Establishment of a New Admission System and Procedures for Admission into Higher Education Institutions in the 2010 / 2011 Academic Year

One of the mandates of the Tanzania Commission for Universities as spelt out in the Universities Act is to coordinate admissions into higher education institutions in Tanzania. The final decision, however, on who is to be admitted is made by higher education institutions.

Due to the growing number of higher education institutions and the subsequent expansion of student enrolment, in recent years the admission process into the institutions has become complicated, leading to a number of problems including the following:

*Students spending a lot of money and time in applying for admission in a number of institutions so as to improve chances of being admitted.
Difficulties in sorting out multiple admissions leading to delays in the start of the academic year by universities.

*Complications in the disbursement of student loans by the Higher Education Students Loans Board including double payments, due to multiple admissions.
Qualifying students failing to be admitted into universities due to inconsistencies in their applications.

*Universities running below capacity as a result of superficial filling of institutional capacities caused by multiple admissions, hence denying qualified applicants admission opportunities.

*Cheating by some applicants during the admission process.
In order to streamline the students admission process TCU in collaboration with universities, NACTE and other higher education institutions has established a new Centralized Admission System where applicants for higher education institutions will be lodging their applications centrally at TCU. The system will be used by all public higher education institutions, and private institutions that have opted to use it.

The Central Admission
System and the Students Guidebook

The Central Admission System will be accessible by all eligible applicants through the Internet or mobile phone SMS system.

To guide the applicants in the admission process a student Guidebook has been prepared. The Guidebook contains all details pertaining to relevant information concerning higher education.

The Guidebook will be distributed to all regional education offices, all higher education institutions, and regional centres of the Open University of Tanzania. The Guidebook can also be accessed at TCU, NACTE and all universities and other higher education institutions, that will use the system, Higher Education Students’ Loans Board (and at its zonal offices), and the Zanzibar Ministry of Education and Vocational Training.

A soft copy will be posted on the TCU website and on the websites of:

Ministry of Education and Vocational Training;
National Council for Technical Education (NACTE);
All universities and other higher education institutions that will use the system;
Higher Education Students Loans Board.
Those who will not be able to access the Guidebook as a hard copy or through the websites of the above institutions can request for a soft copy from TCU through e-mail at es@tcu.go.tz or dad@tcu.go.tz

Eligibility to Use the Central Admission System

Applicants applying through the direct entry scheme after having completed A level are eligible to use the Central Admission System, specifically those who completed A level from 1988 todate. For now applicants under equivalent or mature age entry schemes will not be eligible to use the new system. These applicants will continue to apply directly to the respective institutions using the old procedures.

Call for Applications for 2010 / 2011 Academic Year

Applications are invited for the 2010 / 2011 academic year through the Central Admission System. The application procedure is as follows:

*Applicants who completed ‘A’ level education in previous years should lodge their applications during 15th February up to 31st May 2010. No application will be considered after 31st May 2010.

*Applicants who completed ‘A’ level education in 2010 should lodge their applications after the release of examination results that is from 30th April, 2010 to 31st May 2010.

*Applicants are required to select up to 12 programmes from different institutions, at least eight programmes in total, and not more than three programmes from one institution.

*Applicants will be notified about their application status on Friday, 4th June 2010 and they will be required to verify the correctness of the application information by 11th June 2010. If TCU does not receive a response by that date the System will proceed to process the application as it is.
*As notification and any other communication will be made through e-mail and / or SMS messages, applicants will be required to provide to TCU at least two reliable mobile phone numbers and one e-mail address as they register on the system.

*Each applicant will be required to pay an application fee of TShs. 30,000= payable through vouchers, using a procedure which is currently being worked out.

Those who will find it difficult to log in electronically or through SMS can apply by filling in an application form which can be downloaded from the TCU website (www.tcu.go.tz) or from websites of higher education institutions, NACTE and HESLB and fax the filled in form to TCU after paying TShs. 35,000=.
However, prior TCU approval is required for anyone wishing to follow this application procedure. Payment procedures of the application fee will be announced later.

  5. Where is Tanzania heading jamani!!, hii haiwezi kuwa njia sahibi ya kufanya applications za chuo. Kwanini basi nchi nyingine hawafanyi kama sisi tufanyavyo, poor management ndo inapelekea mambo kuwa yalivyo sasa. One among the reasons zilizotolewa kwa kuanzishwa hiyo central admission system ni kuweza ku-control utoaji wa mikopo kwa kuwa watu wanasajiliwa vyuo viwili ie watu wasipate double loans. Sidhani kama hiyo inashindwa kuzuiliwa bila ya kuwa na hiyo central admission system; kila mtu akifanya kazi yake vizuri sidhani kama this central admission system itahitajika. Admission inahitaji vitu vingi ambavyo vina unique identifications for every individual. Let's work with the reality jamani for better Tanzania's future na sio ku-promote miradi binafsi.

    Michuzi,

    Please allow me to inform Prof. Mayunga that there is a patent pending in Tanzania for his proposed payment system (vouchers or prepaid credit cards). Implementing that voucher payment system will be a breach of intellectual property law and it will discourage innovation in Tanzania. However, the holder of a pending patent application is willing to discuss with Prof Mayunga so that this new system can be implemented for the benefit of all Tanzanian. Upon his request I will contact him by phone and give him relevant details so that he can contact BRELA.

    For whoever is disputing the existence of the patent application please contact BRELA. The application was done on January 11 2008.

    And for all Tanzanian please take advantage of the patent system. It pain to see new ideas being trumped by corruption.

  10. Upuuzi mtupu.Hao TCU sina hamu nao kabisa.Ku-evaluate vyeti tu wanachukua miezi.Ukienda unaambiwa evaluator kasafiri ghafla njoo baada ya wiki mbili.Ukienda tena ohhh alirudi kasafiri tena.

    Sasa wanataka kukwamisha wanafunzi kujiunga na vyuo kwa sababu kazi ya evaluation tu inawashinda.Tanzania tunakwenda wapiiiiiiiiiiiiii??????

    TCU better master one thing before you jump into other difficulty thing.I hate Tanzania for these stupid decisions.

  11. Mh Watanzania kwa kukimbilia mambo bila maandalizi hatujambo! Ni rahisi sana kuona anachokisema bwana Mayunga kuwa ni sahihi, lakini ukweli ni kuwa kwa muda anaoutaja nina hakika hakuna maandalizi yoyote yaliyoandaliwa hasa kwenye ITC system na hiyvo tutegemee matatizo , mfano website kutokuwa inafunguka na vitu vinavyofanana na hivyo. Jamani mara ngapi tumeona tu files za pdf kwenye mitandao ya vyuo vyetu hazifunguki na kima mara ni uozo tupu? Sasa unapotaja mfumo fulani ni rahisi kusema tunapiga hatua lakini sharti tuhakikishe kuna mazingira ya kuwezesha hilo jambo kufanyika. Amini ninachosema, fungua tu hata website ya TCU na uone ni lini wamefanya updates kwa mara ya mwisho. Sasa mie naomba tunakubalina na hu mfumo mpya, ila wawe wamejidhatiti na sio kutulezea hadithi za ubabaishaji ambazo tumekuwa tunazisikia na zimetuchosha. Kingine basi kama admission inakuwa centralized kuna kila sababu ya kupunguza office za admission kwenye vyuo vyetu, na badala yake budget yake iongezwe kwenye utafiti!

  12. CENTRALIZATION IS A PROBLEM TO OUR MOTHERLAND. THAT PROGRAM IS A CRAP AND A PROJECT FOR SOME FEW GREEDY FOLKS WHO THINK THEY WILL GET STIPEND OUT OF IT.
    SHOULDNT THEY HAVE SECOND SELECTION?
    THIS IS A SIMPLE SOLUTION WHICH DOESN’T NEED A PHD HEAD…… INFORM YOUR NEWLY ADMITTED STUDENTS AS EARLY AS POSSIBLE AND LET THEM ACCEPT OR DENY ADMISSION SO THAT THOSE IN THE SECOND (WILDCARD) CHANCE GET ADMITTED.

    ANY BODY WHO HAS BEEN ACCEPTED SHOULD BE GIVEN A CONDITIONAL ADMISSION UNTIL HE/SHE ACCEPTED THAT OFFER, MAN

    WHERE IS OUR COUNTRY GOING ON....PLEASE HELP.

    WHY IS IT TAKING SO LONG FOR THE FORM SIX LEAVER TO GET THEIR PASS/FAIL RESULTS?
    WHY IS IT TAKING SO LONG FOR VASITY GRADS TO GET THEIR TRANSCRIPS AND LEAVING CERTIFICATES?
    IF WE CAN FASTTRACK SIMPLE THINGS, THESE GUYS WILL NOT HAVE BAD WAYS TO SPEND TAX PAYERS MONEY INAPPROPRIATELY.

  13. Jamani hata nchi zilizoendelea hazina hiyo system ya huo mradi wa prof Mayunga, Mimi nipo China nchi yenye watu wengi duniani,lakini wako makini na kila mwaka zaidi ya wanafunzi milioni 10 wanakuwa adimitted vyuo vikuu bila matatizo,

    sijui huyu profesa ni kweli ni mtanzania au anaishi tanzania,na kama anaishi tanzania sehemu gani anaishi??? je amejaribu kufatilia na kujua kuwa ni watanzania wangapi wanamaliza form six wanamiliki simu,hata kama hawana simu je wanajua kutumia simu kwa kutuma sms,pili,je amejaribu kufatilia kujua ni watanzania wangapi wanajua kutumia internet,chukulia mfano kwa mwanafunzi wa form six aliyeko masasi,karagwe,nk... je huko vijini kuna internet????

    mimi naona huyo prof na wenzake waliomshauri wanatakiwa wajiudhuru nyazifa zao,maana wanatumia ofisi za serikali kwa interest zao binafsi.

  14. Wewe Mtoa Maoni wa 03:14 Dont be such a lame jamani what is English kwa mwanafunzi wa High school Tanzania anayetarajia kujiunga na Chuo Kikuu! Siku hizi kuna English Medium School nyingi tu Tanzania Kwa taarifa yako even std 7 wanaongea English! We always see english kama kipimo cha usomi its just like other languages Sukuma, Ha etc. For a high school, student I dont see it as a problem atall

  15. Kwa kweli hii ikisimamiwa vizuri itarahisisha sana admission na itaondoa matatizo mengi. Sehemu nyingi duniani zinatumia mtindo huu wa centralized admission. Kwa mfano, Uingereza wana UCAS, maombi yote ya undergraduate yanapitia kwao. Vivyo hivyo kwa nchi kama Oman, tena wao pia ni centralized na kwa kutumia SMS. na nchi nyinginezo kadhaa.

System ni nzuri sana inapunguza gharama kubwa kwa wanafunzi kwani ukitaka kuomba vyuo vitano ilibidi uandae kitu kama laki vile ili uimprove admission status yako pia itapunguza urasimu na rushwa kwa baadhi ya vyuo kipindi cha admision lakini kwa watu maskini itatucost hasa tunaoishi huku kwa akina mjomba nikipata nauli kwani inabidi tusafiri kiasi kama kilometer 70 kupata huduma ya internet au tupande juu ya mitiili tupate network ya simu tutume hizo sms pia sina uhakika kama tcu watafanya hii process kwa wakati

    Pia ningeomba tcu waweke matawi huku mikoani ikiwezekana kila makao makuu ya wilaya ili kama kuna matatizo waweze kupatikana kwa urahisi sio tunapiga simu hazipokelewi barua hazijibiwi ukienda ukiwasafiria ofisini kwao unaambiwa wapo kwenye vikao au semina jamani hizi ofisi tunajenga za nini au wanajifungia ndani kama wale wa bodi ya mikopo ukifika mlinzi ndio anageuka afisa habari wa tasisi yaani yeye ndio msemaji receptionist secretary atakueleza kila kitu jamani tukirekebisha haya tutafanikiwa
