  1. RIP Mzee Rashidi Mfaume Kawawa.

Rashidi Mfaume Kawawa (born 1929), Tanzanian political leader, devoted his career to policies designed to increase his fellow citizens' standard of living.

The son of an elephant hunter and the eldest of eight children, Rashidi Mfaume Kawawa was born in the Songea district of Tanganyika (now Tanzania) in eastern Africa. After primary schooling in Dar es Salaam, he finished his formal education at Tabora Government Secondary School (1951-1956), the alma mater of Julius Nyerere, leader in the fight for Tanganyika's independence. Kawawa refused the opportunity to continue his education at Uganda's Makerere College, thus enabling his father to use the family's limited resources to educate his siblings.

    Early Career

Kawawa's first job was as a Public Works Department accounts clerk. This was a most difficult period for the young man. With the death of his father, he assumed the responsibility of supporting his younger brothers and sisters. In 1951 Kawawa realized a long-standing dream of becoming a social worker. He had actually inaugurated this career by organizing a literacy campaign for adults while a student in Dar es Salaam.

On his new job Kawawa joined a mobile film unit engaged in government literacy programs. When it was decided to use the unit for educational filming, he was chosen as the only Tanzanian leading actor. He also served as a scriptwriter and a producer. Perhaps the most important aspect of Kawawa's social worker career occurred when he was sent to central Tanzania (1953) to work among Kikuyu detainees held because of the Kenyan Mau Mau movement. He later described his successful work there as the "greatest challenge of my life."

    Government Service

Kawawa joined the Tanganyika African Government Services Association, becoming its assistant general secretary in 1951 and its president in 1955. His main task was securing rights for government employees due them under Tanganyika's laws. Realizing the advantages of a nationwide organization, Kawawa helped found the Tanganyika Federation of Labor (TFL) and was elected its first general secretary in 1955.

The Tanganyikan independence movement was then underway, directed by Julius Nyerere of the Tanganyika African National Union (TANU). Kawawa's government employment prevented him from political participation, but his commitment to use the unions to further independence led to his resignation in February 1956 to devote his time and talents to labor and political organization. Joining TANU, he became a central committee member (1957) and vice president (1960). In the meantime Kawawa had been appointed to the Legislative Council (1957), remaining a member until 1960. In September 1960, following his first appointment to Cabinet rank, he resigned from the TFL to concentrate on politics.

When Prime Minister Nyerere of the now independent Tanganyika resigned for a brief period in 1962, Kawawa replaced him until his return to office. After 1964 Kawawa held the office of second vice president of Tanzania (formed from the union of Tanganyika and the island republic of Zanzibar), serving as Nyerere's principal assistant for mainland affairs and as leader of the National Assembly.

Nyerere resigned as Tanzania's president in 1985, and Kawawa left government service as well

  3. Inna lillah wa inna ilaihi raajiuun. May his soul be granted a place in janna. Those who have been fortunate enough to have witnessed the political phases over the last three decades will probably agree with me that - like Julius Nyerere and a few others - Mzee Kawawa was undoubtedly a rare breed in our political habitat, an honest leader who always had the people at heart throughout his political life and in his retirement. People talk of role models - what else would one ask for other than learning from these great political figures. Unravelling the factors which transformed Tanzania's political terrain would surely form an interesting PhD title for a political science student using our first phase leaders as cases. How I wish I were a political science don.

My condolences to all Tanzanians and particularly to his family - Fatuma, Zalia, Vita, Zamaradi, Farida and others. Again, inna lillahi wa inna ilaihi raajiuun.

  5. INTERVIEW WITH MZEE RASHID MFAUME KAWAWA by Magazini ya first decision makers:
How did you meet Julius Nyerere for the first time?

I first met Mwalimu at Tabora in 1948 when I was a
student. He was a teacher then. That day we had a debate,
with our teachers as the main speakers. The title for that
day’s debate was “Wealth is Better than Education,” and
Mwalimu was on the opposing side. I remember how
elaborate he was in convincing everybody that education
was better than wealth. When I heard in 1954 that he
and others had formed TANU to fight for independence
in Tanganyika I did not hesitate to join the party.

What made TANU’s approach to independence unique?

We had tremendous support from the public. This support
enabled TANU to go into the deepest rural areas, even
where there was no transport. We went from coastal areas to
the mountains, and everywhere crowds followed us. They
were ready to sleep anywhere; and the men would guard us
in the forests. This showed the whole world that the time
for the independence of Tanganyika had come, and that
TANU had the mass support needed to lead the country.

Nyerere was later critical of the new generation taking
over, saying that they were more interested in getting
rich. What would Nyerere make of the political elite in
Tanzania a decade after his death?

Mwalimu’s leadership philosophy was based on what
our party put into the Arusha Declaration. For him it
was like the Bible or Holy Quran. We have never found
anything wrong with the 1967 Declaration. If you read
the Declaration now, you will find leadership codes. The
codes meant nothing more than separation of public
office and private business. Mwalimu used to remind us
that you cannot have a fair balance between public office
and personal business; there will always be a conflict of
interest. The Arusha Declaration also called for self-
reliance through the creation of co-operative farm villages
and the nationalisation of factories, plantations, banks,
    and private companies.

Mwalimu had a permanent leading role as Chairman
of the Front Line States. Why do you think Nyerere
was chosen to lead the leaders of Zambia, Botswana,
    Mozambique, Angola, and Zimbabwe?

Firstly it should be remembered that Mwalimu had
immense powers of persuasion. He had the charisma
needed to coordinate his counterparts. But one should also
recall the zeal and commitment for African independence
among Tanzanians. Our youths were ready to join their
brothers in southern Africa, who were fighting for their
independence. We have people who died in Mozambique
fighting for the country’s independence from Portuguese
colonial rule. Mwalimu had influenced our people to
the point of considering that our freedom should wait
for the independence of other African countries. The
Father of the Nation made Tanzania play a leading role
in independence struggles in southern Africa.

What was the anti-colonial movement’s greatest
    contribution to humanity?

The first thing the anti-colonial movement did was to show
the world that Africans were ready for independence. They
also sent a message to the colonial masters that we could
join hands and fight against colonial rule. But the most
important thing was opening up the African continent to
the whole world. We no longer had spheres of influence
that could stop any country doing business with us.
