FORMER Prime Minister, Honourable Cleopa David Msuya, has said that there is strong need for the Government to recapitalise the National Development Corporation (NDC) for it to play its role effectively as an industrial development and promotion organisation (IDPO).

“Empowerment of NDC is very vital. There is strong need of financing the Corporation through continuous fund injection from the Government to supplement the in-house generation from its (NDC) activities,” the former Prime Minister told a one-day stakeholders workshop on the future of NDC at the Dar es Salaam International Conference Centre in the City on Thursday.

He said under the current liberalised environment, the Government must abstain from direct business. Instead, it should do so through NDC with the objective of promoting wider local participation.

On Re-engineering of NDC, Hon. Msuya, who chaired the workshop, told the participants that the envisaged organisation must be a lean entity but with the necessary capacity and key competencies to enable it outsource external expertise.

Speaking on development of the industrial sector, the former Prime Minister who had also served as industry and trade minister cautioned that this could not be realised without increased productivity in the agricultural sector.

Productivity in the agricultural sector had gradually been declining, especially with regard to major cash crops like coffee and cashew nut, he noted.

“We must do away with the defeatist mentality, always complaining. Don’t complain. Produce in bigger quantities. I find no reason why we are producing between 50,000 and 60,000 tonnes of coffee a year when Kenya produces 130,000 tonnes and countries like Brazil and Vietnam even more,” Hon. Msuya wondered.

Tanzania, he added, must expand agricultural production if ever it is to diversify its industrialisation programme as the sector provided feedstock to industry, thereby increasing manufactures and services.

On the privatisation programme started in 1985, Hon. Msuya said this was aimed to solve economic problems at the time, to attract capital and new technology with a view of promoting sales, markets, management and skills.

He, however, pointed out that the domestic private sector was weak and called for Government intervention through empowerment programmes.
While appreciating the on-going “JK Empowerment Programme”, Hon. Msuya, however, pointed out that the resources spread was too wide to have heavy impact in that regard.

“We must choose targeted areas where we can concentrate our resources to bring up strong indigenous enterprises that will form the core of the domestic private sector. We must have more Mengis (Reginald) if ever we are to have a strong indigenous private sector,” he stressed.

Meanwhile, Tanzania Oxygen Limited Managing Director Anorld Kilewo emphasised the need for very strong support and linkage of NDC from the Ministry of Industry, Trade and Marketing to ensure that the Corporation delivers on its mandates.

He also cautioned the Government not to rely solely on the mining sector and, instead shift greater stress on industrialisation. “While the mineral resources could be depleted over time, industry is a continuous process,” he pointed out.

Rukwa Regional Commissioner Daniel Ole Njoolay emphasised the need to have strong industrial development and promotion organsations (IDPOs) like NDC. He gave an example of the Asian Tigers where IDPOs had full support of governments and played a remarkable role in fostering the economies of the respective countries.

On the other hand, he said, given NDC’s cross-cutting role, the Corporation should be placed under the Prime Minister’ Office to ensure full support and faster decision making.

Leader of the opposition in the National Assembly, Honourable Hamad Rashid Mohamed, said the new role of NDC was focused but should be anchored in the National Development Vision 2025 rather than in election manifesto which change from time to time.

International Monetary Fund (IMF) representative David Robinson reiterated the need to improve productivity in the agricultural sector to facilitate efficient industrialisation.

He, however, cautioned that on-going reforms in Tanzania should take into account the obtaining environment in the global economy whereby countries, such as China, had emerged as bigger players. “You must factor in China,” he added.

NDC Board Chairman Honourable Dr. Chrisant Mzindakaya, emphasised that the Government should concentrate on policy matters and leave the business of industrialisation to IDPOs. It must also avoid interference as much as possible in this regard.

Earlier on, NDC Managing Director Gideon Nasari had told the workshop that the privatisation programme not only weakened the Corporation’s financial base, but also muddled its mandate and role as a development orgnisation.

Mzee huyo ndio aliwahi kuwa 'chancellor wetu wa exchequer' enzi hizo za ujamaa na kujitegemea!Hata Wakati wa operesheni hujumu(1982),mgambo hawakumuacha huyo mzee kwani walienda kwake kupekua kuwa ananini ndani...nasikia alimpigia simu Mwalimu kule ikulu kumlalamikia lakini...ah bwana 'when in need...huna marafiki bwana!!!
