On August 14, 2013, at the Hyatt Regency in Dar es Salaam, Mr. Haruna Masebu, Director General of the Energy and Water Utilities Regulatory Authority of Tanzania (EWURA) and Mr. John T. Colgan, Commissioner of the Illinois Commerce Commission (ICC), signed a Memorandum of Understanding (MOU) for an Energy Regulatory Partnership. This Partnership is implemented by the U.S. National Association of Regulatory Utility Commissioners (NARUC) with support from the United States Agency for International Development (USAID) and marks one of the first in a series of activities to be conducted in Tanzania under the Power Africa initiative.
Power Africa, announced by President Barack Obama during his recent trip to Africa, is a new initiative that aims to double access to power in sub-Saharan Africa. Tanzania is one of the initial set of six Power Africa partner countries. Under Power Africa, the U.S. Government will provide various tools of technical assistance, private capital mobilization/facilitation efforts, and capacity building to advance private sector energy transactions and help the Government of Tanzania adopt and implement policy and regulatory reforms needed to attract private investment.
As one of the activities under Power Africa, the United States Agency for International Development (USAID) in Tanzania is supporting a regulatory partnership program. This program is a vehicle for the exchange of experience and information between the U.S. and Tanzanian regulatory bodies with the goal of improving practices in electricity and natural gas sectors and fostering long-term sustainable relationships between regulatory agencies in both countries.
U.S. Ambassador Alfonso E. Lenhardt, who delivered the remarks at the MOU signing ceremony, noted, “While it's one of many milestones in our ongoing relationship with the Government of Tanzania, working together to attack energy problems, this event formally marks the start of the Power Africa initiative in Tanzania.”
Emphasizing the significance of this partnership as a progressive stride to improve the lives of Tanzanians, Director General of the Energy and Water Utilities Regulatory Authority of Tanzania, Mr. Haruna Masebu, stated "this partnership is timely, relevant and well received."
At the signing ceremony, remarks were also delivered by Commissioner John T. Colgan from the Illinois Commerce Commission (ICC) and Mr. Simon F. Sayore, Chairman of the Board of Directors of EWURA.
The official signing of the MOU takes place on the third day of a week-long partnership workshop at the EWURA offices where officials from TANESCO, the Rural Electrification Agency, the Ministry of Energy and Minerals along with EWURA and NARUC are preparing elements in a regulatory framework for natural gas/renewable energy projects in Tanzania.
