Cape Verde's Minister for State Reform and National Defense Ms, Cristina Fontes Lima delivers her key note address at the start of a five-day Maritime safety and Security seminar sponsored by Africa Centre for Strategic Study this morning at the Movenpick hotel in Dar es salaam. Tanzania's Minister for Defence and National Service, Dr Hussein Mwinyi (centre, facing camera) was the Chief guest.
