Ballali censured over gold audit contract

Former governor of the Bank of Tanzania Daudi Ballali was yesterday accused by a member of parliament of hiding the contract documents signed between the government and Alex Stewart Assayers, who were contracted to audit proceedings from gold sales.
The leader of the opposition in Parliament, Hamad Rashid Mohamed (CUF, Wawi) said despite his concerted efforts to have the documents availed to the House, nothing had been achieved.
Mohamed, who was presenting his private motion on Alex Stewart/ government contract, called on Speaker of the National Assembly Samwel Sitta to intervene and have the request honoured.
He said it was necessary to have the document availed for public consumption, as the contract had cost the nation billions of shillings.
However, Prime Minister Edward Lowassa said the delay was due to complications experienced at the BoT and the fact that the former central bank governor had been sick.
Mohamed called for government intervention so that the documents were availed to Members of Parliament.
Speaking to this reporter, the legislator said he had been demanding the documents since August last year, but all in vain.
President Jakaya Kikwete rescinded Ballali`s appointment, following irregularities which were revealed after the auditing of the central bank`s External Payments Arrears (EPA) account by an international audit firm, Ernst and Young.
The audit revealed losses of over 133bn/- made through fraudulent transactions by 22 companies in 2005. Most of those companies were either phony or had tendered fake documents.
The decision to fire Ballali comes in the wake of claims made by the opposition in the House from mid last year that large amounts of public funds were unaccounted for in the EPA account because of dubious deals.
