Uganda is all set to host the fourth ordinary Summit of the International Conference on the Great Lakes Region (ICGLR) from the 11th- 16th December 2011 under the theme “United to Prevent, End Impunity and provide Assistance to Victims of Sexual and Gender Based Violence” The Summit will be preceded by the meetings of the First Ladies, the Ministers of Foreign Affairs, the Ministers of Gender, the National Coordinators and experts from government and civil society organizations from the 11 Member States of the ICGLR and beyond.
Top on the agenda of the Summit is the special session dedicated to deliberate and strategies on tackling the endemic problem of Sexual and Gender Based Violence (SGBV) in the Great Lakes Region.
In addition the Summit will also consider the progress report on the implementation of the Pact on Security, Stability and Development in the Great Lakes Region, as they mark the 5th Anniversary since its signing in 2006, in Nairobi, Kenya.
The Heads of State will also be presented with progress reports on the work of the ICGLR including Regional Committees on the illegal exploitation of natural resources, prevention of genocide and crimes against humanity, election observer missions and the strategic plan for the Levy Mwanawasa Regional Centre for Democracy and Good Governance based in Lusaka, Zambia for their consideration.
There will be change of ICGLR chairmanship of the Summit in which the President of Zambia, H.E. Michael Sata will hand over to Ugandan President, H.E. Yoweri Museveni who will hold the position for the next two years.
The Summit will also appoint a new ICGLR Executive Secretary as the term of the incumbent expires at the end of this month, December 2011, and would consider the application of the Republic of Southern Sudan for membership.
Finally, in a closed door session, the Heads of State will consult on the security situation in the region, focused on tackling collectively the negative forces and armed groups for sustainable peace and stability Several delegates from the 11 ICGLR Member States, members of Co-opted countries,Partner States, Development Partners, UN, AU, Regional Economic Communities (RECs), women, youth, civil society and Parliamentary forums as well Observer Organizations have arrived in Kampala to attend the Summit that will take place at the Munyonyo Commonwealth Resort in the outskirts of Kampala city.
