Mjadala huu wa Afrika Mashariki hatuwezi kuufunga ama kuuhairisha bila ya kufanya maamuzi yenye manufaa kwa Taifa letu.
Baadhi ya wananchi wenzangu wametoa ushauri na maoni yao juu ya mjadala wawa jumuiya ya Afrika Mashariki. Mjadala huu umepamba moto kwa kasi sana hivi karibuni. Na kumekuwa na kutoelewana katika kufikia muafaka haraka.
Mpinzani wetu mkubwa Kenya, analalamika sana eti kwamba Tanzania tumekuwa kikwazo kwa jumuiya hiyo kufikia makubaliano haraka tusaini mkataba. Hawa Wakenya mbali na kutulaumu kuwa tunachelewesha jumuiya hiyo, utakumbuka kwamba hawa hawa Wakenya ndio waliovunja agano la kwanza, na sasa wanatulazimisha tuingie katika agano jipya bila kufikiria, yaani watuburuze tu!. Haiwezekani hata kidogo.
Hivyo basi, napenda kuchukua nafasi hii kupata maoni ya wazalendo wenzangu, kwani natarajia kutoa kitabu hivi punde Kitakachoitwa MJADAL A WA AFRIKA MASHARIKIHATIMA YA ARDHI YA TANZANIA NA USALAMANimeamua kujitosa katika changamoto hii baada ya kuona kuwa ni sehemu ndogo kati ya watanzania, walio bahatika kutoa maoni yao ama kusoma maoni ya wengine kuhusiana na mjadala huu.
Hivyo basi kudumisha harakati hizi nakusudia kutumia maoni mbalimbali ya wazalendo waliochangia.Katika kuendeleza jitihada za kuilinda Tanzania, nimeazimia kufuta usemi wa jirani zetu kwamba ,eti sisi Watanzania ni watu wa kulalamika tu na hatufanyi chochote cha maana. Hivyo basi, imenilazimu nichukue hatua muafaka kwa wakati muafaka kufuta usemi wao.
Halikadhalika, ninataka kuwatahadharisha umma wa wana wa Afrika Mashariki wajue kuwa, sisi ni kizazi kipya na si cha kudharauliwa, na vile vile kuwahakikishia kuwa hakuna mtu aliyelala usingizi tena hapa Tanzania. Tumesoma, tuna uwezo, upeo na tuko tayari kulinda maslahi yetu na hatima ya taifa letu kwa ajili yetu na vizazi vyetu vijavyo. Kwa hiyo hatuko tayari kukubaliana na masharti haya katika mkataba wa Jumuiya ya Afrika Mashariki.

The Minister for East African Cooperation, Dr Diodorus Kamala has said there are many obstacles that each EAC member state faces that hinder the creation of a political federation.
The minister was officiating during a ceremony held at Genius King`s Nursery School over the weekend in Dar es Salaam,``Saying that Tanzania has to leave the rest of the EAC countries to proceed with the Federation does not sound good for our regional political and economic undertakings,`` Kamala said.
The minister`s comments were prompted by school proprietor Julius Rutumbanja, who said his institution was facing a shortage of teachers who could teach in English.
Rutumbanja told the minister that it was quite hard to get English teachers from neighbouring countries because it was taking too long for them to secure working permits.
Dr Kamala said establishment of the East African Federation would not come soon, given the obstacles each EAC member state was facing.
``They (other EAC member states) are complaining that we are taking too long to sign the common market protocol, but both Kenya and Uganda have demanded that they should be given five years tax relief for their products. These ``five years`` also serve as obstacles to the proposed East African federation,`` he said.
The minister said: ``Allegations that we are stalling the unification process do not make sense to us because you cannot just build a house without building a foundation first.``
He said some of the EAC states didn�t have abundant arable land compared to Tanzania. ``They think that they would get land from Tanzania after joining the federation, but we cannot do that. We cannot simply give it to them.
We can only allow them if they want to invest, but not to use it as their property after joining the federation,`` he said.
He said Tanzania`s land had been preserved for future generations and conservation of the country\'s natural resources.
Kamala said Tanzania could not simply jump into the Common Market without first applying concrete solutions to the problems it was still facing.
In August Kamala addressed representatives from Tanzania, Kenya, Uganda, Burundi and Rwanda the five countries that make the EAC.
The minister was quoted as telling delegates that although the country was committed to East African cooperation, it was still skeptical on provisions of the treaty concerning land.
He said Tanzania would press on the omission of acquisition of land by non-citizens under the East African Common Market protocols.
The Right of Residence � one of the major items under the Common Market protocol �does not automatically give a non-citizen from the East African Community states access to land.
``An investor in Tanzania can access land without any problem. But land is not in the Right of Residence protocol,`` said the minister
Last month, Tanzania openly gave its stand - that there would be no land deal in the East African Community (EAC).
East African countries have failed to agree on how to handle three major pertinent issues: land ownership, free movement of people and permanent residence"

ReplyDeleteMy fellow Tanzanians, It’s good to disagree without being disagreeable. Let’s not be a firewall towards regional trade. Global and regional trade is the norm of the 21 century. The fact of the matter is the whole world is moving toward global and regional trade liberalization.
ReplyDeleteMashaka made his opinion in the debate. None of us rule with our opinion in a debate. Mashaka himself knows well that US gave him that opportunity to advance and realize the American dream. This wouldn't be possible if US had its doors shut to foreigners. Mashaka opinion absurd and its like building a firewall towards international free market which put him in Wall Street at the first place. Misleading people by rationalizing the US recession and unemployment problems is a result of bad treaty such as NAFTA is a day break lie. Greed, mismanagement of corporate America and Wall Street in particular is to be blamed, and Mashaka you are a part of it. Brother, be honest with your facts while gaining your little fame back at home for your future endeavors. You and I, we both know what went wrong in the US. Let us be real about it.
After taking a moment in scrutinizing the whole debate of East African federation, I can understand Warigi's point of view even though he had a negative delivery tone. His harsh words are a result of frustrations caused by Tanzania being a firewall in EA federation progression. Warigi even mentioned if we are not ready we can pull out and let other member countries proceed with the federation. I agree with him since Tanzania is putting other member countries in stagnation.
On the other hand, I understand my fellow Tanzanians concerns and I strongly agree with them in issues related to land privatization to foreigners, employment, national security, mining industry, and tourism industry. I feel we should pull out of the federation and let other countries proceed while we take care of our own problems at home. By doing so, Tanzania will have a clear picture as we pay close attention of the federation’s progress before committing itself.
The urgency of solving our own problems in the country overrides the significance of joining the confederation at this moment. Our priority right now should be: building our democracy; building our infrastructure; combating graft and corruption; fighting poverty and diseases; raising our economy with its people’s living standards; and educating our people.
