The Republic of Burundi and the United Republic of Tanzania have made public their concerns regarding the meetings held by the Republic of Kenya, the Republic of Rwanda and the Republic of Uganda during a number of meetings at Heads of State level.

There have also been persistent press reports including misrepresentations on the matter.

The Secretary General of the East African Community has consulted the five Partner States on this state of affairs. On the sidelines of the 19th Sectoral Council of Ministers Responsible for East African Community Affairs, the Ministers in the spirit of consolidating and strengthening East African Integration have exchanged on progress occasioned by the meetings mentioned above as well as the challenges that have arisen.

East Africans are urged not to be unduly alarmed because the challenges are being addressed and will be further considered by the Council of Ministers at its 28th Meeting scheduled for 28th November 2013 and make recommendations to the Summit.

Partner States committed themselves to implement the protocols on the Common Market and the Customs Union, and in particular laying the requisite infrastructure, and removal of barriers to the free movement of goods, services and people.

  1. By spending tax payers’ money from Partner States, Council of Ministers can only make perpendicular recommendations to the Summit. Just making recommendations! Nothing more, nothing less. They cannot implement the recommendations, however bad or good they might be. They have neither administrative nor legal power to forfeit the upcoming of "Coalition of the Willing, CoW" which is a self-centered, crossed and hybridized product of Heads of States constituting CoW. Heads of States pro to CoW will be represented by their respective Ministers in the Meeting of the Council of Ministers, therefore they can only dare to safeguard interest of their bosses (Heads of States). Cognizant to the current mall-movements in the region, the EAC Secretariat hereinafter is trying hard to please people from other injured Partner States. Unfortunately, it is now understood plainly among all Partner States that there is no transparent and strong willingness of all Partners States to cultivate togetherness. The Secretariat will lose job if things go the current way. Hence, they must at least say something rather than remaining speechless. They are scarred of the cost of doing nothing. Aluta continua, Partner States MUST not continue entertaining hypocritical regional integration we are pursuing as EAC block. I beg to move.

    1.We Tanzania know that Integration matters are CITIZENS CENTERED MATTERS and NOT LEADERS/PRESIDENTS CENTERED MATTERS.

    2.BEING IN THE INTEGRATION DOES NOT CONSTITUTE THAT EVERY PROTOCAL MUST BE AGREED AND SIGNED BY EACH MEMBER STATE, AND DOES NOT CONSTITUTE ON FORCING OTHER COUNTRIES TO SET DEADLINE DATES AND SIGN PROTOCALS AS THEY MUST USE THEIR LIBERTY ON SAFE GUARDING THEIR INTERESTS.

    A MEMBER COUNTRY TO BE IN THE EAC INTEGRATION DOES NOT MEAN TO BE ''MR. YES'' FOR EVERY SLOGAN PUT ON THE TABLE!

    CITIZENS GUARD AND PREVILEGES FIRST, WITH STRICT PROTECTIONISM.

    ECONOMY DOES NOT BEAR A UNIQUE FACE, SOME OF THE PROTOCALS ON TABLE TEND TO FAVOUR PART OF THE EAC TERRITORIES AND MAKE OTHERS LOOSE SOMEHOW.

    -Monetary Union
    -Single Tourist Visa
    -Single Customs
    -Political Union
    -Single Passport

    Taking an example of the European Union (EU)

    (i)In the Monetary matters The United Kingdom, Norway and Switzerland are both Members of EU but each use it's currency POUND STERLING, NORWEGIAN KRONER and SWISS FRANC respectively.

    (ii)In Tourist Visa, UK and Switzerland are both members of the EU but do not have a Schengen Visa they have got their particular Tourist Visas despite that Switzerland is issuing other Visas as Schengen Visas.

    TRUST IS VERY IMPORTANT ON TOGETHERNESS MATTERS DESPITE OF THE FACTS ABOVE AS WE AFRAID OF THE CONTINUOUS ISOLATIONS AND HIDDEN AGENDAS AGAINST ESPECIALLY THE UNITED REPUBLIC OF TANZANIA !!!

    Well, we can see what you try to analyze but as you are at the helms we will appreciate if you could elaborate the 'HIDDEN AGENDA' beyond CoW.

    It will be necessary make the 3 CoW Heads of States apologizing to Tanzania and Burundi Citizens during the Meeting on 28th November, 2013 also probably promise ''NOT TO REPEAT AGAIN ON ISOLATIONS AGENDAS''
