Doubts on Richmond deadline

Sixty days promised by Richmond Development Company to produce electricity are elapsing tomorrow, and there are fears that the deadline might not be met.
The firm, which signed a contract with Tanzania Electricity Supply Company, TANESCO, had promised to start producing electricity within 60 days, that is between September 18 and November 18.
There is little hope that the company will generate power tomorrow because some of the equipments have just been imported and need refreshment before being fixed.
Reliable sources within the company said technicians were still fixing the plants, and chances that power could be generated tomorrow as planned earlier were slim.
The Guardian visited the site yesterday at the Ubungo Tanesco Power Station in Dar es Salaam, and found technicians still working on the plants.
”I do not think it will be possible to have power coming out on schedule, because even the cables that allow the gas to pass arrived on Tuesday. It is just now that these people have started fixing them,” said a source at the site.
According to the contract signed between TANESCO and Richmond, Tanzanians were supposed to start getting power through plants installed by the Richmond Development Company within 60 days, starting September 18.
Parts of the generators started arriving in Tanzania from the US on October 21. The Resident Manager of Richmond Company, Naeeman Gire, told journalists that Richmond would make sure that it produces electricity within the set period.
Speaking on condition of anonymity, a technician working with Richmond Development Company said some brand new transformers with 22 megawatt capacity had arrived on Monday from abroad.
”What have been imported are jet engines that cannot start operating immediately until they are refreshed,” said the source.
He said the engines must first go through revitalization before they start operating.
The technician said the newly brought facilities were not second hand but brand new.
The source admitted that the speed of fixing the machines was rather slow, and according to him, the current pace could take the company several more days.
”This work can take us to at least November 25 or December 1,” he said.
Efforts to contact the Richmond PR Executive, Mr Gire, proved futile for three days consecutively because his cell phone was either switched off or had no reply.
A high-ranking Tanesco official, when contacted by The Guardian on when Richmond Development Company would start generating power, said it was better to seek the answer to the queries directly from Richmond.
Efforts to contact the Minister for Energy and Minerals, Nazir Karamagi, and his deputy, Bernard Membe, did not bear fruit as we went to press as calls went unanswered.

THE ’mail box’ story of Messrs Richmond Development Company is getting sexier: the bedfellows are now disowning it, THISDAY can report.
The Tanzania Electric Supply Company, the country’s only utility firm ? has come in the open to say it never negotiated the 100MW contract for the gas generators with the make-believe US firm.
Tanesco’s general manager for distribution and customer services, Anton Booyzen, now says his firm was ’instructed’ to sign the deal by some top official of the ministry of energy and minerals, then headed by Dr Ibrahim Msabaha.
’’NetGroup staff were not involved in any of the negotiations with Richmond, so this thing placed us in a very difficult position when the contracts had to be signed,’’ Mr Booyzen says in a written statement in response to questions from THISDAY.
He adds: ’’Any professional person would be hesitant to enter into any arrangement and then to be held responsible for the execution of such arrangement, if he or she was not part of it in the first place.’’
The RDC has twice failed to deliver on gas turbines since last September, and is still struggling to assemble the first consignment. Even then, the RDC has promised to start power generation by the end of this year
Currently, there is a power purchase agreement of sorts between Tanesco and Songas, which determines the performance level, including blackouts, which Songas must maintain, with clauses on penalties to be applied when the company fails to achieve those minimum performance levels.
Songas supplies 140 MW of gas-fired turbines power to Tanesco from natural gas extracted at the Songo Songo islands of Kilwa District. Two of the 40MW turbines have broken down this year, causing the unpredictable power blackouts, euphemistically known locally as ’power rationing.’
Chama Cha Demokrasia na Maendeleo (Chadema) national chairman Freeman Mbowe recently claimed that a son of a senior government official is one of the directors of the RDC, a fact that paints the firm in favourable light with senior government functionaries despite its dismal performance.
The RDC was awarded a controversial $172m (206.4bn/-) for the supply of generators despite the fact that it is not known in the State of Texas, where officials said it was ’a mailbox’ company
