Response to Mashaka’s
Argument for Dual Citizenship

I must begin by commending and congratulating our comrade and my friend John Mashaka for taking on this complex and somewhat sensitive subject of dual citizenship. I must also acknowledge Mashaka’s polarizing presence on our blog. I do consider myself to be a staunch supporter of dual citizenship and I have defended that stance in various formal and informal forums and debates.
However, after examining the arguments for dual citizenship as put forward by Mashaka I am of the opinion that my friend has not done due diligence in building a strong compelling case. Since Mashaka has called for a debate on this significant matter I thought I’d squeeze a few minutes out of my tight schedule to jot down a word or two.
It was alleged by Mashaka that ‘Israel realized how important her Diaspora’s were to her economy and survival; it established Diaspora’s Affairs Ministry in the heart of Jerusalem to coordinate international effort in tapping talents and support for the Jewish state.’
The fact of the matter is that this Ministry was shut down under the then Prime Minister Ehud Olmert back in early 2007 after only 7 years of existence after being initiated by Ehud Barak. The decision to shut it down was prompted by declining interest among Israeli leaders in Jewish communities in other parts of the world.

The fact of the matter is that this Ministry was shut down under the then Prime Minister Ehud Olmert back in early 2007 after only 7 years of existence after being initiated by Ehud Barak. The decision to shut it down was prompted by declining interest among Israeli leaders in Jewish communities in other parts of the world.
Upon closure of this Ministry, The Economist magazine further articulated that there was a remarkable decline of interest in Israel for the diaspora and that Israel as a country realized that there were more pressing domestic issues that matters pertaining to the diaspora. So persuading Tanzanians to have an exclusive Governmental office to cater to the diaspora cannot be supported by what Israel is doing because that is now history.
After all, we already have the Ministry of Foreign affairs and embassies to do that job. A poor country like Tanzania does not need a bigger Government than we already have; we need to improve efficiencies instead.

For example, it is alleged that the diaspora cannot leave free healthcare where they have migrated to. This statement lacks representational faithfulness because if we take a country like the United States, free healthcare does not exist except for a few States like Massachusetts and perhaps California.
Almost 50 million Americans do not have healthcare and this state of disarray has become among Obama administration’s top priorities. Obama’s Universal Healthcare proposal is all about addressing this healthcare crisis.
Another fact to reckon is that according to a Harvard University report, majority of people who file for bankruptcy in the United States are compelled to do so out of inability to pay medical bills. An unexpected visit to an emergency room in the United States can easily translate into a $7,000 bill, a knee replacement can mean being indebted to the tune of over $40,000.
While I do support my comrade John Mashaka in this endeavor of convincing our fellow Tanzanians to see the benefits of dual citizenship, I also want to plead for caution in building our case.
If the diaspora fail to demonstrate utmost honesty and due diligence in building a case, our integrity and intentions will certainly be questioned.
My challenge to Tanzanians in diaspora, do not take Tanzanians for granted simply because you live in the developed world.
I am confident that dual citizenship in inevitable and probably imminent but if we fail to demonstrate how dual citizenship will make a difference the road will only get bumpy.
Candidly let your fellow Tanzanians know what is that that you want to do for this country that you are impaired of doing simply because you do not carry 2 passports.

My challenge to Tanzanians in diaspora, do not take Tanzanians for granted simply because you live in the developed world.

Carry two passports? As far as I understand having dual citizenship does not mean carrying two passports. You have to give up one passport, you just have citizenship in two countries. I have seen it with my Ugandans colleagues who allow dual citizenship, they give up their Ugandan passport to get the US passport although they have dual citizenship.

ReplyDeleteYour argument on the other hand is weak, alas, only serves to demonstrate your limited knowledge of the State of Israel and the U.S. healthcare system. You just wasted an entire page trying to pick apart just one example from Mr. Mashaka's analysis. It would be a waste of people's time if I even start pointing out the many contradictions from your flawed argument.
I hope you are not too offended, but try sticking to the argument at hand the next time you post something on this debate and stop bringing up some tangent and obscure facts-it weakens your credibility! Nonetheless, I do agree with both you and Mashaka that dual citizenship is inevitable and long overdue!
I really hope the government has given some serious thought on this issue and weighed all the pros and cons; bacause the path forward on this issue is very obvious!

ReplyDeleteDual citizenship depends on the actual law; if Ugandans do not carry 2 passports, then it does not mean that every one can not do that. My wife has dual citizenship and she carries 2 passports, British and American, I guess the Tanzanian citizenship would be the third, and she of Indian descent.

We need changes,unless give us other alternatives to dual-citizenship.But please don't induce fear because of change and keep doing same thing for years even if does not produce better result.

Call made for tougher action on moral decay

The government has been urged to enact a law that will mete out stiff penalties to businesspeople who import, produce and distribute pornographic materials in the country due to the latter eroding the morals of children.
The call was made by a children's rights activist, Habati Lwamitoga, in Manyoni during training on the Maputo Protocol organized by the Legal and Human Rights Centre (LHRC).
“Our government should form a mechanism similar to the Tanzania Bureau of Standards that will control the inflow of such materials in our country. Those in charge should remember that failure to control the situation will ruin not only other children but theirs too,” said Lwamtoga.
Another activist, Nasoni Nasoni, said it was becoming harder by the day to protect children due to the materials coming from different places, ranging from television and the internet, saying there was a need to tell children the difference between what is good and evil.
For her part, a representative from the National Muslim Council (Bakwata), Anaiyoka Simwoni, called for the introduction of sports clubs for children to protect them from viewing pornographic materials from street video showrooms.
Another activist, Fatuma Abdallah said, parents, especially mothers, were mostly to blame for their children's moral decay.
“We mothers are the ones who see how our children behave, starting with the way they dress. There are mothers who allow their daughters to adorn indecent clothing. In most cases, the fathers are not around, and when they are the very same children tend to wear something decent,” said Abdallah.
She called on mothers to play a more serious role in ensuring their children, especially girls, behave well.
The training, which was organized by the Gender Desk of the LHRC, brought together clerics as well as representatives from non-governmental organizations in Iramba, Singida, and Manyoni districts.
To add to a comment above; To become a US citizen one must take the oath of allegiance in which the applicant swears to:

The US policy on Dual citizenship I found in USCIS information: The current citizenship and immigration laws of the United States do not specifically address dual nationality. According to the State Department, “the U.S. Government recognizes that dual nationality exists but does not encourage it as a matter of policy because of the problems it may cause. The State Department notes that problems may arise from
• claims of other countries on dual national U.S. citizens that may conflict with U.S. law;
• conflicts that arise from a dual national’s allegiance to both the United States and the foreign country;
• dual nationals are required to obey the laws of both countries, which may be in conflict; and
• each country having the right to enforce its laws, particularly when the dual national is in that country.
Further, U.S. Government efforts to assist its dual citizens abroad may be limited. In particular, the country where a dual national is located generally has a stronger claim to that person's allegiance.
By the way I'm for Dual Citizenship I could write a book on the benefits but I would like this issue to be analyzed thoroughly so far I have read interesting comments.

First, you and Mr. Mashaka are all wrong in trying to compare the experience of other countries with us when it coems to dual citizenship issue.
We must debate strictly by ourselves on the merits of dual citizenship: for or against this issue. Outside input and expereince is irrelevant since it concerns the citizens of Tanzania not Israelis or Americans.
Though I have not given up my Tanzanian citizenship, it does not effect my life as a naturalised citizen of US. If the government pressures us to choose one or another, I will bet a million dollars in thsi forum that a Tanzanian with American citizenship will NOT choose Tanzanian citizenship.
The reasons are quite obvious to anybody with a common sense: living in a developed country or licing in a poor country, visa free travel or hasssling with racist immigration officers in the embassies, healthcare, education and safety for the family, etc, etc.
Now, if you want me to come and live in Tanzania and contribute to the development of my country, i will be more than happy to do so, using my Doctorate from UCLA in Business Administration, but you need to convince me that my life and that of my family will be better off in Tanznaia and that I will not eb harrassed by corrupted officials because I happen to have 2 passports. I can deal with dirty drinkingw ater and poor electricity and roads, but I ahve little patience with government harassment of the people. If you respect my right as ahuman being in the court of law, I will come back tomorrow. This is the reason why we aquire foreign passports, at least in my case.
I think Mr. Mashaka started a very good debate and US Blogger made a good response. Then after that what happened was some dumb and probably uneducated people started accusing these two personally.

He righly argued that Mashaka got it wrong when he talked about free healthcare. The US healthcare does not make a difference between an immigrant and a local. Both have to pay for it.
And in the UK, healthcare is free to both immigrants and the locals. Even illegal immigrants gets free NHS healthcare in the UK. So we have to be honest here, Mashaka used wrong examples. He even got wrong about the Israel example as it outdated.
Nevertheless, Mashaka has a good point. We just need to get our heads around contribute to the debate instead of lashing out to each other.

ReplyDeleteI must say, I do support the argument of having dual citizenship for our Diaspora Community, but I don't support Mr. Mashaka assertion of his ideas on everything around USA or Israel for that matter, why not detailing examples of our neighbouring country, that’s give me a stance conclusion, that Mashaka is lickspittle of imperialist, and nothing else, he in turn would save those interests of his masters once coming to fore of our government apparatus.

Nyerere alisema "msiseme hatutaki, anzeni kuongelea jinsi ya kuishi kwenye nchi yenye vyama vingi". Ningelishauri tujadili jinsi ya kuwapata Watanzania waliokimbilia nje bila ya kuwaharibia mipango yao ya Kimaisha kuliko kusema tu hatutaki.
