  1. Flight safety concerns not behind suspension - ATC

    AIR Tanzania Company Limited has said the suspension of its operations by the Tanzania Civil Aviation Authority was due to problems with documentation and had nothing to do with concern over flight safety.

    A section of the national media yesterday reported that the national carrier has been banned from operating for failure to meet safety requirements.

    However, ATCL managing director David Mattaka announced at a news conference in Dar es Salaam yesterday that they had already submitted the required documents to TCAA for review so that they could be re-granted an air operator certificate (AOC).

    ``An audit carried out by International Operation Safety Audit last December came up with 482 findings in various operating areas and our company engaged a consultant to work on the necessary documents. We have been duly implementing most of the IOSA recommendations,`` he said.

    ``We thought that when we are through with IOSA\'s demands we had also completed the International Civil Aviation Organisation (ICAO) requirements,`` he added.

    The ATCL chief said ICAO experts studying how TCAA was carrying out its oversight of airlines operating in Tanzania discovered ``procedural documents`` in the hands of the authority were not current as per TCAA\'s regulations in use since 2006.

    ``These were the same documents which were being rewritten to comply with the new regulations,`` he noted.

    He explained that ICAO found the AOC granted to ATCL and which was supposed to expire on December 15 this year was irregular, adding: ``This made TCAA withdraw the AOC until when the relevant national carrier`s documents were to the the satisfaction of the authority.``

    According to Mattaka, work on the documentation had reached an advanced stage and ATCL submitted them on Wednesday this week and what remained was for TCAA to satisfy itself before reissuing the AOC.

    ``TCAA has told us that they will probably need ten working days from December 10 this year to review the said documents,`` he said, adding that the suspension would make ATCL lose revenue amounting to 300m/- per week.

    He also explained that they were working on the modalities of making fare refunds to those who wanted to travel by ATC before the ban was imposed. Tickets for those not intending to travel in the near future would be retained.

    Meanwhile, TCAA director general Margret Munyagi said in Dar es Salaam yesterday that the authority had no problem with the technical state of ATCL aircraft.

    ``What made us revoke the licence is failure by the company to submit information regarding their activities,`` said Munyagi, after attending a function at which the foundation stone of the planned new TCAA headquarters was laid.

    Speaking at the function, Infrastructure Development minister Shukuru Kawambwa said the government was taking ``several measures`` to bail out the cash-strapped carrier.

    Discussions between the government and a prospective strategic investor on how to finalise an agreement to that effect are at an advanced stage, he pointed out.

    Should the deal materialise, the latter would invest in the Julius Nyerere International Airport and take over ATCL, said Dr Kawambwa.

    He would not name the would-be investor, arguing that it was too early to do so, but said the government was confident that the country`s aviation industry would achieve ``higher heights of success`` after the investor went into business.
