Job Description

1) GENERAL BACKGROUND
The Local Governance Support Programme (LGSP) is a joint UNDP-UNCDF endeavor with a primary objective of supporting the establishment of a fully-fledged and effective local government system in Timor-Leste. LGSP is building upon the achievements of two previous projects in the area of decentralization and local governance, and will do so by:
(i)Providing policy-relevant lessons from pilot activities;
(ii)Assisting the Government in formulating a comprehensive legal and regulatory framework for local government; and
(iii)Supporting implementation of local government reforms.

Through achieving its primary objective, LGSP will thus contribute towards improving infrastructure and service delivery, thus fostering democratic governance and reducing poverty in Timor-Leste. The programme commenced in early 2007 and will operate until 2011.

UNDP and UNCDF are implementing the LGSP in close coordination and cooperation with the Ministry of State Administration and Territorial Management (MSATM). Through this advertisement, UNDP now wants to recruit a temporary consultant to design a MSATM Website.

2) OBJECTIVES OF THE ASSIGNMENT
Work with the Information, Education and Communications Advisor, under the supervision of the International Technical Advisor for LGSP to develop a website for the Ministry of State Administration and Territorial Management that will disseminate information about the Ministry’s activities and the Government’s decentralization process.
3) SCOPE OF WORK

The website should be designed to fulfill the following requirements:
- The website design should be simple and easily modified
- Webpage will be replicated for three languages: English, Portuguese and Tetun. The design should facilitate easy navigation between these three languages and organized files for separate hosting of the pages in the three different languages
- 30 total pages (10 in each language) including front page and site index
- Where necessary consultant should produce all relevant graphics, including navigation bar with graphics reproduced in all three languages
- Small page size (no Flash, moving or large objects/graphics) for hosting on a server with low bandwidth- Website should be accessible for regular updates through Dreamweaver and the preferred design method is using CSS – please no designs using tables
- The design should be tested on all major web browsers for compatibility, including Mac/PC compatibility.
- Must have clear and understandable organization of website files for handover to website manager

4) DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL
This assignment can be completed remotely, without travel to Timor-Leste, if the consultant is capable of being in daily communication via email.
If out-of-country, Consultant should also be able to provide facilities for easily transferring files through FTP or reviewing over HTTP (not over email). Total timeframe for the website design project should be able to be completed within two months from the start of the contract (1st June – 1st August 2008)

5) FINAL PRODUCTS
Complete design of a website for the Ministry of State Administration and Territorial Management:
- The final product, with all requested revisions completed, will be transferred to MSATM, with all requested information uploaded for the initial website launch;
- The website has successfully been tested through a ‘soft launch’ or a prototype website on Ministry servers to test that the features of the website are functional;
- The final design will have been approved by all relevant officials within MSATM;- All materials produced during the duration of this consultancy, including all designs, will be the sole property of LGSP and MSATM, and cannot be redistributed to other parties without the written consent of LGSP;

6) PROVISION OF MONITORING AND PROGRESS CONTROLS
Designer will provide three samples of basic layout for the overall webpage scheme after initial discussions with LGSP and MSATM, and after review of the three designs will then complete the website based on the chosen design.
Consultant must be willing to make all requested alterations to the webpage design for a total of three revisions after the final design is chosen, and an additional two revisions to the organizational layout of the website once all pages have been completed.
Revisions will be requested by the IEC Advisor after the website design and layout has been reviewed by Ministry officials. Regular liaison via email, if not in-country, with the IEC Advisor will be essential for the completion of this project. Consultant will be responsible for the initial uploading of website copy; however the consultant will have no responsibility for website management after the website design has been completed and approved.

7) DEGREE OF EXPERTISE AND QUALIFICATIONS
The selected consultant will have:
- University degree in Information Technology fields;
- 3+ years experience in website design;
- Demonstrated previous experience designing websites in DreamWeaver and Related Products as well as CSS design;
- Be well organized with a proven ability to produce final materials within the expected timeframe, and if working out-of-country, proven ability to complete assignments remotely;
- Consultant must have fluency in English;
- Portuguese and Tetun language ability an asset but not required.

All applicants must submit the contact details (including email) of three references and also must provide web links to their portfolio of previous work. Applicants must also submit a requested total fee rate for completion of the work as described in this TOR which includes the consultancy fee and all other related expenditures, including the use of the consultant’s own computer and design software.

Selection of consultant will be made based on the fulfillment of the above criteria, on the recommendations of referees, on the total requested fee and on the evaluation of previous design work from the portfolio provided.
8) REVIEW TIME REQUIRED
Payment to consultant will be approved upon satisfactory completion of the website design and the requested revisions and the final transfer of the website files has been completed.

9) CONSULTANT PRESENCE REQUIRED ON DUTY STATION/UNDP PREMISES
This assignment can be completed remotely, however the consultant should have previous experience and succesfully completed remote assignments.
