
EU approves biggest ever
co-operation programme for Tanzania
The EU Member States have approved this morning in Brussels the 2009 Annual Action Programme (AAP) for Tanzania, which includes four separate programmes worth a total of € 385 million (approximately 690 billion TSh), to be funded from the 10th European Development Fund (EDF).
This will be formalised shortly by a decision of the European Commission. This complements the bi-lateral cooperation programmes of the individual EU member states.
The four action programmes, which will be channelled through Government systems, include: A Millennium Development Goals Contract (General Budget Support) worth € 305 million (equivalent to 546 billion TSh).
The MDG-Contract will help to directly address one of the major constraints to Tanzania's development by enhancing the predictability of EU aid.
A € 70 million (125 billion TSh) Transport Sector Policy Programme, for supporting the construction and rehabilitation of roads. The Road sector has been a key sector for the EU for many years.
A € 8 million (14 billion TSh) Energy Programme to support renewable energy production, primarily in rural areas.
A € 2.5 million (4.4 billion TSh).support programme to the Ministry of Finance to strengthen their institutional capacity to address poverty issues.
In addition, approval was granted for an additional € 14.8 million (26 billion TSH) of budget support to compensate Tanzania for last years high oil prices and extra food security demands.
Commenting on the AAP 2009 the EC Head of Delegation Ambassador Timothy Clarke stated, “This is the most significant single decision taken by the EU on development support for Tanzania since EU Aid was given to Tanzania in the mid 1970s: It is the EU's largest ever financial commitment to Tanzania and provides guaranteed and predictable funding over a 6 year period.
Tanzania is one of only 7 African countries to benefit from this unique form of cooperation. It is a measure of our confidence that the Tanzanian Government will continue to aggressively tackle the economic challenges ahead, and put good governance, accountability, transparency and the fight against corruption at the centre of their agenda."
A Press Conference will be held at Umoja House at 10.00am on Friday 10th July to give further details on these decisions
Background Note:
All eight Millennium Development Goals will be covered under the AAP 2009, with a special emphasis on poverty reduction through pro-poor economic growth. Cross cutting issues, especially gender equality, environmental sustainability and good governance will also be addressed.

Dambisa Moyo ameelezea vizuri sana kwenye kitabu chake cha "Dead Aid" kuwa hii misaada haitusaidii. Tangia tumepata uhuru tumekuwa tunapokea misaada kila leo lakini hatuoni mafanikio yake!
ReplyDeleteHii misaada inatulemaza na tunabakia kuwa na tabia tegemezi. Nchi za Africa hazina tofauti na wale watu wanaoishi kwenye "Welfare" nchini Marekani. Hawataki kufanya kazi kwa vile wanajua mwisho wa mwezi serikali itawakatia cheki yao.Matokeo yake hao watu wanabaki kuwa maskini na fukara wa kutupwa.
Western World wanajua kabisa hii misaada haifanyi kazi lakini wanaitumia kama nchi ya kutu control kisaikolojia. Maana hata siku moja mtu hawezi kuutukana mkono unaomlisha.

ReplyDeleteNajiuliza EU inafaidika vipi kwa kutupa msaada MKUBWA SANA kama huo. Tutaishia hivi hivi kukinga mikono wakati tuko potentially rich kwa natural resources nyingi lakini hatufikirii jinsi ya kuziendeleza hizo rasilimali tulizonazo.

Jamani tuache mizaha JK na serikali yake they are doing wonders. Sawa yapo matatizo lakini si wanachukua hatua ya kutatua?

Patrick na watu wenye fikira kama zako sijui kama mnajua kuwa hakuna nchi ya afrika ambayo imepatiwa misaada mingi na wazungu tokea uhuru kuizidi bongo. suala hapa sio jk au jkn, bali ni mantiki ya misaada na utamaduni wa utegemezi. juzi tulionyeshwa hapa hapa madarasa ya shule uwanja wa ndege ambayo hayakuwa na madawati hadi voda alipotoa msaada huo. ninashindwa kuelewa hiyo misaada ya tunayopewa na wazungu ni ya nini kama baada ya miaka zaidi ya miaka 45 ya uhuru na misaada hiyo, watoto wa shule tena za jijini bado wanakalia mawe. hawa nao wakiwa watu wazima bongo itakuwa bado inahitaji misaada, na wakitupa tunashangilia eti raisa wetu anaheshimiwa- kweli akili ni mali- ndio hoja ya dambisa moyo.
