    There is nothing wrong with "kutoa siri" as long the aim is exposing any bad practices like abuse of power, corruption, nepotism etc. In the developed countries actual the employee are encourage to do so and are protected from victimisation, this what as known as "whistle blowing". come on Secretaries keep on exposing the rotten from the government departments and institutions !
