benz for their executives in order to force people on what currency they can or cannot save/use in financial institutions. This idea is narrow sighted, we want foreign investors to work with us to revive the economy not overly restrictive Socialist policies and ideologies.
"With the prevailing economic hardship, many of the donor countries are not ready to prop-up nations with unclear economic policies. In the eyes of the world, we have failed to demonstrate fiscal conservativeness, and neither do we have visible, and attainable economic policies. In a simple language, we are corned with no way out".
No donor cornered us, we cornered ourselves. We must stop this African mentality of blaming everybody else (especially white folks) but ourselves. Did donors hold knives under our throats to do what they dictate?
"It is natural that humans respond positively by being innovative in times of need, than in times of abundance. This is the time to make good use of our natural resources; we must closely scrutinize the export our minerals to make sure the exports returns home in the form of foreign currency".
I am not sure what the basis of this advice is because every exporter gets paid in foreign currency and international export agreements are typically quoted in stable currencies like the USD .
"We must massively advertize, and modernize our infrastructure to improve our tourism sector, expand and make less complicated our maritime services to attract businesses from land locked countries, which will in turn boost our access to foreign currencies".
For the sake of not wanting to sound like Shylock going after the flesh of Antonio in Shakespeare’s play ‘Merchant of Venice’ , I have to say you have a valid point here.
"Amid global economic slowdown, our ministries must reduce or cut completely unnecessary foreign trips, straining and consuming millions of dollars from the treasury".
I hope ‘mkuu wa kaya’ amekusikia kwa hili. Nakuunga mkono.
"This will give room for a fresh start even though will be extremely difficult for ordinary citizens, I however, have faith in Governor Ben Ndulu, should he be given the necessary tools and support he needs to curb this growing fiscal nightmare."
It is not the Governor’s responsibility to fix a fiscal mess, BOT’s role is to develop and implement monetary policies and not fiscal. Fiscal responsibilities are handled by the Finance Ministry.
Even Ben Bernanke who is an economics genius of the world’s superpower with a thorough understanding of economic cycles, particularly recessions and depressions refrains from mixing monetary and fiscal issues. Fiscal issues are Hon. Mkulo’s turf.
I would like to announce that I have formed an exploratory committee to advise me if 2010 is the right time for me to contest in the Parliamentary seat as an Independent Candidate in the most industrialized Constituent in Tanzania.

I must admit, this is a healthy debate, but I must say US blogger cut those rhetoric and boastings, it essentially cut you off as arrogance and naive, people wouldn't take you seriously, it becomes an enemy of your own good.

My prasse goes to the learned Mr. Mashaka for his his very informing economic article. He has looked on the matter from inside perspective. The USA bloger has has looked on the matter from outside perspective. Their views are an eye opener to Tanzanians and we have to balance and encourage such proffessional discussions in this blog. However the latter sounds as if drumming for the GOVT/BOT as we nears election period.
