National Coordinators of the International Conference on the Great Lakes Region (ICGLR) this morning concluded their meeting with the adoption of the report to be presented to their ministers this afternoon.

The meeting that started on May 3rd, 2011 was held at the Ministry of Foreign Affairs and Cooperation in Brazzaville, Republic of Congo.

The 11 national coordinators had been deliberating on issues of follow-up to the Special Summit of Heads of State on the illegal exploitation of natural resources that took place in Lusaka, Zambia in December 2010 and received report from the ICGLR Executive Secretary, Amb. Liberata Mulamula.

The meeting also considered the status Report on the Levy Mwanawasa Center on Democracy, Good Governance, Human Rights and Civic Education based in Lusaka as well as on the level of preparedness of the ICGLR for a Summit on Sexual Gender based Violence.

During the meeting, the Executive Secretary of the ICGLR, Ambassador Liberata Mulamula, reported that the Great Lakes Region has continued to experience relative peace and stability marked with significant improvement in the relations among states and peaceful democratic elections.

She however emphasized on the fact that the presence of negative forces was highly linked to the exploitation of natural resources and the Sexual Gender Based Violence (SGBV) and therefore required to be addressed.

On that note, the National Coordinator of the Democratic Republic of Congo reported that since the Lusaka Summit, DRC had strengthened the implementation of the six tools against the illegal exploitation of natural resources for example improved management of the mineral sector involving most other sectors of the economy, exchange between Kenya and DRC on dealing with illegal external networks among others.

It was then recommended that Member States accelerate the implementation of the six tools adopted by the Heads of State in each Member States.


On the preparation of the Summit on SGBV, the meeting adopted the theme of a special session “ United to prevent, end impunity and provide support to the victims of SGBV” to take place in Kampala, Uganda on 15th December 2011.

For the Lusaka based Levy Mwanawasa Regional Centre for Democracy and Good Governance, the Executive Director of the Centre, Dr. Frank Okuthe, reported on the status of the Centre in terms of the progress and efforts so far undertaken at the Centre. The Member States resolved to establish a strong network between the National Mechanisms and the Centre but also urged the partners to support the operationalisation of the Centre.


Through the Centre, the ICGLR shall be endowed with an institution that will be scientifically skilled and capable of understanding the regional context. It is in this regard that the Centre is expected to be an authoritative institution – a “Think Tank”- that will be capable of identifying gaps and best practices, propose remedies and catalyses reforms towards a well governed, stable, peaceful and the developed region.
