  1. Kwa kweli inasikitisha kuona kuwa hili tamasha ni la muda mrefu kuliko matamasha yote hapa Tanzania lakini hadi hivi leo maandalizi yake ni ya zimamoto. Inashangaza kuwa tamasha linafanyika mwezi huu na hadi sasa hamna matangazo na wala programu haijulikani. Kuna wageni wengi wangependa kutembele Bagamoyo kipindi cha tamsha lakini wangependa kujua kinachoendelea mapema ili waweze kujipanga. Angalia mifano ya matamasha machanga kama vile Sauti za Busara ambalo hufanyika mwezi wa pili lakini matangazo yake yapo tayari. Inaonyesha kuwa wahusika hawana mwamko na hawajali kufanya maandalizi bora bali inawezekana kuwa huu ni ule utamaduni wa baadhi ya taasisi za kiserikali ambazo wahusika hujali MATUMBO YAO TU!!!. Mimi kama mTZ naumia sana kwani hili tamasha lilitakiwa kuwa moja ya vitu vya kujivunia na pengine lingekuwa ni moja ya matukio yenye kuvuta watu kutoka sehemu mbalimbali nchini.

  2. CORRUPTION IN TANZANIA MEMBE CRITICIZES FOREIGN ENVOYS

    The government yesterday openly criticized foreign diplomats accredited to Tanzania for pushing hard the authorities to respond to grand corruption allegations.

    `Foreign diplomats should be patient, as investigations on the allegations are going on. The government cannot act on mere allegations,` Minister of Foreign Affairs and International Cooperation, Bernard Membe, told members of the diplomatic corps during a special meeting in Dar es Salaam.

    The government reaction follows a series of statements made by several foreign envoys, who have called on state authorities to respond to grand corruption and embezzlement allegations raised by high-profile opposition figures.

    The British High Commissioner, Phillip Parham, had called on the government to respond to allegations on fishy transactions carried out by public officers.

    Recently, the Dutch ambassador, Karel van Kersten said he was concerned about corruption allegations hitting headlines in the local media, adding that delays in government action could adversely affect aid commitments and other investors.

    `How can we encourage Dutch investors to come here if that is what they can expect?

    Should I not tell them to invest in safer and more profitable places, such as many emerging economies in other parts of the world?

    ` The Dutch envoy singled out grand corruption allegations made against the Bank of Tanzania?s top management.

    Likewise, former US envoy Michael Retzer said that the US government expected the Prevention and Combating of Corruption Bureau to nab ?big and not only the small fish.? He called for a full-scale investigation on the BoT scandal.

    Yesterday, Foreign Minister Bernard Membe, prior to his meeting with foreign diplomats, told editors at the ministry headquarters that during his just-ended trip to the US, President George Bush had patted President Jakaya Kikwete on the back and told him that he was doing a good job to fight corruption.

    `So how come an ambassador issues a statement to the public that is contradicted by his Head of State shortly thereafter?` Membe asked.

    Other diplomats who had joined the fray to demand that the government responds to grand allegations made by Chadema legislators Wilbroad Slaa and Zitto Kabwe were head of the EU Delegation Maddens Peter, German Embassy Deputy Head of Mission Ingo Herbert, the Swedish ambassador and the Vice President of the World Bank.

    Maddens was quoted in the local press as saying that the donor countries were answerable to their taxpayers on how the donor funds were spent.

    He also called on the BoT auditors to undertake a deep investigation.

    For his part, German envoy Ingo Herbert told a news conference at Maelezo in Dar es Salaam that for the past four decades, Germany had spent Euros 1.8 for development expenditure and it was good if German tax payers knew that their money was being spent properly and for intended purposes.

    Talking to the diplomats at Karimjee Hall in Dar es Salaam yesterday, Foreign Minister Membe said the fight against graft topped government`s agenda, but the authorities could not take action before completion of on-going investigations.

    `Corruption fight is the fourth phase government`s agenda.

    It is not an opposition agenda. We are determined, committed to sustain this fight, but can hardly act until the anti-corruption watchdog?PCCB?and other relevant institutions complete their investigations,` said Membe
    `No matter how long investigations will take, it is better to delay rather than act without having concrete evidence.

    Thorough investigations must be conducted first before the government takes action. That`s the universal principle,` added the minister.

    Membe described corruption in public circles as `a sophisticated and complicated phenomena` which needed `complicated investigation techniques`, and appealed to foreign envoys to provide space for investigations.

    `Please give us time. I am surprised to see some diplomats have become impatient. It is extremely difficult for the government to knock on PCCB doors and ask them to give us the report and take action,` he said.

    During the same meeting, the government expressed concern over the reluctance of UK Prime Minister Gordon Brown to attend the crucial European Union-African Union (EU-AU) summit scheduled for Portugal in December this year.

    The British PM has already publicly declared his stance of not to attend the meeting?an important forum expected to address common challenges and issues facing EU and AU?if Zimbabwe President Robert Mugabe will be invited.

    `It will be regrettable if the British Prime Minister, one of the necessary components and pillars in the EU, will not attend the EU-AU summit.

    We appeal to the international community and diplomats gathered here to use your diplomacy to convince the British Premier to attend the meeting,` said Membe.

    `We cannot resolve the on-going Zimbabwe crisis through isolation. Am I defeating my enemy by making him a friend?.

    Lets` make friends so as to resolve the impasse. We appeal to the UK to revisit its position,` said Membe.

    Defending his government`s position, UK High Commissioner Philip Parham, said: `The decision by the British Prime Minister not to attend the forthcoming EU-AU summit does not mean the UK will not be represented.

    On the other hand, it does not imply that Robert Mugabe should not attend the meeting.`

    However, the Palestine Ambassador, Yousef Habbob, supported Africa`s united position over Mugabe?s attendance, saying: `Africa should not succumb to foreign pressure. Africa should be strictly and fully represented as a united body in the upcoming EU-AU summit.`
