Debate on economic Downturn versus public service delivering in a volatile market
The brutal force of the credit crunch and the global economic slowdown, on public, private and companies, government agencies and individuals does not seem to relent.
The intensity or the impact of the downturn has just started to emerge on some economies that seed to be immune when the whole fiasco started. Our monetary experts, economist and even law makers who normally jumps the ship of helping the poor seems clue less and mute on what to do, yet architecting their return following the 2010 elections are at the door.

The Tanzania economy now appears to have accepted that we are not an “island” and downturn will definitely hit our economy more than we are informed. Various sectors of our economy have started to feel the pinch and the ultimate sufferer is not the rich, but the ordinary tax payer.
Soon or later, we are going to witness falling output across most major sectors of the economy and no doubt rising unemployment.
The budget deficit will rise in the first half of 2010/11 and this will have huge impact on inflation, interest rates etc. With the current interest rates at unprecedented levels, one can only wonder what our bankers are thinking; when every nation around the globe is trying to reduce the rates, poor borrowers in Tanzania still, are forced to cough exuberant high rates. And sooner than later, due to the strain, many banks will be forced slash their Interest rates in order stimulate borrowing from the public

A key issue arising for both central and local governmental organisations that I would like readers of Jamii blog to debate and try to suggest solutions to is: what impact the downturn will have on the public sector and the delivery of public services to the poor Tanzanians? Will or should it sweep some of these dozer’s under the bridge?

To make this debate fruitful, contributors will need to scrutinize the critical challenges that will face local governmental organisations in delivering its services: Or explores how lessons from the private sector might be used to deliver change in the public sector.

While the heat of 2010 general elections starts to scorch from a distant, the same old stories of our public leaders elected to find solutions to some of our social problems, so will be the rhetoric from the same people who are contributing nothing to the current crisis, as most of them gear for another round of lucrative and comfy permanent dosing seats in Dodoma.
While we focus on how to incline the economic meltdown consequences, we are also requesting our readers to be realistic and suggest how to deal with these MP’s, who have nothing new to the people, yet planning to blackmail us in 2010 elections.

    Good article! Readers and Tanzanians would have to be actively engaged in choosing their trusted MPs and not be fooled by some Politians who have, for many years,told the old same unfulfiled promises which they fully know they can't deliver. It's time to stop 'Mambo Jambo' and get down to real meaningful bussiness to serve their peoples' so that they get very basic everyday needs. If the readers sit back and do or say nothing, not choosing their Mps in whom they believe would deliver, millions of poor people would continue to suffer even harder.

    On the ecomonomic downturn: Those who squanders Public (Taxpayers) money should be held accountable for the inadequate Public Services delivery in their sectors, from the Central to Local government level. Realistic accounts auditing and workable policies should be the KEY in order to fully utilize the abundance of resources which the country has been blessed with. It's time to say 'enough is enough' in wasting taxpayers money.

    Thanks Dr.Shayo for your nice thesis,my dear educated Tanzania pepole i think its time now for us to have such debates,round tables,seminars e.t.c as an opportunity to discuss our really social problems impact us in this 21 century ,we must open our eyes and see both local and global challenges facing our country in general, and individual Tanzanian starting from mkulima in makambako,and ending kwa mlala hoi in uwanja wa fisi manzese.
    According to Dr.Shayo's thesis as i know our country ,where more than half of budget are funds from donors, economic downturn will be big task for every Mtanzania even wazee wa EPA because things no longer at ease .....

    Pamoja na kuwa nilikuwa na nia ya kuchangia mada lakini sijaelewa swali. Dr Shayo, au wadau wanaweza kufafanua "what impact the downturn will have on the public sector and the delivery of public services to the poor Tanzanians? Niliposoma mara ya kwanza "public sector" niliwafikiria wafanyakazi wa hospitali zetu, mashule, polisi, mahakama, maafisa ugani na wafanyakazi wengine wa serikali. Lakini baada ya kufika sehemu ya "sweep some of these dozer's under the bridge" nikaona sikuelewa. Sidhani kama kuna anayetaka fagio la chuma liwapitie kina Mwalimu Mukoba nk. kwa sababu tu ya kranchi. Dictionary haikunisaidia maana merriam-webster's online dictionary iliniambia dozer ni 'bulldozer' ambalo waswahili tunaliita tingatinga. Inabidi uwe na fagio la kipekee kufagia tingatinga.

    Thanks, but I have doubt that your article with be of any help to Tanzanians. I think this is a problem of many writers and commentors in Tanzania, instead of articulating issues and giving out their point of views on those issues, we keep on trading blames! Now what is your views on the issue you want us to discuss? Its a shame, you dont have any view, and what should we discuss then, if the discussant does not have any view to put forwards?     Do, Dr Shayo aksante sana kwa kurudi ulingoni. Ulikuwa umepotea kwa muda, ila hii mada ni nzito. Unajua bado tunapumbazwa kwa kuambiwa kuwa hatuadhirika na mpasuko wa kuanguka kwa uchumi, ila mchangiaji wa hapo juu ameonyesha ni kwa kiasi gani jamii nzima itaadhirika.

    Hii ndiyo maana tunataka vijana kama nyie mrudi nyumbani, kwani taifa linaloongozwa na Rais Jakaya linahitaji vijana kama nyie, na wale ambao bado hawajajitokeza.

    Well, in the spirit of stimulating discussions i would like to obediently disagree. Tanzanians, me inclusive did/have not received any meaningful service from the Gov prior to the econ downturn and so this economic/credit crunch makes no tangible difference to me at the very least. However, gov officials need to tighten their expansive appetites, unnecessary travel costs, maybe even trim down the size of gov. I can barely keep up with whom is responsible for what! If half our budget is dependent on foreign aid as per earlier entry then we need to cut the size of gov by just as much. This may even cut the bureaucracy by half :) who knows.....

    I think the topic should be presented as a DISCUSSION and not as a debate. When you talk of debate, I expect to see two vivid departing views on the topic presented. But, if it is open to be discussed towards any direction (more than two points of view), that is a Discussion.

    Na hivi kama tungekuwa tunaweza kukaa mezani au ukumbini pampja, huu ungekuwa mjadala (discussion), na si malumbano (debate).

    Mwisho, kama nyie ni wasomi wa kulenga kusaidia Watanzania, kwanini msitoe kwa lugha zote 2, yaani Kiswahili na Kiingereza. Ni nchi gani itakayoendelea kwa kujadiliana na wanaoweza Kiingereza peke yake? It will always lead to 'lopsided development' of individuals, so to speak.

    I don't see how we are going to be affected by the crunch. We have been neglected and forgotten since independence. Some are walking and working but you can consider them as dead recipeints of those public services you are talking about. Do not try to asscociate variables and conclude that there is a positive/negative correlation while there is none.Please use your judgement wisely, Great education without good judgement is like a good looking bottle with nothing inside.It is quiet clear to me that You have faailed to understand the real issues facing our country and its people Do not get confused with expected Global inflation and unemployment and Tanzania expected inflation and unemployment figures.These unemployemnt indicators if not well understood can increase the amount of foolishness in our PhD's economists' minds..
    Check this out,those who are employed have very poor wages and their survival depends on other kinds of creativities and not their salaries. So when you analyze expected unemployment figures in Tanzania do not use the same model that is used in UK or USA. You have to be very careful in drawing your conclusions or in making your projections, the model that is used to explain economic phenomenon in one country or geographic location can not be universalized simply because it is a great theory. You have to think outside the box and understand issues and problems before duplicating models and applying them universally. Tanzania is unique but that does not mean it is isolated from the global problems. Issue is how to analyze and to avoid the worst. We are already in the worst state even before the crunch and people are surviving. Please comparing apples to bananas is crazy. Not in the books, those who are muted are used to cram books. We need great thinkers and modern thinkers, people who cram theories are useless thinkers. I am a great thinker becuase I think I am and beacuse I think so Therefore I am. You are not because you are not.

    Empty words. This is getting real boring. If Dr. Shayo wanna help Tanzania move forward, he should quit his $30,000 job and move back to Tanzania. Just because majority of Tanzanians have no tertiary education, it doesn't mean that we are stupid. There is so much rhetoric here and Tanzania is still one of the poorest nation on earth last time I checked. So, who exactly is Dr. Shayo trying to impress?? I am getting really sick and tired of reading useless crap here from our so-called educated Tanzanians. When I visit this site after a hard day of work, i wanna have fun and see some preety women, not some stupid article which doesn't do anything to solve our chronic lack of progress.
