The Investors’ Forum held on 17th March 2011 for the project attracted interested parties from all over the world with attendance higher than confirmed despite phone calls that increased the number prior to the event.

The African Development Bank has been a part of this project since its inception and believe in this project. The funds provided have gone towards feasilbilty studies of the project.

“With the support of the African Development Bank and the United States Trade Development Agency, these studies are nearly all completed” said Mr. Philip W. Wambugu, Director of Infrastructure, East Africa Community Secretariat.

His Excellency Jakaya Mrisho Kikwete, President of the United Republic of Tanzania’s opening speech reinforced this saying, “Through those contacts the project was further developed”.

Through the support of the African Development Bank the project is on schedule, as voiced by His Excellency President Jakaya Mrisho Kikwete, “This historic forum is a major milestone in our quest to promote investment in the upgrading and construction of a new multinational railway project. To me this meeting today, is the beginning of the end of the project.”

The project of updating and extending the railway from Dar es Salaam – Isaka – Kigali/Keza – Gitega - Musongati is a project that takes dedication and the project has been fortunate to have received the support of African Development Bank.

The importance of Public and Private Partnerships (PPP’s) was a key issue raised. Angela Nalikka, Principal Investment Officer, Private Sector Infrastructure Finance of Africa Development Bank presented on the funding of PPP’s from the bank’s perspective.

Infrastructure challenges play a huge part in projects such as these as was quoted in Ms. Nalikka’s presentation, “Inadequate infrastructure is holding back Africa’s economic growth per capita by 2% each year, and reducing firms’ productivity by as much as 40%” (The Infrastructure Consortium for Africa)

Ms. Nalikka quoted figures showing that this railway project is a necessity between the three partner states; “Rail networks are the least developed in Africa with 69 000 km of which 55 000 km is operational. 13 SSA countries have no operational rail networks.”

The African Development Bank is dedicated in assisting African Governments to improve the enabling environment for the private sector by improving essential physical infrastructure as well as regulatory and legal frameworks.

With several successful PPP projects already completed, the African Development look forward in assisting in the completion of this Rail Project having been involved from the beginning.
