Since the original article by Mr. Mashaka was termed a debate, let me chip in my few cents.
While I respect Mr. Mashaka’s courage to share his ideas openly, I don’t believe this particular “debate” carries with it any significance to Tanzanians and even the Chinese folks. Let me break it down.
I think it is ridiculous to inquire of the obvious. I am positive Mr. Mashaka is aware of the African history, the present and probably the near future. China’s presence and positioning in Africa didn’t start in the last decade.
We have the Urafiki and Tazara in Tanzania to prove my point. Even before we talk about the Chinese, we have Karl Peters and others to prove the fact that Africa was and will continue to be a battleground and a laboratory to test various foreign and economic policies, cheap resources and a vast market for Western and Asian goods.
My point is this – China’s intent is not that different from Karl Peters’ intent ages ago. Can we tell the Chinese to stop pursue their interest in their own terms? I wish you luck trying. My next point is this – we have no right to question China’s policies. That is because all countries are “corporations”. As such, each “corporation” has the right to do what is best for them to succeed, expand their influence and market share.
Obviously, there are questions of morality and legal limits (international treaties, etc) that must be considered. Nevertheless, can any Tanzanian demand that the Chinese condemn Mugabe or Kibaki while the Tanzanian president and other African presidents, for instance, failed to do so? I believe that is called hypocrisy.
If China has chosen a non-interference policy, that is their prerogative. Didn’t Tanzania, at one point, chose to join a non-aligned movement when the world political and economic policies called for choosing sides (i.e. the cold war era)?
Furthermore, didn’t US Secretary of States, Hillary Clinton, avoid tackling China’s human rights records in her recent Asian trip, simply because of the US economic interests? See my point?
The call for China to take a stronger stance against “evil” African empires has been the Western mantra in the recent past, after seeing their own policies fails to achieve inroads to the African riches.
So really, condemning China has nothing to do with loving Africans, but has to do with the Western cry for a level ground when it comes to having influence over Africa.
I think it is naïve of Mr. Mashaka to join the choir without really thinking of the underlying motive.
Don’t get me wrong, I am not trying to defend evil empires in Africa, I’m just trying to point out to the fact that China can’t be forced to change Africans’ own self-destruction. That is because Africa’s destiny lies on the hands of Africans themselves. So what if the Chinese don’t truly care about Africans?
Waiting for the Chinese to liberate Africans is a crazy proposition. Can’t Zimbabweans acquire their freedom from Mugabe, for instance, without the Chinese voice? What I hate about Mr. Mashaka’s arguments is that it positions Tanzania and the entire Africa as perpetual weaklings. It reinforces the idea that any “Big Brother” has the responsibility to take care of “us”. Such a proposition does not really pose toughest questions that Africans ought to ask themselves.
Neither does call for accountability on the Africans’ part to take care of their own.
As an educated person, Mr. Mashaka ought to know that as long as there is demand for the Chinese “hand”, they will deliver their influence. The scramble for African resources didn’t start with the Chinese and will never end there.
That is nothing we can call out the Chinese for, but something that we can challenge African leaders on, because I am not sure if I’m scared more of the Chinese or corrupt African leaders. Let the Chinese do Chinese. Let us do ours. The problem is this – we don’t have game. So we end up whining. Mdau,

I totaly I agree with you this is free market Sovereign nation has right to set up their policies it is up for African nation to make decision on how they what to Govern their Country or if they like to have regimes which favor Bureacracy and corruption. African problem would not be solved by US, UK, CHINA, WORLD BANK, IFM OR ADB would be solved by African THEMSELVES. I totally believe this untill us as African we decide to rule our country by the rule of law and implementing good economic strategy and policies then we will emerge as viable nations.

Mashaka's article is deep and concise and seemingly some are responding out out of sheer emotions rather than substance
Mashaka has not lebbeled China to be a devil. His analysis is not DEFINITIVE he is raising a concern, he has cited problems that we are all seeing, and been part of.
As you may be aware, Africa has been colonozed in so many ways by the West and even the Arabs, who used to capture our people sending them to the west.
Today the fight to devide African is getting heated between the West and the Chinese, and all they are fighting for are our wealth.
We are being deceived by some cheap products while our wealth is being taken away. We are being decived while we are being award with help problens
Our houses are being burnt by the chinese products, our environments, factories, all are being destroyed at the expense of the chinese.
People, why cant we think on this terms and find a equitable means of partnership with the chinese?
Nobody is refuting the partneship, Mashaka himself is not refuting the partenship, he is only urging caution before we cry faul. He is urging that all we do should have fairness.
He went on to say, that if China is very much interested in Africa, atleast they should invest in peace as well, which is a very valid point.

I particularly liked the conclusion that we have more to fear from our African leaders than from the Chinese or anyone else. They have s=certainly made some very funny decisons and still want to convince us about many more funny ones. As Tanzanians we cannot be proud of Richmond, Tanzanite One, barick Gold or many other depletable resources extraction and energy contracts aour governments have entered into. They do not benefit us they benefit foreign partis and a few 'leaders' (i wonder if they deserve that title).And now they want to convince us that it makes sense to buy Dowans power generators because somehow there is an emergency and this is an emergency because of growing demand not weather conditions. But these guys must have seen the growing demand years ago and made no attempt to enhance capacity except when they saw some generators belonging to a shadowy company whose ownership and provenance are so uncertain their real owners are unwilling to step forwrd and say 'This is my company and I am proud of it because it has an excellent track record of working in country x,y,z....... and doing projects 1,2,3......'. This is because our leaders prefer to deal with briefcase and ad hoc companies that literally mushroom into existence for specific Tanzanian jobs and thus have no track record and no experience and will never get similar contracts in any other country. Dowans, Richmond, Tanzanite One, the South African crooks who used to manage TANESCO, MEREMETA and so on and so forth.These are all funny decisions by our leaders.
ReplyDeleteWe have a lot to learn from the Chinese leaders, they work for their people's interests- for example China is now the world leader in poverty eradication and never in history have so many people been brought out of poverty (defined as living on less than dollar a day)tahn in the last decade and this has happened in China. China's leadership has done this by administering a cocktail of life changing measures to its poor population including education, health, microfinance services, technology transfer and basically having the right priorities. I am sure deep in their hearts the Chinese are laughing at us about our decison to have a modern National Stadium built, they could just have easily have built some rads to decongest Dar-Es-Salaam or a new hospital or an irrigation scheme- but our 'leaders' said we needed a stadium!!!! Daaaahhh!We have a lot to fear about the quality of decisons of our 'leaders', we realy do.

ReplyDeleteWe can't complain about China when we as the public, enjoy the products made by China and quite happy to enjoy watching football in the stadium built by the Chinese and using their Tazara railways.
We are hypocrites. We don't want to get rid of dictators in Africa. We have enough manpower to do anything to make our lives better but we decide to wait for foreigners to do it for us. Even worse, we then sit down and cry foul. That we are being cheated blindly, that our resources are being stolen and so on and so forth.
We have so many educated people in Tanzania yet you never see them putting their great minds together to create something meaningful. We depend on foreigners in nearly every sector of the economy. We can't even produce matchboxes. Yet, we still whin when foreigners come to invest in our countries.
Mr. Mashaka claims that China doesn't care about human rights. Does African leaders care? I mean we only got real freedom 2 decades ago. I have never heard our President giving a lecture on human rights issues to African dictators such as Mugabe, Mubarak, Museveni, Gaddafi and others.
In this globalized world, if you depend on others, you will never develop. Every country is working hard to secure their future. China, just like U.S, Brazil, S.Korea, India and Germany, will go to any place to look for resources. This is how countries develop and keep developing. It is up to us to secure our own resouces for our own benefit. Sitting down and crying and whining about it for decades will not make us any richer. We should stop begging and start developing our own econony by forcing governments to make business-friendly policies and vote leaders with futuristic vision. If we don't vote out bad leaders, then we have nobody else to blame but ourselves.

ReplyDeleteIt seems Mr. Mashaka, which I do have high respect, but his views and understanding is limited to a certain scope, and maliciously dislike anything what a communist country does for our country or anyone in the world for that matter.
But to me, he seems, he is still on learning path, which in time he will come to understand, I would love to read from him, on subject like IMF and DEVELOPING COUNTRY, GREEDY of WALL STREET, and others which are trully the issues, which pretty much played on his own YARD.

I'll strongly disagree with you to think that mashaka was wrong on his side of this debate. China ni ma-oportunists, period. How could/can they continue to do business with the sudanese and Mugabes governments while they full understand the evils of their leaders? That's just so insensitive. Mashaka is completely right, your opinion should be added to his and that will make one good result. Chinese are wrong to exploit Africa or any other part of the world for that case, for their OWN good. Any type of business should benefit both sides involved but, this is not the case with China. On your side, our leaders are the ones to blame for many of our problems. They don't have what it takes to be REAL LEADERS!
They need to have a vision to see far for the good of themselves and their people and not just themselves.

ReplyDelete"Kila mtu anatafuta ki vyake" but they shouldn't exploit the downtrodden. It's inhumane. Think about the hunger victims of Mugabe and rape and torture victims in Darfur. And you want to tell me it's okay for chinese to do business with their government leaders without condemning them?

ReplyDeleteI think people forgot just in the last decades western governments were actually putting their western backed leaders in power to steal things in African. China was there to help us then and now they are helping us in terms of developments and we need to find our own priorities. Imagine if China had put leaders in African countries like what the West did, the Western Media would had nothing else to talk about except for China evil empire.
