AFTER landing a highly controversial $500,000 loan from the National Bank of Commerce Limited in 2002, the company owned by former president Benjamin Mkapa and first lady Anna Mkapa bought the building housing the upcoming Bank M (Tanzania) Limited in Dar es Salaam for the same amount, it has been confirmed.
THISDAY investigations have uncovered that ANBEM Limited, in which Mr and Mrs Mkapa are sole directors, also used the same building on Plot No. 8 Ocean Road in the city?s Sea View area as collateral for the NBC loan granted to the company in July of that year.
However, records show that a legal mortgage for the $500,000 loan to ANBEM Ltd was dated May 14, 2002 - some two months before the company actually gained legal ownership of the property.
The mortgage was officially registered and filed at the registrar of companies on July 12, 2002 - two days after ownership of the Ocean Road office building was officially transferred to ANBEM Ltd.
Official government records also show that ANBEM Ltd paid $500,000 (approx. 630m/-) to a local company called Tanzania Building Works Limited for the two-storey building.
Situated right next to Mr and Mrs Mkapa?s official residence after retirement, the building currently serves as the official registered office of the new bank that is now in the final stages of being launched after a fast-track registration process starting only in February this year.
Our investigations have further revealed that Tanzania Building Works Ltd, which is a limited liability company headquartered in Dar es Salaam, acquired the office building in January 2001 for $426,250 before selling it to the company owned by ANBEM Ltd for a small profit.
Legal documents for the purchase of the building by ANBEM Ltd were drawn up by Kapinga & Company Advocates, the same law firm that dealt with the incorporation of the company owned by the Mkapa family.
ANBEM?s application for and subsequent acquisition of the NBC loan came at a time of heated national debate over the privatisation process surrounding the once state-owned financial institution.
The bank was eventually taken over in April 2000 by South Africa?s ABSA Group, which obtained 70 per cent of the bank?s shares for a reported total price of just 15bn/-.
And after sealing this loan, ANBEM Ltd proceeded to seek and land another hefty credit-line in the form of 250m/- granted by another leading local financial body ? CRDB Bank Limited ? in November 2002.
Our findings further show that as collateral for the CRDB loan, ANBEM Ltd used the Mkapa family’s vast Dizingu farm property at Mkindo area near the Mtibwa sugar estate in Morogoro Region, with certificate of title number 15021.
ANBEM Limited was officially registered with Mr and Mrs Mkapa named as sole directors and shareholders on June 22, 1999, while the couple were still at State House.
Among other things, the stated objectives of ANBEM Ltd include: ?To carry on business and to act as merchants, general traders, warehouse, stockists, shopkeepers and operators of supermarkets, commission agents and carriers.?
And in the legal documents for setting up the company, Mr and Mrs Mkapa described themselves as ”entrepreneurs.”
THISDAY has sent written questions to Mr Mkapa’s office in Dar es Salaam regarding the nature of the business transactions conducted by himself and Mrs Mkapa while at Ikulu. No response has been forthcoming so far.

Ushauri wa bure kama huwa anatukana wakristo ni vizuri aende akauze vitabu vyake msikitini au kwenye madrasa kama wanavihitaji.

Hivyo vitabu kama ni pilau kale mwenyewe mpemba wewe mimi sinunui. Hata ukinipa bure sipokei.
Jamani tujifunze kutoa haja mara wapemba mara wa nini. Tuonyeshe uwezo wetu na sisi tuandike kama kinachoandikwa si kweli. Jamii ya kisomi inafanya hivyo sio kushambulia, kutokununua kitabu hakukusaidii wapo watakaonunua na wewe hutafaa chochote. Andikeni hoja
