  4. The Tanzania Football Federation (TFF) has started talks with English Premiership champions Chelsea about helping to revive the country's declining football fortunes.

    Chelsea's academy coach Jeff Bookman ended a two-day visit to Tanzania on Thursday, when he presented a youth development programme.

    Tottenham Hotspur's youth coach Ose Aibangee also spent two days in the East African country and submitted a similar proposal to the federation.

    "We have been asked by the TFF to present a project, to help put Tanzanian football on the map," Bookman told BBC Sport.

    "Our aim is to work with coaches at every level to build an infrastructure from the youth academies and take it through to the first team for a sustainable future.

    "We want to do this as a team, we have a structure in England, where we work with other coaches, and we will form a team here with Tanzanian coaches, who will be able to support the whole project."

    Bookman, who holds a Uefa coaching licence, said they also hope to help out with the Taifa Stars' preparations for Ghana 2008 qualifiers.

    "We feel that what we can do immediately is to take the players to the UK, we will put them in camp, train them and we will invite coaches from other clubs to come and watch them," Bookman continued.

    "We will make sure they play good competitions, and this way we will give them exposure."

    A federation spokesperson, Florian Kaijage, said Bookman and Aibangee have presented five-year youth development projects, which will be discussed by the executive committee.

    "The TFF's mission is to develop football through youth programmes, these coaches have presented their programmes and the executive committee will meet and decide on it," said Kaijage.

    The TFF was put in the touch with the coaching duo by the London-based Global Scouting Bureau company.

    As part of the same development plan, the TFF has also appointed Julio Cesar Leal from Brazil to manage the national team, but administrative problems mean he hasn't arrived in Tanzania yet.

    The TFF has presented a budget to President Jakaya Kikwete and it is awaiting his go-ahead before they tell Leal to come.
