WITH THE GOLD RUSH ON, CAN TANZANIA, A GOLD PRODUCER, BENEFIT? DEBATE

Global economies now on a downward spiral, large investors and wealthy people are diverting their attention from once lucrative and profitable companies, to gold –yellow metal- investments. 

Tanzania, being a world renowned producer of gold, what are the chances that she can benefit from this golden opportunity at her doorstep?

With many investors becoming jittery, and fearing a backlash from the stimulus packages that could potentially devalue major global currencies such as the dollar, euro and pound, gold is now the “safe haven” for the millions of worried investors.

Our previous economic discussions touched on gold, as being one of the potentially safer alternatives -insurance policy- to saving our country’s economy, by investing in it heavily by the government. Today we are seeing the opportunity or other the sky high demand for the commodity. Most analysts see gold at around $2,000 an ounce before 2010

Brian Daughtry, at the Bank of America Capital Markets, who has more than nine years experience in trading and researching on commodities-precious metals - admits that, even though the financial ills are so scary to many investors, many of the customers who previously made fortune in the prime-mortgage, have shifted the focus and now trying to play it safe by converting both liquid and fixed assets into golden bars.

With the obvious subsiding of the global markets and economies, and inflation set to soar, gold is becoming the option of last resort; purchase of gold future contracts, swaps and even physical bars of the yellow metal is becoming a rush for many investors and ordinary people across the globe with enough disposable income.

In the past, gold investment has disappointed many investors due to the fact that, people did not necessarily trust the dollar, but had faith in the US government which backed up the currency. And this has been the case for major currencies. Today, the matter is totally different. From my investment point of view, the current gold rush is fear, and uncertainty driven, and no currency can stop the demand for gold.

The demand for gold is not profit driven, but a way to save some of the most liquid assets in longer terms. No sane economic investor is running into gold and other precious metals to make a fortune, many are running into this precious metal with hopes of simply saving their most liquid assets (cash) from further damage

Many investment pros, and economists I have spoken to, do believe, that gold is the best alternative to the deteriorating treasuries, corporate, and municipals bonds, agencies and equity markets. Those in gold purchasing frenzy believe that over borrowing by many nations trying to stabilize their economies, will lead to overspending and consequently explosion of inflation which could help gold to rise in prices.

I am sure our patriotic “leaders” reading and monitoring the global economic progress, have strategized on how our country can benefit immensely from this gold rush. 

Being a major player in the gold market, rather than using the commodity as a weapon; as some countries have threatened to use their energy resources; we hope this precious metal can be used to our advantage; to strengthen our economic ties with our trading partners at the same time protecting our economy

    Sasa mkuu hapa unaongea theories kibao...baada ya kuongea ni namna gani tunaweza kuwawajibisha hawa wanaosaini hii mikataba mibovu. Unaamini kweli tunaweza kufaidika na madini ambayo faida inaishia kwa hao wazungu huko mlipo? na hii mikataba ni long term. Upo hapo?

    Mashaka, I always respect your ideas. Lakini ningekuomba, ukiwa unafanya analysis ya nchi yetu uwe unakuwa more practical. Tanzania is no Germany or United States buddy!

    Honestly, watanzania kama nyinyi ambao mnaamini kwamba nchi yetu inaweza kuendelea kwa theories kama mnazotoa..mna tu-let down. Big time!

    We need more practical thinking namna ya kuyakabili matatizo yetu. Hata hapo ulipo..kuna watu walisacrifice na kufanya maamuzi magumu sana. Sasa sisi tunataka kila kitu tupewe kwenye sahani.

    Again, nakuomba, uwe unatoa practical ideas. Watanzania hatuhitaji tena theories. Tunahitaji matendo. Wewe ni msomi kwa hiyo nategemea next time, utakuja na njia mbadala..tunavyoweza kuwawajibisha hawa wanaotuibia.   2. Too late Mashaka. Much of what you write is so trite and obvious.Sadly we cannot benefit because some clever dicks signed contracts with mining companies obliging them to pay only corporate tax. We don't benefit as a country from appreciating value of gold. Other deals like Meremeta are signed with doubtful and shady companies. The gold is been mined and its a mystery as to where the proceeds are.Wewe hivi unafuatilia mamabo ynavyokwenda hapa- do you know why the Bomani Commission on mining and Natuarl resoyurces was set uo and do you know its recommendations? Do you know some of the aalegations agains the Karamagis and Lowassa's of this world and the hasty mining contracts they signed? You do not sound conversant at all with developments in this country.

Mashaka! your concerns could only have been realised if all the gold contracts were still up for grab but unfortunately most if not all the gold mines have already been contracted and for that matter the beneficiaries won't be us the needy Tanzanians but them (Investors)and if luck prevails then the contracts could be revisited and readjusted behind iron curtains just to benefit a few vijicent type of persons. Mashaka! rather than you asking how would Tanzania harness this healthy commendable opportunity, why dont you come up with some hefty suggestions of what should be done and the measures to excute and then on those solid grounds we can debate. As hollow as your article sounds one can still discuss about it but should be forgiven if they miscarry the understanding of its substance. I thank you for your time and audacity though. DRAP

  6. The royalty is calulated at 3% of the gold produced, valued at prevailing world market prices. The government is actually better off than the producer because this arrangement safeguards governments royalty earnings against hedging arrangements (which are detrimental to the gold producer when market price shoots up).

    The royalty arrangement also ensures the government gets paid even if the producer has produced a net loss. Remember that royalty is calculated on amount of gold produced - not on profit made.

    People should not confuse Royalty with otther taxes, such as corporate tax, income tax, VAT, District Tax etc. These are calculated against profit made or inout made. These taxes are what you commonly hear mining companies and TRA arguing about. Sometimes it is difficult to convice TRA that a gold maine has made a loss during a gold-price boom like now. They are not always savy that a mine can suffer net losses due to a bad hedge book, or due to a high Cost-per-Ounce operating environment.

    I see that some of the problems with Tanzania is that the administrator of Royalties collection, i.e. Ministry of Minerals, is ill equiped for the job. Royalties collected are not always optimally invested. Perhaps it will help to create a body like TRA that will administer the collection of Royalties from Minerals, Tourism, Forestry and Fisheries. Political Bigwigs - show some initiative instead of waiting for foreigners to tell you to do this!!!

  7. GOOD TALK. BUT ulichosahau ni kwamba Tanzania inamadini lakini haifaidiki na chochote due to poor policies ambazo zilishawekwa.

    Sasa the whole argument doesn't make sense sababu you failed to know that the fluctuation of the gold PRICE in the world market benefit Barrick and not us. Because they own 100% of the production, plus we receive less than 3% of the manipulated revenue.Unless kama tungekuwa tuna supportive industry kwenye mine sector kama ukataji, usambazaji then the soar of the price ingekuwa na implication kubwa kwa local Tanzania.

    Since ulikuwa Tanzania mtafute Zitto akueleze kamati ya BOMANI ilipendekeza nini.... Kingine hatuwezi kukimbia mikataba sababu ya WTO na tukijalibu itakuwa ni yale ya IPTL na TANESCO.

    As Parliament heads into session next week with the possibility of passing a new, tougher mining policy, mining industry heavyweights have asked the government to defer existing royalties and levies because of the global recession, The Guardian on Sunday has learnt.

    In a letter sent this week to Prime Minister Mizengo Pinda and copied to Minister for Energy and Minerals William Ngeleja, the Tanzania Chamber of Minerals and Energy outlined troubles the industry is facing and asked for a short-term deferment of the 0.3 percent district levy placed on mining operations, as well as deferment of royalties on diamond and tanzanite, until the price of luxury goods can rebound from the past year?s global slump.

    The request comes at a time when prevailing public opinion, backed by a report from a presidential select committee on mining in the country, has considered the industry to have been under-taxed for years.

    In 2007 President Jakaya Kikwete formed an 11-member committee headed by Judge Mark Bomani to review all existing mining contracts to gauge their efficacy in generating government revenue.

    The committee made recommendations last year for a new mining policy that would increase royalties across the board, but none of the recommendations have yet been made into law.

    The chamber?s letter notably asked that the current policy be kept in place for the foreseeable future, perhaps as a preemptive measure as Parliament heads into its next session Tuesday.

    ``Of importance is to consider retaining the present investment framework and that a moratorium of 4 to 5 years be considered,`` the letter reads. ``It should be noted that Tanzania is increasingly perceived as not being an investor-friendly, reasonable-risk and high-return country.``

    Ami Mpungwe, the Chamber?s chairman and the managing director of mining firm TanzaniteOne, denied that the letter asked for any tax deferments, and said the copy of the letter availed to The Guardian on Sunday could not have been the final draft sent to Pinda and Ngeleja.

    Members of the chamber, however, confirmed to The Guardian on Sunday that the letter did include the requests, and that the chamber had agreed as a group to ask for government action on the matter.

    ``There was a general agreement within the chamber to ask the government for some level of action,`` said a source familiar with the chamber?s proceedings. ``It was an unordinary request because it is an extraordinary circumstance.``

    Mpungwe declined to disclose the final version of the letter that he referred to, on the grounds that it was private correspondence, but he said the letter contained nothing more than an appraisal of the currently precarious state of the industry.

    ``That was a different draft. Given the current political climate I wouldn`t ask for deferment of royalties and levies,`` he said. ``Politically it would be irresponsible.``

    Minister Ngeleja had not yet read the letter from the chamber when contacted by The Guardian on Sunday this week, but he said the ministry`s challenge is to strike a balance between making the country attractive to investors and making sure that Tanzania shares in the profits accrued from its valuable natural resources.

    ?We are trying to be realistic enough not to frustrate existing investors,? he told The Guardian on Sunday.

    Still, he said that long-term policy changes would not be tailored to take into account the current financial circumstances, however dire they may be.

    ``What we are saying is that the financial crisis that is facing the world is just transitional,`` Ngeleja said. ``Whatever we are doing we cannot do it in coordination with a one-, two- or three-years event. We are laying the foundation for a sustainable mining sector.``

    Ngeleja said a new mining policy would be effected this year, but he would not speculate on when the issue would be brought before MPs for a vote.

    Mpungwe said that he was confident that mining industry executives would be included in the lead-up to any policy changes proposed in Parliament.

    ``I will not raise concerns now because the minister and the government has assured us that the chamber will be involved in the process,`` he said.``This process hasn?t started, so it would be too early and irresponsible on my part for me to comment on that.``

    The chamber argues that even though the economic crisis has hit industries across the board, it has hurt the mining industry disproportionately in Tanzania because the industry depends on backing from some of the international financial institutions that have crumbled as a result of the fiscal meltdown.

    ``Among the areas that were hit most included stock exchanges, financial institutions, banks and all those things. Most mining companies depend on them?when all these institutions have been hit?obviously areas like exploration and expansion are starved of money,`` Mpungwe said.

    Kabanga Nickel has come to a standstill with the $70m feasibility study needed before it can begin operations, and more than 450 people have already been laid off from the company, according to the chamber?s letter.

    The Mkuju River Uranium project has also effectively halted exploration, it said, with plans to cut expenditure by 60 percent over the next six months by reducing 65 percent of personnel.

    The cuts in exploration funding in particular could set the industry back for years after the recession has ended, Mpungwe said.

    ``The mining industry is affected both ways, in terms of ongoing mining activity and new opportunities, but without exploration you cannot establish mines,`` he said.

    Mpungwe`s own TanzaniteOne has already cut working costs by 40 percent by reducing expatriate salaries by 37 percent and employing 33 percent fewer experts, and it is still mulling a 28 percent cut in local staff.

    When asked if any members of the chamber were considering pulling out of business in the country altogether, Mpungwe said: ``Pulling out is a too strong statement.

    Some are restructuring in terms of retrenchment and that kind of thing. Some are choosing to suspend activities until conditions improve.``

    A huge new gold mine has been opened in Tanzania, making the country Africa's third largest producer of gold.

    Bulyanhulu mine near the northern town of Mwanza, which now employs more than 900 people, is the biggest underground gold mine in the country.

    It is owned by the Canadian company Barrick Gold Corporation and, after an investment of $280m, is forecast to produce about 400,000 ounces of gold a year

    We have a third modern world-class mine in operation. This is a very exciting time in our country

    This will take Tanzania's annual gold output to more than a million ounces, bettered in Africa only by Ghana and South Africa.

    Tanzania earned nearly $200m in tax revenues from gold mining last year, and Bulyanhulu will substantially add to that figure.

    Samuel Lwakatare, chairman of the Tanzanian Chamber of Mines, believes the new mine will make an important contribution.

    "We have a third modern world-class mine in operation," he is quoted as saying. "This is a very exciting time for our country."

    But there is a consistent and growing murmur of dissatisfaction about the mining industry in general in Tanzania, and the successful gold mines are coming in for criticism too.

    The Lawyers Environmental Action Team (Leat) believes the country is not getting good value from the vast amounts of gold being extracted.

    Leat is also lobbying for a share of the profits to go direct to local communities, including small-scale artisan miners who worked the area before Barrick bought the rights.

    They argue that Barrick and other mining companies are both financially capable of paying up and morally responsible.


    A group of MPs from Lake Victoria Zone, where many mines are situated, have made similar demands.

    At a recent meeting with Minister for Energy and Minerals Edgar Maokola-Majogo in Tanzania's official capital, Dodoma, they demanded a system of profit redistribution similar to that of Tanzania's National Parks.

    The parks pay a quarter of their taxes direct to the local population, as a measure of compensation for restrictions on land use.

    The government, however, may be unwilling to surrender this slice of the cake.

    The MPs also accused the mining companies of trying to placate the people with relatively small development projects.

    Mining companies often set up water facilities or build new roads in areas they operate in, but the MPs said that the size of the mining companies' profits made the developments projects look mean.

    The MPs actions come against the backdrop of a suspicion among many people that some of their representatives have been seduced and compromised by the big mining companies.


    Speaking at the opening ceremony of the new mine, President Mkapa showed sympathy with the communities' case.

    "It should be the goal of each large-scale mining operation to foster constructive co-operation and partnership with small-scale miners", he said.

    But this Tanzanian Government has moved away from from its one-time socialist ideals.

    It now prides itself on its free-wheeling economic credentials. Whether it will actually force the issue is far from clear.

  16. Civilian Uprising against Barrick Gold in Tanzania

    Mine security shoots young man, villagers respond by destroying $7 million in equipment

    NEW YORK–Last week, reports surfaced in the mainstream press that thousands of villagers had raided a gold mine in Northern Tanzania, setting fire to $7 million* worth of mine equipment. Most reports blamed problems with crime in the area, calling the intruders "gold-seekers."

    While the spokesman for Barrick Gold** Tanzania, Teweli Teweli, describes these villagers as "well-organized groups" who attacked the pit following the blasting of high-grade ore, others paint Barrick as the aggressor in this event, citing immediate and historic causes that have been largely ignored by the international community.

    According to several witnesses, the immediate cause of the civilian uprising was the killing of a young man named Mang'weina Mwita Mang'weina. Human rights lawyer Tundu Lissu, who represents many of the villagers, explains that Mang'weina and some friends were engaged in an argument with Barrick security when one of the guards shot Mang'weina, who was unarmed at the time. This incident caused an uproar within the community, which immediately took up stones, overpowered mine security (who then fled), and attacked the mine, setting fire to millions worth of equipment.

    Mang'weina himself is a part of the legacy of the North Mara mine. He was one of the thousands of unemployed locals in the area, angry over the mine's recent history of forced displacement, loss of livelihoods, human rights abuses and ongoing repression. He is the seventh person killed at the hands of mine security since July 2005, when the killing of a local boy sparked a similar uprising that resulted in the destruction of mine equipment and the subsequent detention of over 200 villagers.***

    Eyewitnesses to the 2005 killing told The Guardian (Tanzania) that "the boy who was shot dead was walking past the company premises when company security guards, suspecting him of stealing oil, stopped him. When the boy failed to heed the order, the guards called the police who, before even questioning him, shot him in the chest."

    Not one year later, security guards employed by Barrick Gold allegedly shot – five times in the back – another villager who was alleged to have illegally entered the mine complex, bringing the death toll to six.

    According to Lissu in a letter written in June 2006:

    The killings represent a major shift in Barrick's strategy for dealing with the troublesome locals who have always opposed the Mine. In the period after the forced evictions of the villagers in August 2001, hundreds of villagers, particularly community leaders and prominent locals were targeted for illegal arrests, criminal prosecutions and long term imprisonment. Numerous local leaders including the area's [late] Member of Parliament Chacha Zakayo Wangwe and elected Member of the Tarime District Council Augustino Nestory Sasi were harassed this way, with the latter being sentenced to 30 year jail before we got him out on appeal to the High Court of Tanzania in December 2004.

    Calculating from media reports, Lissu estimates that over 10,000 artisanal miners, peasant farmers and their families were kicked out of the area to make way for the North Mara mine in 2001. Since that time, there has been ongoing tension between the mine and the local communities.

    According to Allan Cedillo Lissner, a Toronto-based photojournalist who recently interviewed families surrounding the North Mara mine, "Ongoing conflict between the mine and local communities have created a climate of fear for those who live nearby." Since the mine opened in 2002, one family told Lissner that they live in a state of constant anxiety because they are repeatedly harassed and intimidated by the mine's private security forces and by government police. "There have been several deadly confrontations in the area and every time there are problems at the mine, the Mwita family say their compound is the first place the police come looking. During police operations the family scatters in fear to hide in the bush, 'like fugitives,' for weeks at a time waiting for the situation to calm down," Lissner explains.

    The Mwita family explained that they used to farm and raise livestock, telling Lissner that "now there are no pastures because the mine has almost taken the whole land ... we have no sources of income and we are living only through God's wishes. ... We had never experienced poverty before the mine came here." They also told Lissner that they would like to be relocated, but the application process has been complicated, and they feel the amount of compensation offered was merely "candy."

    According to Tanzanian journalist and community advocate Evans Rubara, this latest uprising "is a sign to both the government of Tanzania and the International community (especially Canada) that poor and marginalized people also get tired of oppression." He hopes that the recent conflict will inspire Barrick "to start another strategy that will bring a good and constructive relationship with the local communities by implementing programs that do not enhance more looting and belittle Tanzania, leaving thousands in destitution."

    Since this most recent uprising, dozens of villagers have been arrested. According to Lissu, who plans to represent those arrested, "They have arrested dozens of people; [Barrick is] on a war path; these people have been denied bail, they are targeting the youth and repression is on."

    Lissu also spoke about reports of weapons making their way into the North Mara area. "Two days ago, we got information that [Barrick is] importing weapons: a ton and a half of tear gas, and hand grenades were transported to the mine on Thursday. The hand grenades were seized by customs on the way to the North Mara Gold Mine, but have since been let through," he told ProtestBarrick.net on the phone from Tanzania.

  18. You have forgotten that gold is not a deal to think about anymore. We have freely given to the white men because they are white and we are black. You know, Tanzanians become crazy when they see mtu mweupe mweupe. Hata waliotumaliza hapa tz ni wale weupe weupe. So long rangi yako ni nyeupe nyeupe you can come to tz and reap whatever you want to reap. Now the arabs have asked for 500ha for agricultural activities in Tanzania, I can tell you, they will be freely given.
    Coming to the point, we should think about other opportunities in Tanzania as gold which God gave us freely we have given freely to Barick and other forigners. Tumepewa bure na sisis tukatoa bure. We can think of investing in other things and never speak about gold. Don’t even talk about Zito Kabwe as he has also been given what kitukidogo and his mouth is already shut. That is why he was supporting TANESCO. By the way, I can tell you, we still have a lot of investments opportunities. We have a lot of arable fertile land, we have tourist attractions, we have oceans, lakes, rivers. The only thing needed is to liberate the minds of Tanzanians. If we can do that and fight selfishness we are rich.

Every time I read things like this here I truly get sick in my stomache.To much blah blah here while we all know that lil country(Tanzania)had been sold many years ago.John Mashaka's efforts/ideas are basically rely on theories.Bongo is Bongo man,you can't bring your western knowledge and ideas in it,people will look at you like you have lost your mind.please lets stop bitching and argueing on shits that are beyond our freaking kin and start dealing with issues that matter and affect our societies like aids,orphans,educations and so forth.

  26. thanks a lot for this discussion. I took some times to read almost all articles. unlike other debates with all sorts of jokes and sluggishness, this was was debated more professionally.

    for a long time I am reading different articles about minerals in Tanzania. I read minerals because it is a potential sector which can raise the economy of our country at a rush. I must be honest that some of the articles presented here are new; I never read them.

    we must agree that few research was made on the potentiality of our minerals in the contribution to our economy. whereby miners claim to get few or no profit out of their investment the public believe that the players of this sector are highly benefiting as there is little or no tax.

    my table research identified the problem as mineral law. one will agree with me that mineral law was funded by IMF and world bank. why? when you get the answer you can realize why this sector is like that. I would like urge you not to condemn who signed the contract as they were bound by the law.

    Mashaka you are right and thanks for your concern but I am in doubt as to whether all players read this and its applicability in our economy.

    Serikali ituambie wazi kwamba mapato tunayopata kutoka katika sekta hii ni kiasi gani, na viwango vya mapato hayo vinafafanaje na vile vya nchi zingine, kama vile Botswana. Hapa nataka serikali itueleze, kwa mfano, kilo moja ya dhahabu inatuletea kiasi gani, tukifananisha na nchi zingine. Ninahisi kuwa wenzetu wanapata asilimia kubwa zaidi.

    Halafu, ninajiuliza kama ni lazima madini yetu yaendelee kuchimbwa kwa mapato duni tunayopata. Nimesikia hoja ikitolewa kwamba hatuna tekinolojia ya kuchimba sisi wenyewe, na hivi ni lazima waje wawekezaji. Hii hoja naipinga.

    Bora madini yetu yabaki ardhini. Miaka ya baadaye, watoto au wajukuu zetu watakuwa na uwezo wa kuchimba, kwa faida inayostahili.

    Kuna haraka gani ya kuchimba leo kwa hii bei ya kutupwa? Kuna maana gani wageni wachimbe madini yetu, halafu waje kutuachia mashimo matupu na labda uharibifu wa mazingira? Gharama ya kufukia mashimo na kusafisha mazingira watalipa wao? Ni hasara juu ya hasara.

    Halafu, taarifa moja hapo juu inasema kuwa mwaka jana tulipata karibu dola 200 million kama ushuru kutoka kwa wachimbaji. Takwimu za aina hii hazinibabaishi, kwani ningependa kujua hao wachimbaji walichuma kiasi gani. Bila kuelezwa hivyo, tunadanganyana.

    Watanzania tuamke. Hizi dola 200 tungeweza kuzipata kutoka katika miradi mingine, bila kuruhusu dhahabu yetu iibiwe. Naweza kutoa mfano moja. Takwimu za taasisi zinazohusika zinasema kuwa Watanzania wanaoishi nje wanaleta nchini hela zinazokaribiana na hizo dola 200 millioni.

    Badala ya kuruhusu dhahabu yetu iporwe, tungeweza kuwa na mkakati wa kuwapeleka watu wetu wakafanye kazi nje, badala ya kukaa vijiweni wakingojea ajira. Nchi nyingi zinafanya hivyo, na kujipatia pato kubwa.

    Sisi tumeng'ang'ania kugawa madini yetu kama karanga, kama vile madini hayo ni chemchemi ya maji yasiyokauka.

    Tunahitaji serikali yenye mbavu, ambayo itasitisha mikataba yote na kuipanga upya, au kuifuta. Akina Fidel Castro walipokamata nchi yao, mwaka 1959, waliwakomesha waporaji namna hiyo. Tunahitaji viongozi wa aina hiyo. Nyerere alipoongelea kutaifisha njia kuu za uchumi, alikuwa katika mstari sahihi, ila leo tumeukumbatia ubepari na ufisadi.

  36. Comment za Mashaka ni nzuri na zina-make sense. Lakini inabidi tujiulize tatizo ni nini? Tatizo kubwa la watanzania ni elimu. Aslimia kubwa ya watanzania hawana elimu ya kutosha au yenye quality kwani watu wanamaliza o'level hata english ambayo ni international language hawajui. Wanasiasa wetu wamehakikisha hatupati elimu ya maana ili waendelee kututawala na kufanya wanavyotaka. Wanahakikisha watoto wao wanapata elimu bora ili baadae waje wachukue nafasi zao. Wakati wa uchaguzi ukifika tunapewa 'bakshish' na kwa sababu elimu yetu duni tunawachagua tena!!Hii system ya elimu ambayo uanzi kusoma english mpaka darasa la tatu mpaka leo ipo na haijabadilishwa ndio maana tunaogopa East Africa community kwa sababu wezentu wakenya wapo juu kielimu kutushinda sisi.     Mtazamo wako Mzuri Mashaka. Ila dhaabu hatuna tena nchini kwetu. Zilishagawanywa kwa wakubwa.

    Watanzania ni wakati wakuyafanyia kazi yale ambayo wenzetu wanayaona. Sio kuponda na kusema eti ujumbe unawafikia wachache. Kwanini wewe uliyewezakuupata ujumbe usiupele kijiweni kwa wengine kaa tunavyopeleka matokeo ya mpira na mengineyo? Nadhani hivi itakuwa vyema zaidi kuliko na ndivyo tukavyo kuwa tunayatekeleza haya tunayosoma kwa kupelekea wenzetu watafakari kwa ina.
    Mengi asemayo mashaka ni ukweli na uwazi kwani tunayafumbia macho na matokeo yake sima mazuri siku zote. Ni nacho waomba, kwa sie wote tunaweza kuyasoma haya tuyapele kwa wenzetu na nao watazame kwa kina. Ipo siku tutatoka katika giza hili tukishirikiana kwa kina.

    Tanzania has collected only $1 million in income tax from foreign mining companies even though they exported nearly $3 billion worth of gold over a four-year period, a new report has revealed.
    As at the end of last year, AngloGold Ashanti was the sole mining company operating in Tanzania to have paid any corporate income tax, says the report by Action Aid and other advocacy groups.
    The company made a $1 million payment in 2007 on its Geita gold mine operation, which provided Johannesburg-based AngloGold Ashanti with gross profits of $93 million between 2002 and mid 2007.
    According to the report, Canada-based Barick Gold, another large mining company doing business in Tanzania, reported a net income of $97 million between 2004 and the first half of 2007 but paid no corporate income tax to the Tanzanian government.
    Between 2002 and 2006, mining companies exported around $2.9 billion worth of gold. During that time, the government earned around $17.4 million in royalties, charged at 3 per cent of the market value minus transport and transaction costs.
    “If royalties were charged at 5 per cent as it has now been recommended by a presidential commission, the government revenue would have increased to $145 million over the next five years,” says the report titled: “Breaking the Curse: How Transparent Taxation and Fair Taxes can Turn Africa’s Mineral Wealth into Development.”
    “Mining companies operating in Africa are granted too many tax subsidies and concessions,” says the report, which also covers Congo, Ghana, Malawi, Sierra Leone, South Africa and Zambia. “There is high incidence of tax avoidance by mining companies conditioned by such measures as secret mining contracts, corporate mergers and acquisitions, and various ‘creative’ accounting mechanisms.”
    Tanzania negotiates from a position of weakness in its dealings with multinational mining corporations, says Peter Kafumu, the country’s Commissioner for Minerals.
    He says: “The companies are holding a panga by the handle and we are getting the sharp end.”
    Foreign governments also lobby in Tanzania on behalf of the mining companies, the report says.
    It says that in June last year, the staff of the Canadian High Commission in Tanzania tried to influence parliamentarians to reject the recommendations of the Bomani Commission which had been appointed by President Jakaya Kikwete to review the country’s mining contracts and legal framework.
    The companies further try to take advantage of weaknesses in Tanzania’s legal structure, the report adds.
    It quotes Mr Kafumu as saying: “We have no capacity to look at their books. The companies can write the books so that third world countries cannot regulate. Even the contracts are difficult. I think the mining companies exploit our weaknesses in law and capacity.”
    The companies have used their negotiating leverage to gain exemptions from local government taxes and fuel levies, the report adds.
    It notes that under negotiated agreements, the mining companies do not pay local government taxes in excess of $200,000 a year. And even that sum, which is much lower than standard tax rates, is not fully collected.
    Royalties account for the largest source of revenues that the Tanzanian government is able to collect from the companies.
    It earned about $17 million in royalties per year during a five-year period. The figure is the product of a 3 per cent charge on the market value of gold exports, minus the cost of transportation and transactions.
    Meanwhile, mining companies in Tanzania are expected to make their formal response to the accusations contained in the report.
    Industrial sources told The EastAfrican that think the companies and the chamber for energy and minerals would be making a formal response to what is contained in the report.
    “It is not good for the industry or the country,” said the sources.

    Hoja yako ni nzuri lakini haina statistics. Tanzania ina dhahabu ya uzito gani katika ardhi yake? Hata kama tuna tani 1000, tuna uwezo gani sisi wenyewe wa kuitoa hiyo dhahabu katika migodi?

    Kila biashara inatakiwa uigharamie. Je, kama ni rahisi kuipata dhahabu kwa nini matajiri wetu wa Kitanzania hawajakimbilia katika migodi ya dhahabu na kuanza biashara hio? Je, unajua ni kiasi gani inahitajika katika biashara hii kuianzisha?

    Kuanza biashara ya migodi sio sawa na kuuza magazeti au nguo Samora. Inahitaji milioni ya dola kwanza kabla hujaiona ounce moja ya dhahabu.

    Je, kuna Mtanzania yoyote mwenye uwezo na elimu ya kuchimba na kutafuta dhahabu? Kuna mwenye uwezo wa kulipa bilioni ya shilingi kutafuta dhahabu?

    Pia, hata kama hio dhababu itauzwa na serikali itapata faida pamoja na wananchi, dhahabu peke yake haitatupeleka popote. Japokuwa inaonekana ni fedha nyingi lakini kujenga nchi si rahisi. Hata tuseme tutapata bilioni moja dola kila mwaka, fedha hio haitoshi hata kujenga barabara zetu na kuzimudu.

    Tanzania itajengeka endapo wananchi watapata elimu na watachapa kazi kwa bidii. Hio dhahabu itasaidia lakini haitakomesha umasikini wala njaa. Lazima tujenge viwanda vya kisasa, tuuze bidhaa nje kwa wingi mno, tusomeshe watoto wetu mpaka elimu ya juu kabisa, tuwapigie kura wanasiasa wanaoona mbele na waliosoma.

    Tumeshazungumza sana hapa kama miaka 30, lakini sioni maendeleo yoyote yanayofanyika japokuwa tuna kila aina ya wasomi Bongo.
    Tunazalisha USD Milioni 300-400 tu kwa mwaka. Bila ya kuzalisha zaidi, maendeleo hayatakuja nchini. Google nchi kama Afrika Kusini au Korea Kusini halafu angalia kiasi gani wanazalisha nchini kwao na kuza nje na kiasi gani inawagharimu kujenga barabara, vyuo vikuu, magari, ngege, na kadhalika.

    Pia, ufahamu kuwa hamna bei ya kitu chochote duniani inapanda tu. Bei ya dhahabu itapanda na kushuka kutokana na soko la dunia. Wasomi walisema kuwa petroli itafika dola mia mbili kwa barrel, leo ni dola 40-50. Uchumi wa dunia tajiri unaanza kujirekebisha na sasa kuna fedha mpya iliyo na thamani kama ya China, Urusi, India na ya Brazil. Sio lazima uwe na dola ya Marekani ununue vitu soko la dunia. Hapa Japan, fedha yao inajulikana duniani kote mpaka Bongo sasa wanapokea misaada kwa Yen ya Kijapani. Nikisafiri natumia Yen sio Dola nchi zote zinapokea. Dubai ilisifiwa sana kwa ujenzi wake, leo inadaiwa bilioni 40 dola hamna mtu anaweza kuishi katika majumba au mahoteli yake ya kifahari japokuwa Dubai ina mafuta. Wahindi walioijenga kwa dola mia tatu kwa mwezi wanafukuzwa kazi kila siku mpaka wanachanganyikiwa na kutembea uchi kama mnavyoona. Dubai sio Monaco, wananchi wengi ni wageni na walala hoi, wachache tu ndio wana fedha.

    huyu mtu anayetumia jina la Peter Nalitolela unajua fika sio yeye; na anaingia humu kuleta tafrani tu maoni anayoandika siku zote lengo lake ni kuchokoza na kuchafulia hali ya hewa tu na anafanya hivi anaharibu jina la mwenzie. Naona sasa wameanza kutumia na majina ya watu wengine; naona Cynthia Masasi, Jokate, Mangi Kimambe, Salama, n.k. Kwanini unaachia maoni kama haya ambayo unajua lengo lake ni kuchafua tu na wanatumia majina na watu. Kwani si uliamua kuwa comment uwe unazipita kwanza kabla ya kuzibandika; lengo lake si ilikuwa kuzuia masenene? Mbona haya yanayotokea hapa unayaachia?

    Mfano halisi, angalia uchangiaji wa mada hii, mada ni ya moto inayogusa roho ya kila mtu, na its true kwamba yanayofanyika siyo sahihi kabisa na kwamba watu wanajua kuna kitu kinatakiwa kufanyika. Ila badala ya ku-focus ili tujue wapi tutaanzia angalia watu wanavyochangia kilimbukeni na kitaahira kabisa. US Bloger, Nalitolela, Jabir na mijiuchafu mingine imetoka wapi kwenye mada ya muhimu kama hii????

    Wakati mwingine ninalazimika kuamini kwamba Bw. Mkapa na Pesambili walikuwa sahihi kusema waTz wavivu kufikiri.
