Cry Tanzania. Cry the beloved country

I never knew time would come when I would compare the Tanzania of revered Mwalimu Julius Kambarage Nyerere to the DRC of Mobutu Sese Seko Kuku Ngbendu Wa Zabanga. I am afraid if things continue the way they are, I will soon have to.

For some time now, I have been following the postings on a Tanzanian website, www.habaritanzania.com. If any of you, dear readers, have accessed digitalcongo.net, that other website from the DRC, the similarities are striking. First of all, for many years, digitalcongo simply had a xenophobic and jingoistic agenda. So does habaritanzania. In the case of the DRC, whoever was considered a political opponent was tagged with the label of being Rwandese, or in the service of Rwanda. The hate campaign orchestrated in part by this media outlet saw its apogee in the bloodletting of Bukavu in 2004. Predictably, the demon of ethnic sectarianism in the DRC has come back to bite those who let it out of the bottle with a vengeance! Those who called their political opponents foreigners yesterday are themselves tagged with the same label today. And they are crying foul! Were it not so tragic, it would be poetic justice indeed.

Now, Habaritanzania is going the way of digitalcongo. It is filling Nyerere's land with the most xenophobic venom imaginable. Mwalimu must be turning in his grave! I hope the views of this media house are not shared by the authorities of that country but I have not seen any rebuttals so you must understand my concern. Habaritanzania's message is simple. Tanzania is for Tanganyikans. The Union with Zanzibar was a mistake. Kenya should be kicked out of the East African Community, and Burundi and Rwanda should never be admitted to the Community. What a farce! What a sad day for Tanzania!

Let us begin with Tanganyika's union with Zanzibar, perhaps late Mwalimu's most brilliant political masterpiece. Habaritanzania says Zanzibaris simply use the mainland as a Lebensraum for lack of land. That they use it as an overflow valve, a land for excess population. Given their way, Habaritanzania would build an electric fence along the maritime coast and send all Zanzibaris back from whence they came. What about the gas and oil reserves along the Zanzibar coast? The xenophobes couldn't care less. What about the pride we all have of Salim Ahmed Salim, that brilliant Head of the Nyerere Foundation, former Head of the OAU and almost first African UN Secretary General? The Jingoists don't give a damn (forgive the expression!). The Union truly is in trouble, and all Pan Africanists have reason to worry.

Then consider Kenya. Habaritanzania says this country should be kicked out of the East African Community because Kenyans are poorer than Tanzanians, that they have less arable land, and glaring socio- economic inequalities. That the Kenyans simply want to come in and take Tanzanian land. That Tanzanians will soon be forced to produce only two children instead of five so the government can give away land to the other foreign three! Weep the beloved continent. All this could of course be dismissed as the nonsense it is, except that, curiously, Kenyans are now increasingly finding it more difficult to live and work in Tanzania. The non tariff barriers to trade are on the upswing, and there is tension along sections of the Kenya - Tanzania border with Tanzanian papers awash with rumors of Kenyan policemen crossing the common border to harass and kill innocent Tanzanians. Forget the fact that under the EAC Customs Union, some Kenya goods are slapped with an internal tariff whereas Tanzanian goods entering the Kenyan marked are zero rated. As a matter of fact, Egypt, which is not a member of the EAC, offers better trade terms to Kenya than Tanzania, which is a member. The reason, fear of the vibrant Kenyan private sector and her competitive economy.

This brings me to Habaritanzania's aversion to Burundi and Rwanda joining the Community. The reasons are the same, and ridiculous. That the two countries have a high population and will therefore swamp Tanzania. That the colonial history is different, and that the countries have an expansionist foreign policy. Humbug all, but we shall examine the claims. First, I am surprised that Burundi's and Rwanda's population is seen as a hindrance, not an opportunity. Rwandans should be unapologetic about seeing the East African Community as an important market. The Community, when Rwanda and Burundi are admitted, will have a combined population of more than 100 million. What an opportunity to all forward looking leaders and citizens! Mwalimu Nyerere would be ecstatic; Nthelezi Nesaa of Habaritanzania is gloomy at the prospect. If Tanzania is so developed as Nesaa claims, why should the prospect of competition with Rwanda and Burundi on the market be such a nightmare? If they are fearful of competition with Rwanda within the EAC, they must be terrified of the current cutthroat competition within the global market. The problem with Burundi, Kenya, Rwanda, Tanzania and Uganda is not that they have a large population, but that the population has a very low purchasing power, partly because they are in a peasant economy. Wake up and smell the roses Habaritanzania. It is not the size of the landmass that matters. Development is not in the soil, the trees, the rocks, and the water. It is in the mind. Singapore, Japan, Thailand, Switzerland are cases in point. They consistently outperform Tanzania despite having fewer natural resources, and a very high population density to boot!! Think about this.

As for expansionist foreign policy, this a myth fed to the poor peasants of Ngara. They have been fed a consistent diet of the bogey of a Rwandan and Burundi invasion for so long that the poor people are tetanised with fear. They are afraid Rwandans are coming to rule them as if there is a leadership vacuum in Tanzania. A comparison between the number of times the Tanzania Peoples Defense Forces (TPDF) and the Rwandan Defense Forces (RDF) have been engaged in foreign expeditions should however put the lie to rest. The TPDF have been involved in almost all the wars of liberation on the Southern Part of our continent. They have removed at least one Head of State, a very nasty one I grant you, by the names of Alhajji Field Marshall Dr Idi Amin Dada, VC, DSO, MC, CBE. The TPDF have been very interventionist, and rightly so. Theirs is a record to be proud of. I simply wish they had capped this distinguished record by intervening once more to stop the genocide in Rwanda, and working with the RDF and other regional forces to remove another nasty Head of State, Field Marshall Mobutu Sese Seko Kuku Ngbendu Wa Zabanga.

Inform the poor people of Kabanga in Ngara my friend. The intervention of Rwanda in the DRC helped neutralize a grave source of instability in the region, the Exfar Interahamwe, and has allowed that great country to have a shot at a democratic dispensation. Mwalimu Julius Nyerere would be ecstatic; Nthelezi Nesaa's Habaritanzania gnashes its collective teeth.

Thousands of poor Rwandans have recently been and continue to be pushed out of Tanzania, many without their belongings, or their savings. Some have lived in that country since the 1920s. I never thought such a day would come. I never imagined Mwalimu's land would one day turn into a hotbed of xenophobia. I never, in my wildest nightmares dreamt that the day would come when tolerance would be replaced with jingoism and expulsion of Africans from African land. I never knew the day would come when we would have a destructive Ivoirite in West Africa, a silly Congolite in the Center, and a worrying Tanzanite in Eastern Africa. But then I never knew many things.

I trust the sentiments of Habaritanzania are minority sentiments. If they are not, be afraid Tanzania, be very afraid.

    I couldn't have agreed more. A Rwandese can never understand the complexities of the Tanganyika and Zanzibar union. The writer's intention, in my opinion, is to drum up the integration of Rwanda and Burundi into the EAC. Hakuna kingine zaidi ya hicho.

    Comparing Tanzania and DRC is just ridiculous, for we have different historical and cultural differences. Preaching the politics of fear may work for others, but I am convinced that ain't gonna fly with Bongolanders.

    He has no idea of the complexity of our union hence should let us do the discussion our way.
    We are as democratic as we have always been and hence we dare to discuss matters and reach conclusions without use of guns (of course wanaotaka kutrafic guns kupitia hapa wanaweza as long as wametoa mshiko )
    However for years some African countries have been taking advantage of our good nature for their own advantage.
    Somehow that has got to stop ! especially now on this competitive capitalistic economy.
    Japanese do something similar and so is everyboy else.

  6. Jamani tukubali ukweli. Watanzania wengi english yao ni POOR. Tunasoma english kuanzia darasa la tatu, lakini wengi wetu hatuko fluent. Tatizo ni kuwa hatufanyi mazoezi ya kuongea. Tukifundishwa darasani, kinabaki darasani. Kwa wachache watakaojaribu kuongea nje ya darasa wanaitwa"wanajifanya wazungu". Ndio maana waKenya wako more fluent kwa sababu wanaongea, hata kama ni broken, lakini wanaifanyia lugha mazoezi. Kitu chochote bila mazoezi hakikai/hakidumu. Pia baadhi ya wanafunzi wanadharau somo la english, wanadai, "english itanipeleka wapi". English ni lugha ya kimataifa, ni muhimu sana kuijua. Jamani wananchi wenzangu, tuamke na kuwa serious na ENGLISH. Tunachohitaji ni mazoezi tu.

    Whoever wrote that article has nothing in his mind than touting for the Rwandeese and Burundian to join the Federation. In itself there is no wrong with that. My only problem is draging the name of Tanzania into that. We are not ready for the federation no matter what Mseveni and Kagame say. The areas into which we have tried to reach commonality like customs and tarrifs are nothing than illusions, how can we dream of a federation while other issues are not resolved? Why can't we learn from the EU which despite it so much to envy success are approaching the issue cautiously?

  8. Tanzania, you have come a long way, baby!

    Oh, the once East African Cinderella, soar to new heights, along new zeal, new vigour, and new speed, albeit clattering noises! You may lack the competitive edge advantage, vis-à-vis, Kenya or Uganda. But your competitive edge politically is far ahead of both Kenya and Uganda, including your cherished Africa’s envy: peace!

    Kenya is still searching for its political heart; the State is very weak. It tends to tear the national fabric into ethnic and regional idiosyncrasies.

    In Uganda there are still signs the Northern part, which did not support Yoweri Museveni, in last general elections. There is also the tendency towards federo (federation) as advocated by the southern Kingdoms of Buganda, Bunyoro and Butoro, especially Buganda. The Northern part is sometimes agitating to secede and form the Nile Republic, possibly, join their cousins of Southern Sudan.

    In Tanzania, we still have our own China Tibet-like or Russian Chechnya-like problem, the Zanzibar Factor, which invites some cession tendencies towards independence.

    Until Kenya, Tanzania and Uganda address their weakening and tearing social fabrics, and stitch or weave new national fabrics, there is no need of hurrying the so-dreamed of East African political and economic union.

    Foreign-progenitored sweet sounding ideas are often floated and sold to Africa. Are there no other options acting as windows of opportunities for cross-boarder exchanging of our products (goods) and services without dreaming of a “political union” of East Africa? Why do we want to create a big market? For whose advantages?
    The West balkanised the Soviet Union because that political arrangement and institution was virtually inimical to capitalist penetration! Once the Kremlin declare, NYET, the rest of the Union heeded the call. Why not balkanise it and establish a mushroom of small states, and then pump into them SEED money, similar to the Marshall Plan?

    We are instructed to the contrary; we must form bigger units to be competitive. Why? We, wananchi, have low buying-power capacity. Our governments are. Unite the three big governments (and a mini Zanzibar) then create a mega government.

    A business venture capitalist does not have to negotiate with “four” governments. – only one mega government, and the business exponentially spread throughout East Africa!

  10. It's official: Rwanda, Burundi join East Africa next month

    Rwanda and Burundi will join the East African Community next month.

    Early this week, the two countries concluded signing agreements accepting all conditions, including joining the two-year-old EA Customs Union. The agreement was signed by EAC permanent secretaries led by Kenya’s Foreign Affairs PS Peter Nkuraiyia.

    The official pronouncement will be made at the specially convened meeting of the EA ministers responsible for the regional integration in Arusha mid next month, according to EAC secretary general Juma Mwapachu.

    The ministers’ recommendation will be presented at the EAC Summit, the final ruling body, scheduled for November 30 in Dar es Salaam.

    Mr Mwapachu said after the two countries' accession, the region’s base for investments and trade would be widened, making it attractive for development. The bloc will have a total population of about 110 million with massive opportunities in agriculture, tourism and mining.

    During the negotiations, the two countries wanted to delay joining the EA Customs Union by about three years, which was rejected by the negotiators.

    After high-level consultations with their capitals, they accept to join not only the Customs Union, but also the envisaged EA Common Market planned for 2008, which is the second stage of the regional integration.

    The Common Market will allow free movement of people, labour and capital.

    Both countries have agreed on the third EAC Development Strategy (2006-2010), investment incentives and joint marketing.

    Under the agreements, the two countries also endorsed the three band Common External Tariff (0, 10, and 25 per cent) and the gradual elimination of the all internal tariffs by 2010 as agreed by the founding partners – Kenya, Uganda and Tanzania.

    The meeting was informed that Burundi has free trade arrangements with Kenya, but has preferential tariff treatment at 80 per cent reduction with Uganda in accordance with Comesa rules. Goods from Tanzania attract duty rate in accordance with the Burundi Tariff Act.

    The Burundian delegation, however, promised to phase out internal tariffs once formally admitted to the bloc. The two countries, which have experienced many years of civil war, have agreed to conform with the EAC strategy on cross-border crime, refugees, interstate defence and security and prevention and control of small arms and light weapons.

    They have signed on to the EAC’s position on combating terrorism, inter-parliamentary mode and fora for joint co-operation, including the envisaged political federation, the ultimate objective of the regional bloc.

    Rwanda and Burundi’s entries follow fact-finding visits by the EAC’s special verification committee to Kigali and Bujumbura recently.

    Rwanda had applied in 1996 to join the EAC and Burundi in 1998. However, the applications were deferred because the three founding partners were yet to establish the Customs Union, which came into force on January 1, 2005.

    After the admission, Burundi and Rwanda will be allowed to use the East African passports.

  14. Tanzania ni kivutio kikubwa sana ulimwenguni na barani Afrika. Kuna madini mengi, Ardhi yake ni kubwa na iliyorutubika. Wajerumani kutokana na ubabe na ujeuri wao walihakikisha kuwa wameichonga mipaka ya nchi yenye wigo (fenced) wa maziwa makuu yote matatu katika Africa, Mlima Kilimanjaro wote uko ndani ya Tanzania, Kenya iliambulia cliff tu. Vile vile hawa Wajerumani walihakikisha kuwa mto Kagera haugusi kabisa Uganda na mto Ruvuma hawakuuachia kwa Msumbiji. Tanzania vile vile ni nchi yenye biggest wildlife duniani (Wazungu, Wahindi, Waarabu, na WaAsia wengine waliwatafuna wanyama wao wote hata simba), hivyo ni honeypot au kivutio cha Utalii kwa wanaotaka kuona wanyama pori. Mwalimu wetu Mtukufu na Baba wa Taifa alihakikisha kuwa amani na upendo vimejengeka nchini. Panga pangua, Kiswahili ndiyo mzizi na msingi wa kupatia hiyo amani na utulivu tuliokuwa nao kwa sababu wote tunaongea lugha moja. Manchi mengine kama Uganda au Kenya watu wana mother tongue tofauti, hivyo inabidi wajifunze Kiingereza ili waweze kuwasiliana na mtu wa kabila jingine, vinginevyo wanabaki kuishi kikabila tu. Mfano ni kwamba utakuta kuna asilimia 95 ya Wajaluo ambao wamezaliwa toka kwa wazazi ambao wote ni Wajaluo hakuna kuingiliana kama huku kwetu Tanzania unakokuta Mchagga kazaa na Mmakonde na asilimia kubwa ya Watanzania wana damu ya mchanganyiko wa makabila tofauti. Huu ndiyo Utanzania, siyo eti ni marufuku Mhutu kumwoa Mtutsi au M-Luganda kumwoa MuAcholi n.k.


    Matokeo yake hawa wenzetu wa kutoka Kenya, Uganda na kwingineko wameishalelewa na kukulia kwenye mazingara ya kubaguana (born and bred in racial and prejudice environment). Kwa kuwa misingi ya ubaguzi ni kukandamiza watu wengine ili ufaidike. Silaha ambayo hawa wageni kutoka nchi jirani na wawekezaji wao wanaitumia ni kuwapiga msasa wa Tanzania kuwa eti hamjui Kiingereza hivyo basi tupate kazi sisi wa kutoka Uganda au Kenya or whatever. Mbona wa Marekani na Wazungu wengine wana Outsource production in Vietnam or China ambako hata babu yake MasalaKulanga wa kule kule kulikovunjika shoka kukabaki mpini anakijua king'eng'e kuwashinda hao waChina na wenyeji hao wanaweza kuzalisha mali zinazopelekwa duniani kote? Vile vile tukae tukijua kuwa Tanzania ni nchi yenye soko kubwa sana ambalo walaji wote wanaongea Kiswahili, hapa naona kufikiria kuwa kujua kiingereza ndiyo akili, basi tena tunarudi nyuma kabla ya uhuru. Kuna mamilioni ya watu huko Australia, New Zealand, USA UK Ulaya na kadhalika ambao wanaongea kimombo lakini hawajui kusoma wala kuandika. Kiingereza ni vizuri kukijua lakini isiwe ni sababu ya Manyang'au kuinyan'gula na nafasi ya mwananchi wa Bongo. Tuwapate waTanzania wachache wanaokijua Kimombo na wawe wakalimani kwa matarishi na mameneja wa makampuni.

  16. Now you can see clearly that anony of Tuesday, October 17, 2006 8:23:17 PM and of Tuesday, October 17, 2006 9:00:05 PM are both Kenyan. This is proved by their Kenyan Swahili eg. Kenyans call Tanzanians Watz but Tanzanians refers to each other as Wabongo.

    We ask you guys not to stir rubbish and confussion in our cool and humble society, please put your big watermelons like heads down and shut up or go back to your man eat man society. Wabongo still have love and respect to their fellow mankind, don't try to poke them.

  20. The issue rised by the articles form from New Times, can't pass without a comment. First of all I think the issue rises plausible concerns in the great lakes region. I was born Rwandese, Born in Northen Tanzania. I think many Rwandese appriciates the kindness given to our parents who lived in Tanzania for more than 30 years. However,as the main articles points out, there are concerns on the certain events that seem to contradict the spirit of Pan Africanism which Nyerere poineered and defended. To be brief- one of the writers in this website, Wrote about " hima empire", some of Tanzanian news paper talked about "Tutsi empire", and some are now saying that Rwanda and Burundi have Expansionist intent!! These are typical Divisive thinking which needs to be crushed. Also in recent months, Rwandese- some who were born in Tanzania are being forced to return home, with their property confiscate!! Is this a Nyerere's Tanzania ? or is it becoming Obote's Uganda!!! As Nyerere said, the curse of segregative tendencies never ends, talking on Zanzibar issue- he once said: Today people are talking about Ubara and Uzanzibar; tommorow there might be, Uzanzibari and uzanzibara!! So watch out. With regard to EAC, whether some people don't like that, "Rwanda and Burundi, Here we Come"

Ikibidi wanafunzwa; kama India inavyotumia raia wake waliosemea USA na UK kuwafunza raia wenzao walioko India.Halafu huko USA na UK kwenyewe si wote wanajua kusoma na kuandika 'proper English'.
