Talking about making substantial payments to attract the Diaspora is putting the cart before the horse. I would be supportive of a government initiative to develop conducive conditions that would attract its citizens in the diaspora and, indeed any other skilled personel from around the world. Now, do we need a pay incentive to attract our experts from the Diaspora? I personally, do not believe we do. The common practice for a spontaneous process to attract or repell them. We all grew up (are growing up) seeing these things happen day in day out. Look at the UAE, India, Botswana, Somalia and Tanzania. A pay package to attract the disapora will only create chaos and I cannot see it meeting the purpose for which it may be be designed (honourable MP). Who will decide who is to be paid how much We tend to forget that it i sthe market that will decide who is paid how much for accomplishing what type of tasks.

While the honourable MP may be right in citing out pay as a crucial attraction one may prefer to live where one spends 75% of her £50K a year income just to cover living costs to risking a new life style where she may spend 10% of that amount and struggle with existing infrastructure.

Finally, the diaspora have human feelings and I believe most will be willing to help their motherland and to think that they need a financial stimulus to get them involved worries me. There are so many ways the dispora can get involved in various projects back home. This world is becoming increasingly smaller and by all means scientific research or businesses can be conducted by partners from all corners of the globe with little regard to geographical borders.

  3. kama raisi anawaona wananchi wanaoishi nje ni kama wapinzani sasa watatoaje malipo mazuri kwa watu hao? nasema raisi anawaona wananchi wanaoishi nchi za nje kama wapinzania baada kauli yake tata kwamba watanzania wanaoishi nchi za nje wanataka uraia wa nchi mbili kwa vile wanataka kula huku na huku (yaani nje na ndani ya nchi).

    Do, Ama kweli huyu Dr shayo sasa hatumuwezi. Hivi saa ngapi anafundisha na kufanya Tafiti?, na saa ngapi anakutana na hata wabunge wa Kenya?

    Hivi majuzi alikuwa bongo, akifanya kazi za kujitolea, na nilikutana naye Liwale, mkoa wa Lindi.

    Sasa, anatuletea mambo ambayo yanawaasa vijana wetu wafikirie mara mbili mbili kuzeekea nchi za watu.

  7. Hakuna kitu hapa Dr. kwa level yako lazima ukatae kufikiri katika uwanja mfinyu wakati wa kukata issues.

    Watu kuondoka au kuingia na kuishi nchi nyingine ni mnyumbuliko tambaza wa zao la misukumo na mivuto kadha wa kasha(push & Pull factors).

    Jamani, katika karne hii ikumbukwe pia kuwa 'Labour is more mobile' kuliko enzi za ujana wao wanaoongelea mada hii katika hii Clip.

    Yaani mimi naweza kuamua kuishi nje si kwa sababu ya suala la mshahara tu wala uzalendo tu wala mateso tu. Na si kila mtu afanyapo kazi nje ya nchi yake ni msaliti au Mpinzani au kuwa lazima awe ameonewa / binywa nyumbani kwao la hasha. Anaweza kuwa ameamua kwa utashi wake tu baada ya kuvutiwa na jambo au mtu fulani (pull factor) na au maisha ya mahala fulani. Actually wengine wanahama hama kutafuta masoko au faida zaidi katika biashara zao.

    Kama alivyouliza mmoja hapa kwamba mbona huyo Mwenye asili ya Kiasia yeye hajarudi kwao (au niseme kweli asili ya kwao)?
