    EDMONTON, OTTAWA — Ottawa and Alberta are expected to sign a special immigration deal in Calgary as early as Monday aimed at easing the acute labour shortage in the country's fastest growing province.

    Premier Ed Stelmach said in an interview that the agreement, which has been in the works since he took over from retiring premier Ralph Klein in December, will reflect the province's immigration needs, especially when it comes to attracting skilled workers,

    During the Alberta Progressive Conservative Party leadership race last fall, Mr. Stelmach made negotiating an immigration agreement with Ottawa a major plank of his platform. He promised to try opening Alberta "desks" around the world, possibly in Canadian embassies and consulates, that would recruit immigrants.

    Mr. Stelmach said he's hopeful the agreement will allow for these special international immigration units.

    Most provinces depend on the federal government to attract immigrants. However, Quebec was granted federal permission in the late 1970s to operate immigration bureaus around the globe, and now has five in cities such as Hong Kong and Buenos Aires.

    Alberta's new deal is expected to make it easier and faster for immigrants to settle in the province by cutting red tape. It will also give the province more control over selecting skilled immigrants such as tradespeople and professionals. The deal is to be signed Monday, if scheduling problems don't arise.

    Other provinces such as Quebec, Manitoba, Ontario and British Columbia have already negotiated immigration deals with Ottawa. Each pact is different.

    For months, Alberta has been struggling to attract enough workers to keep its red-hot economy going.

    Last year, the energy-rich province's economy expanded by 6.9 per cent, outperforming all government and private-sector estimates to chalk up the best performance since 1993.

    In 2006, the province added 86,000 jobs -- more than a quarter of all new jobs created in the country -- with a 4.8-per-cent growth rate that outpaced all other provinces. However, even though the population jumped by 100,000 or 3 per cent last year, there are still more jobs than people. The unemployment rate is 3.6 per cent.

    Mr. Stelmach said the government has a lot of work to do when it comes to retaining newcomers. He said the province has one of the lowest immigration retention rates in the country, and he'd like to correct that by offering more programs such as settlement services. "We have to do more to ensure that they stay in Alberta."

    Kallaghe new envoy to Canada

    PRESIDENT Jakaya Kikwete has appointed Ambassador Peter Kallaghe Tanzania’s High Commissioner to Canada. He takes over from Ambassador Ombeni Yohana Sefue who has been transferred to Washington.

    A statement issued in Dar es Salaam yesterday by the Ministry of Foreign Affairs and International Cooperation said the president had also appointed Mr Peter Kijazi, former Permanent Secretary in the Ministry of Infrastructure Development, Tanzania’s High Commissioner to India.

    Kijazi (51) replaces Ambassador Eva Nzaro who has retired while Sefue (53) takes over from Ambassador Andrew Mhando Daraja who was recently appointed special advisor to the president on diplomatic affairs.

    The president has also transferred Ambassador Msuya Waldi Mangachi (56) to Nigeria as High Commissioner, taking over from Ambassador Marwa Matiko who will be assigned other duties.

    The statement did not mention Ambassador Mangachi’s replacement in Addis and a foreign ministry official who delivered the statements declined comment.

    Ambassador Kallaghe (48), an experienced communication expert was until his appointment the Director of Communication at State House and a member of the Board of Directors of the Tanzania Standard Newspapers Limited, the
    corporate publishers of the ‘Daily News’ and ‘Habarileo’.
